I am a highly motivated, adaptable, dedicated chemical engineer in excellent health seeking a challenging Environmental Service Manager Position. I have vast experience in preparing proposals and cost estimates for construction permitting projects. My work experience demonstrates the ability to manage all aspects of project, client interaction, agency coordination, field studies, and report preparation schedule and budget maintenance.

I have provided technical and procedural guidance for permitting projects while ensuring quality of deliverables, promote staff development and oversee sub-contractor performance. Proven Project Manager Experience, Engineering Manager/Engineer experience and proven Environmental/Safety Manager experience that can be utilized to assist with business development of existing and new clients including identifying and responding to RFPs and RFQs. Have proposal developmental experience along with knowledgeable with safety and environmental regulations and standards and have worked with regulators at all levels and various scientific boards and regulators to develop same. Proven track record in permitting and training others in permit requirements, regulations, waste management issues and have provided support on complex regulatory issues including Erosion and Sediment Control General Permit (ESCGP-A) and NPDES permitting.

Developed plans and programs to ensure compliance with regulations and policies including the development and implementation of EHS programs and procedures, conducted EHS reviews, audits and conducted incident and accident investigations. Experienced HAZOP Facilitator generated Process Hazard Analysis (PHAs), Root Cause Analysis and developed the metrics for tracking. Proven track record with over 20 years of specific experience in drilling, completing, and producing deep wells for oil, natural gas and bromine rich brine extraction: Knowledgeable in shale formations, downhole electric logging, casing perforating, land and mineral leasing: Strong UIC permitting experience and UIC well drilling and operation. Also a proven safety engineer knowledgeable with the safe handling of frac chemicals and managing those chemicals under high pressure: Developed, authored and/or updated MSDS sheets for chemical mixtures such as those in frac waters. Have communicated and implemented safety and environmental programs and concepts leading to top tier safety and environmental awards.

Proven results in treating waste waters, hazardous waste, designing, permitting and operating treatment facilities (TSDs), building mud pits and waste water impoundments; Experienced in pumping liquids at high pressures and transporting and treating natural gas (sweet and sour).

Proven leader, team player that can manage multiple projects; Trained in cGMP and OSHA 1910.120 certified (40 hour trained). SPECIAL SKILLS:

• Very knowledgeable with Oil and Gas Regulations in many states including the DEP regulations. Currently, share an office two days per week with DEP regulators at the Bethlehem, PA DEP office regulators.

• Managed over 120 miles of sour gas pipe line and over 200 miles of hot bromine rich brine. Managed two oil, gas and brine fields including mineral leasing, surface location and pipe line right of ways leasing. Managed a $50 MM/year operating budge and directed all capital expenditures.

• Successfully, designed, permitted, drilled and completed five UIC Class I deep injection wells and in an unprecedented manner disposed under high pressure 200 million gallons of RCRA hazardous waste (acid - pickle liquor) in deep wells. Knows how to safely manage all types of acids and chemicals.

• Permitted and staffed many plants, developed safety and environmental management plans and trained operating, management and technical personnel. Implement Process Safety and Quality Management Programs and “Continuous Process Improvement Programs”, from concepts, to procedure generation to training to validation;

• Commissioned plants, provided plant regulatory validation and Factory Mutual acceptance.

• Strong Process Safety acumen and have trained and proven in the successful application of the principles for Installation, Operational and Performance Qualification (IQ, QQ &PP). Provided proven support of Critical Quality Attributes (COAs) and Critical Process Parameters (CPPs). MDA Quality Support experience.

• Can operate most process equipment including rotating and stationary equipment. This includes PD pumps and high pressure pumping. High pressure compressor experience and knows how to deal with sour gas up to 30% H2S. Strong experience in process control and instrumentation and chemical reactivity.

• Proven management leadership, financial cost control with many years of P&L experience.

