• Formulated request for proposal for health benefit plans and conducted bidding information meetings for prospective vendors; supervised team of six full-time employees.

• Provided direction and advice to Personnel Management staff during Deputy Personnel Director’s absence and prepared recommendations to County Administrative Office, the Board of Supervisors, and other division/department heads.

Senior Risk/Personnel Analyst, County of Fresno 11/14/88 – 01/11/99

• Administered the workers’ compensation program, medical malpractice program, and various property loss programs.

• Assisted in developing and implementing the return to work program via formulating a $46 million operating budget; researched and prepared data for actuaries and interpreted actuarial reports for purposes of establishing self-insurance reserves.

• Coordinated benefits for workers compensation with employee benefits staff including health, disability, and annual leave benefits; facilitated training to other departments regarding workers’ compensation, safety, and medical malpractice issues.
