WORK EXPERIENCE

12/2004 – Federal Community Corrections Contract Oversight Specialist, Pittsburgh, PA

My experience in Case Management, Community Corrections, and Institutional Unit Management afforded me a thorough knowledge in Correctional Program Administration and Contracting oversight.

• Conduct inspections, analyze, organize and present a clear and concise oral and written report following established policy, Statement of Work, Technical Proposes and other related federal guidelines.

• Conduct life safety inspections of RRC’s and jail facilities.

• Complete Office Internal Affairs investigations and make independent evaluation of information and assessed appropriate decisions to meet BOP integrity standards.

• Provide ongoing training to contractors in the Federal Bureau of Prisons Core Values; Life/Safety, Integrity, Accountability and Inmate Discipline.

• Conduct contract staff criminal background investigations utilizing federal law enforcement data bases i.e., NCIC and NLETS. Review and verify contract staff educational requirements, and make decisions to deny, grant, suspend, or rescind employment approvals based on the analytical assessment of the background investigation.

• Provide guidance, direction, oversight and training to contractors in the State of New York and Western Pennsylvania. Responsible for six federal contracts, one major use Residential Reentry Center (RRC) in the Western District of Pennsylvania and five major use Residential Reentry Centers in the Northern and Western District of New York. In addition, I have Inter-Agency Agreement (IGA) oversight responsibilities for twelve County jails and two juvenile facilities in Pennsylvania.

• Evaluate and assess new Federal Bureau of Prisons contracts and make recommendations to Contracting for appropriations of funds and services.

• Successfully submit Request for Contract Action (RCA's) on all current and new contracts in the Northeast. The Pittsburgh CCM office has excellent contract programs due to thorough oversight and training.

04/1998 – 12/2004, Federal Unit Manager, FCI La Tuna, El Paso, TX

As a Department Manager, I had oversight of two housing units with a total population of 360 inmates. Implemented a budget and successfully managed the allocated funds to meet expenditures for inmate programs and care. Supervised subordinates in a correctional setting, to include two Secretaries, two Counselors and two Case Managers.

• Conducted staff development program and training following established policy and procedures.

• Conducted Inmate Classifications and Reviews to ensure inmates were properly classified and placed in a facility commensurate with their security levels.

• Ensured staff submit accurate and timely Residential Reentry Referrals, Institutional Transfers, Victim/Witness notifications, Relocation Packets and International Treaty Transfers.

• Managed the Inmate's Financial Responsibility and the Central Inmate Monitoring Programs.

• Conducted hearings as the Chairman of the Unit Discipline Committee and imposed appropriate sanctions following the disciplinary policy and procedures.

• Ensured compliance with ACA standards by conducting perpetual audits and reviews of programs. FCI La Tuna was ACA re-accredited after ongoing reviews.

• Conducted weekly Institution Admission & Orientation (A&O) presentation to inmates in the rules and regulations of the facility. Provided Annual Refresher staff training in Sexual Harassment and Diversity management.

• Implemented the institution's Inmate Work Assignment Committee Program. As Chairman, I conducted weekly meetings with Department Supervisors to determine equitable resources in employment services. The committee improved the effectiveness and management of the institutional inmate work details in all departments.

• Conducted institutional tours and presentations for Federal Judges, United State Probation Officers, and the Mexican Consulate. The tours were conducted in English and in Spanish.

• Acted periodically in the capacity of Associate Warden and as the Warden Executive Assistant. Managed the Institution Supplements, Strategic Plans, Key Indicators and the Administrative Remedy Programs.

• Completed the Executive Staff Modules/Outlier Report including the Warden's Accomplishments, Community Project Reports, and processed Regional and Central Office Staff Awards. Methodically proofread all institutional documents for the Warden signature and review.

09/1993 – 04/1998, Federal Community Corrections Manager, El Paso, TX

Managed the El Paso Community Corrections Office (CCM) with a budget of more than five million dollars and had oversight of the Administration, Inmate System Management (ISM), Contracting, and Case Management Departments, and had supervision responsibilities of four Community Corrections employees. The CCM office was responsible for eighteen jail facilities, four Community Corrections Centers, and two Juveniles facilities. During my tenure, I promoted the philosophy of partnerships with all contractors during program reviews.

• Provided ongoing training to staff in Community Corrections and ensure staff met their full potential in their respective positions. Submitted two staff members for awards and both were approved for National Awards.

• Maintained positive liaison relationships with Courts, Federal Reentry Residential Center (RRC’s) Contractors, and other Federal and State Law Enforcement agencies.

• Reviewed inspection reports to ensure reports were organized, and written in a clear and concise form.

• Had oversight of Request for Contract Action (RCA's) on contracts in New Mexico and Western District of Texas. The El Paso CCM office had excellent contract programs mostly due to the partnerships and excellent oversight of the contractors.

• Participated in three Institutional Character Profiles (ICP) reviews during my tenure as CCM and conducted required presentations regarding findings to institutional staff.

• Conducted Federal Bureau of Prisons current events presentations to Federal Judges, USPO and other community leaders.

• Ensured the CCM office strategic plans and vital functions in Administration, Designations, Contracting, ISM functions, were implemented and completed in a timely and professional manner.

• Successfully developed three Comprehensive Sanction Centers (CSC) in Albuquerque, New Mexico, Las Cruces, New Mexico, and in El Paso, Texas. The additional CSC in Las Cruces exceeded the office requirement in my area of responsibility.

• Implemented and monitored all the new contract procurement process and ensured services were within the contractual requirements of the Bureau of Prisons.

• Maintained liaison responsibilities with all criminal justice agencies in the El Paso area, in the Western District of Texas and the District of New Mexico.

• During my tenure, the El Paso CCM office received a "Superior Rating".

08/1992 – 09/1993, Federal Community Corrections Specialist, San Antonio, TX

In 1993, successfully completed a Community Corrections Management program in San Antonio, Texas.

• Completed Case Management functions, to include review of Pre-sentence Investigation Reports, U.S. Marshall's 129 forms, and the Judgment and Commitment orders to complete an appropriate designation of inmates.

• Completed Halfway House Referrals, Escape Reports and conducted ISM functions. Completed inmate computations utilizing the different sentence structure requirements.

Began my career with the Federal Bureau of Prisons as a Case Manager, and supervised a case load of 185 federal inmates.

Student Intern at a halfway house in Eugene, OR, and was later hired as Correctional Officer in a state institution. I promoted to supervising inmates on work release in Pendleton, OR. In 1981, was promoted to a State Probation Officer supervising state and county felony offenders.
