PROFESSIONAL EXPERIENCE

Registered Professional Geologist with extensive experience in planning, staffing, budgeting and implementing dozens of geological, hydrogeological and environmental site characterizations involving soils, soil gas and groundwater contamination at hazardous waste and petroleum spill sites.

Completed numerous projects under New York State Department of Environmental Conservation (NYSDEC) and New Jersey Department of Environmental Protection (NJDEP) requirements, EPA’s Superfund program, and federal Resource Conservation and Recovery Act (RCRA) mandates.

Utilized vertical induction profiling and other geophysical methods to delineate contaminated or clean soils and groundwater and utilized the latest non-intrusive geophysical methods to map the boundaries between fresh and salty waters in coastal aquifers to prevent the intrusion of salt water into water supply wells.

Knowledgeable in the latest regulations governing site investigation including sampling equipment and techniques, borehole drilling, test well installations and site remediation clean-up standards.

Well versed in soil boring and monitoring well installations, pump test design and aquifer evaluation, gas/vapor sampling, geophysical explorations, in-situ chemical treatment studies, environmental evaluations, stream flow augmentation and salt water intrusion, wetland studies, and groundwater sampling operations; extensive experience in aquifer testing programs and other field investigation procedures.

Designed, installed and operated one of the nation’s largest soil-venting systems.

Planned, managed and implemented several coastal dredging and shoreline restoration projects.

Focused on exploring subsurface groundwater reservoirs for development as municipal water supplies and in developing, evaluating and implementing remediation systems to treat contaminated groundwater and soils.

Construction Management with emphasis on safe work procedures. Multiple OSHA and Health & Safety Certifications.

Manager/Operator Small Community Water System.

RECENT EMPLOYMENT

CDM Smith (1987 – present)

Principal, Environmental Scientist/Geologist

Edison, NJ

Managed, implemented and provided technical expertise on multiple assignments identified as inactive hazardous waste sites, petroleum spill sites and industrial spill sites. Projects were brought to successful completion through a variety of innovative remedial measures including groundwater pump and treat, soil vapor extraction, air sparging, bio-sparging, thermal treatment, in-situ chemical injection/oxidation, ozone injection, Fenton's reagent, permanganate treatment, land farming, soil excavation, monitored natural attenuation. Projects ranged in value from $1 to over $50M.

Project Manager and Lead Technical Advisor for three NYSDEC Superfund Standby Contracts dating from the mid-1990's to present. Personally investigated and/or provided technical oversight for over 100 sites of concern. Project budgets ranged from approximately $100,000 to $1M.

Project Director for two national clients coordinating site assessments and investigations in advance of property sale or acquisition. Responsible for the coordination of resources and professional staff located in 90 domestic offices, as well as scope of services, subcontractors and budgets required to perform these fast-track programs in compliance with state and local regulations.

Project Manager for the development of two large scale groundwater flow and contaminant fate and transport models for the industrial cities of Jubail and Yanbu, Saudi Arabia. Located in environmentally-sensitive coastal areas on the Arabian Gulf (Jubail) and the Red Sea (Yanbu), the models are designed to 'back-track' contaminant plumes to their source areas so that remedial efforts may be focused. Project required frequent trips to Saudi Arabia.

Managing Contractor for aerospace manufacturer. Working as part of a team to direct and implement a large scale remedial investigation. Scope included design and installation of a groundwater extraction well network, upgrade of one on-site and one off-site pump and treat facility, treated water re-injection facilities upgrade, operations and maintenance support, vapor intrusion mitigation, compliance monitoring and public participation support.

Project Manager for multi-phased groundwater remediation project related to a 3 million gallon release of gasoline from a Long Island petroleum bulk storage facility. Provided hands-on technical expertise in all aspects of this 19-year, $50+ million project, including conceptual design, remedial investigation, product recovery, pilot testing for thermal and catalytic oxidation units, bench-scale testing and field support for a site specific groundwater model. Following remedy selection; designed, installed and operated a 350-gpm groundwater extraction/treatment and recharge facility, designed installed and operated a 2,000 scfm soil vapor extraction facility, which was later supplemented with air and bio-sparging wells to enhance the rate of groundwater clean-up. Project also included a Community Relations & Outreach program, monthly meetings with State and County Regulatory agencies as well as impacted water purveyors and private residents. Ecological and human health risk assessments, subsurface pipeline installations and outpost monitoring well installation and monitoring, were also performed. Following achievement of the six Consent Order clean-up goals, all facilities were properly demolished and/or abandoned in-place. A No-Further Action declaration was provided by the oversight agency.

Designed and installed hundreds of wells for various purposes including: water supply, groundwater extraction, soil vapor extraction, air sparging, product recovery, chemical injection, plume monitoring, passive venting and subslab depressurization.

Assistant Curator: Sediment Core Repository. Participated in thirteen oceanographic research cruises to support studies in paleo-climatology, petroleum drilling, petroleum exploration, biological research and global positioning satellite systems.

Hydrogeologist/Elson T. Killam Associates, Milburn, NJ (1986 - 1987)

Performed dozens off site characterizations and site investigations as part of the New Jersey ECRA (ISRA) site characterization program. Determined the nature and extent of groundwater and soils contamination at properties being considered for sale and/or purchase.
