EMPLOYMENT EXPERIENCE

State of New Mexico, Albuquerque, New Mexico: January 2004 – June 2011.

Program Manager - Managed the information sharing Data Warehouse program for all criminal justice agencies in the State of New Mexico using multi-tiered architecture and the Global Justice XML Data Model (GJXDM) standard that allows criminal justice agencies to share information. Built new relationships and maintained existing relationships among disparate agencies. The position involved all aspects of project management including the coordination of activities among the participating agencies; infrastructure topology; capacity planning; application design; and user support. The design and implementation of these projects involved Load Balancing topology, Service Oriented Architecture (SOA) and redundancy. Because of the stable infrastructure design, JISC was able to move the Data Center 50 miles away without having any system outages. Other responsibilities included educating the consulting services on how to share information between agencies; building Data Warehousing systems; assisting the National Governors’ Association and the Department of Justice with information sharing using GJXDM and National Information Exchange Model (NIEM); and promoting facilities cooperation between the federal government, New Mexico, and Native American Tribes in order to share criminal information and improve public safety. The Criminal Justice Sharing System is now a program with over 600 users online daily.

Global DataGuard Inc is a full-service IT Security service company that monitors clients’ networks against intrusion using Behavioral Intrusion Detection technology developed by an in-house security expert.

Director of Operations and Co-founder – Initial responsibilities included: defining the business charter and securing primary investors; purchase, set-up and deployment of appropriate Hardware/Software technology; staffing, training and initiating service. Continuing duties included: training, auditing clients/networks.

CompuCom has an industry-leading role as a consultant to private organizations, agencies of federal, state and local governments throughout the USA, plus mid-market and major independent enterprises to assist them in all aspects of managing computer hardware and software assets. It provides outstanding support for end-users who seek to create/utilize cutting edge technical solutions built on industry standard platforms. During my tenure the company grew from $600k to over $3 billion in revenue. As a direct report to the CIO, I was responsible for all areas especially in the Distribution and IT operation processes including Service division. I was responsible for the IT security of the company where I utilized my network and telecommunication infrastructure knowledge. I started with the company as Programmer Analyst in the services division and was promoted to a Director.

Director, MIS and IT Security – Responsibilities included: Creating a road map of the Strategic Tactical plans and SW Processes and Procedures for core business systems: Finance including Tax System, Customer Center, Product Fulfillment, including the Distribution Centers systems; Operations; Help Desk -level 3 (internal software systems where I established support processes and measurement); and Physical Inventory. Further duties included: supervising thirty-five IT professionals, three managers (in multiple areas, including, Data Warehouse, EDI, and IT Security), two Business Analysts and five contractors, and I was responsible for IT aspects of Mergers and Acquisitions (i.e. data conversion and applications capabilities enhancements for new customers).

Manager and Sr. Software Development Manager – Responsibilities included: supervising two managers and twenty-five IT professionals, including four contractors; writing new software, processes and procedures’ and providing SW support in six functional areas cleaning up Data warehouse systems. I played a major role in company’s Data Warehouse Initiative with data modeling/transfer processes from core systems in ProgressTM database to InformixTM database. This initiative won an award from Data Warehousing Institute in 1996.
