Experience:1990-Present: Bud Campbell Associates, Inc., 18 yrs. Civil Engineer

Land Development Engineering within the San Bernardino County desert and mountain regions. Duties include Office Management, Planning, Budgeting, Client and Public Agency Meetings, Public Meetings and Presentations to City, County, State and Federal Agencies including School and Fire Districts, Contract Negotiation, Civil Engineering and Design , Construction Management and Testing. Specializing within Geotechnical, Drainage and Structural for infrastructure associated with all forms of Residential and Commercial Development. Roads, Sewer, Water, Buildings and all other areas of infrastructural design and construction.

-Solar and Wind Energy: I have worked with many of the Solar and Alternative Energy Plants surrounding the Greater Barstow Area and within the Mojave Desert Region for 24 years. Southern California Edison, LUZ and various Alternative Energy projects as they evolve and change with expansion are a few examples.

-Hydrology & Hydraulics: I have worked with many large and small Commercial and Residential projects performing all Hydrologic Analysis, Reports and Design. The Mall of Victor Valley, The Tanger Outlet Mall, the Barstow Community College, the Mojave Regional Bureau of Land Management Business Center and the Barstow Veterans Home Facility.

-Structural: I have performed many types of Structural analysis and design for Military, Commercial and Residential projects throughout the County of San Bernardino.

-Geotechnical: I have performed many Geotechnical Investigations and Reports for many Commercial and Residential projects. The Tanger Outlet Mall, the Barstow Veterans Home, and the Barstow Bureau of Land Management Headquarters are a few examples. Many large scale Housing Tracts and Mountain Custom Homes are also included.

-Land Development: I have Designed many Residential Housing Tracts and associated Infrastructure, as well as large scale Commercial projects. This requires working with Public Commissions for Cities, Counties, State and Federal. Schools and Fire Departments are regularly involved in many of these types of projects.

-Technical: I have a excellent working knowledge of AutoCad and I have taught courses at the Barstow Community College. I can type 100 WPM and have a working knowledge of many and various Software with a willingness to learn others as they evolve.

1987-1990: County of San Bernardino, 3 yrs. County Engineer

First District County Engineer encompassing the largest County within the Nation. Duties included Office Management, Public Meetings, Civil Engineering oversight of all development within the unincorporated areas of the County specializing within Roads and Drainage. Worked with Planning and Building Departments as County Engineer regarding all development and infrastructure needs.

-Highways: I have designed, reviewed and constructed Public Works type projects for the County within the Mojave Desert Region. Meetings with Utility Commissions, State and Federal Agencies, School and Fire Districts and the Public were generally a requirement.

-Flood Control: I have designed, reviewed and constructed Public Works type projects for the County within the Mojave Desert Region. Meetings with Utility Commissions, State and Federal Agencies, School and Fire Districts and the Public were generally a requirement.

-Land Development: I was also assigned duties as an associate Land Development Engineer for the County assisting in Public meetings, capital improvement projects and budgets, assessment districts, design, review and construction of Public Works type projects for the County within the Mojave Desert Region. These projects involved major roadways, drainage and lighting assessment districting.

1985-1987: BCA Engineering, 2 yrs. Associate Engineer

Land Development Engineering within the San Bernardino County area. Duties included Office Management, Public Meetings, Civil Engineering and design. Projects included many Residential and Commercial projects and associated infrastructure.

1974-1980: U.S. Navy, Nuclear Power Program

3 years of Academic Training in areas of Physics and Mechanical Engineering with an additional 3 years of Pacific Ocean travels. Duties included Management and Maintenance of Power Plant Operations specializing in instrumentation and plant operations.

Structural Design Experience:

-24 years of structural engineering experience specializing in structural design of multiple building types including shopping malls, schools, warehouses, large plant buildings, mountain foundation systems, military building structural inspections and construction.

-Additional experience in personnel management, construction management, value engineering, plan checking, field inspections, computer applications, maintenance and quality controls, a team player, works and communicates very well with people.

-Various Design, U.S. Army Base, Fort Irwin, CA. Project Engineer for design and construction of facilities associated with various war games. Provided structural analysis for buildings and geotechnical analysis and design for foundations. Provided design of septic and sewer system in desert area for various facilities. Worked with design and construction of anti-terrorism entrance and blockage barrage. Provided drainage analysis for project design, including surveying, geotechnical, structural and inspection. Insured building codes were in accordance with UBC 1997 and 2007 California Building Codes.

-Various Design, U.S. Marine Base, MCLB, Barstow, CA. Project Engineer for various infrastructure projects including drainage design, water systems, and warehouse modifications. Inspected 4 school facilities on base for Commanding General for seismic concerns regarding California Seismic Codes. Insured building codes were in accordance with UBC 1997 and 2007 California Building Codes.

-Mall of Victor Valley, Victorville, CA. Project Engineer responsible for site design. Land Development required structural design for buildings, drainage, parking, roads and pavement. Building consisted of 35-foot plate lines consisting of pre-manufactured metal framework. Foundation design consisted of continuous reinforced footing and reinforced pad footings for interior and exterior columns. A 40 acre facility.

-Tanger Mall, Barstow, CA. Project Engineer responsible for site design and all land development issues. Structural design consisted of pre-manufactured metal framework with a 40-foot plate line. Steel beam modification was required on site due to manufacturing errors. As-Built plans were provided at end of project. Structural design consisted of buildings, building appertances, concrete and bridge. Bridge design consisted on installing the foundation for a remanufactured single span 100-foot bridge spanning a large drainage wash. Foundation designing consisted of reinforced continuous footings and interior and exterior reinforced pad footing for point loads and columns. A 28 acre facility.

-Veterans Home, Barstow, CA. Project Engineer responsible for Land Development consisting of structural design for one story residential and commercial facility located on 200 acres. Site design consisted of a Master Plan of drainage, large scale grading, road design and various infrastructure design and construction. Facility consisted of approximately 300,000 square feet of living and care facilities.

-Bureau of Land Management Headquarters, Barstow, CA. Project Engineer responsible for structural design and calculation, drainage design, roads, and site grading. Facility consisted of a prefabricated metal building with some reinforced concrete and masonry walls, Foundation consisted of reinforced continuous footing with interior and exterior point load pad footings. Geotechnical analysis and testing was part of there responsibilities. Roads, parking and security facilities were a part of design and construction.

-Various Schools in Victor Valley, CA, (18 Schools). Project Engineer responsible for structural design while working with Architects of various drainage and appertances of facility. Site Planning and layout design consists of foundation design . Drainage facilities, power substations, retaining walls and modular unit installing were part of responsibility.

-Silver Lake Resort, Helendale, CA. Geotechnical and Structural Consultant for a large residential tract of homes and commercial facilities located in the unincorporated area of San Bernardino County. Upon partial completion of project consisting of two lakes, three golf courses, 80 acres of commercial development and 4,000 residences it was discovered to have hydro-collapsible sands associated. I provided structural and geotechnical design, inspection and testing for the entire development for the past 18 years. Where other firms feared to tread, I entered and became associated with the organization’s facility managers and was awarded most, if not all, work performed within the Silver Lakes Resort area. I performed Geotechnical testing and analysis for each residential lot prior to construction. I performed compaction testing on each lot requiring sub excavation. I performed the Structural Analysis for the building and foundations. And, I performed design and inspection for post-tensioned slab construction for buildings wishing to waive the subexcavtion requirement set by the association.