EMPLOYMENT HISTORY AND PROOF OF PERFORMANCE:

• 2010 – Present USEPA Consultant; Inspector in the highly toxic and flammable chemical risk management inspection and audit program for high risk chemical plants and raw natural gas processing plants including upstream and midstream industry. Risk management consultant for Marcellus natural gas shale frac chemicals usage. Process Safety Management inspector and mechanical integrity process compliance audit. Also, providing on going training to EPA personnel on the opportunities, challenges and regulatory considerations involving the Marcellus Natural Gas Shale. Provided training on chemical reaction runaways and the management of highly reactive chemical scenarios to local emergency planning associations (LEPC), fire chiefs/fire personnel, HAZMAT teams and other emergency first responders. On 11/2010 was certified by DOE on the “MERRTT” train the trainer program “Modular Emergency Response Radiological Transportation Training”.

• 2007-2009 Private Consultant for Innova Soil Technology, Melbourne Australia; successfully investigated poor performing Thermal Desorption Plant and re-designed Plant & trained operators & started-up. Assisted with the permitting. Purchased all new capital equipment. Validated/ Commissioned and commercialized the plant in record 8 weeks; from scratch, developed and implemented Process Safety, Implemented Continuous Process Improvement metrics and developed and implemented Health, Safety and Environmental Management Plan. Provided technical oversight including stack testing until approximately 90,000 tons of PCB contaminated soil was treated.

• 2006-2007 Private Consultant for ECC of Sydney, Australia; successfully investigated problems and re-designed poor performing Thermal Desorption plant with state of art equipment and exceeded all quality control and performance metrics. Purchased all new equipment. Helped company to avoid pending law suit. Installed all new equipment including waste to energy equipment realizing a 35% fuel savings. Performed modelling & analysis; provided technical oversight until approximately 150,000 tons of dioxin and chlorinated organic contaminated soil.

• 2004 – 2006 General Manager/Start-up Director, ESMI of NEW JERSEY, (New Venture, design, construction, staffing, start-up). Successfully permitted validated/commercialized a Thermal Desorption Plant and turned a profit in 6 months. Lead the process efforts & implemented new technology, process safety program and continuous improvement program. Under my direction staffed, trained and managed a customer service and sales department for approximately a 100,000 ton/year of thermal desorption business. Complete Profit & Loss responsibility and directed all capital expenditures.

• 2003–2004 Consultant & Start Up Engineer, BILFINGER-BERGER Umwelt GmbH, Stockholm, Sweden; investigated problems, re-designed a poor performing Thermal Desorption Plant and increased the on-stream time form 25% to 95%. Lead the construction, purchasing of new equipment, start-up, and operator training, process safety training efforts and preventing the company from a pending law suit. Also developed an energy conversion program and realized a 20% energy savings. Under the auspices of the Swedish EPA developed an Environmental Management Plan. Developed and implemented a health and safety handbook. Organized, directed and passed all stack performance test.

• 1997–present Consultant & Process Engineer, ADVANCE ENVIRONMENTAL RECYCLING Inc., Allentown, PA, After a Process explosion the company hired me to investigate and developed a Continuous Improvement Program (CIP). Implemented CIP including a reactive chemicals control program and trained safety and operating personnel. Provided yearly safety, environmental and process operating training and procedure validation for 12 years and the company has now been incident free for 12 years. Set up a novel process for the triple distillation for recovered waste mercury with a purity of 99.9999%. Piloted a unit for the treatment of mercury dental amalgams and scale up to commercial size. Continue to provide technical guidance for new process including management of change process. Purchase all new capital equipment.

• 1996 -2003 Plant Manager/Senior Project Engineer, MERCK &COMPANY, Somerset, Rahway, NJ successfully permitted, designed, purchased all capital equipment, built, and EPA validated/ commissioned a soil remediation plant. Saved the company $90MM in outside disposal cost; Lead the R&D efforts to patent a speciality sorbent to capture mercury in flue gases. Won safety award and also the NJ Commerce and Industry Award for Environmental Excellence. Saved more than $90 MM for Merck by inventing a new treatment methodology for RCRA waste containing high levels of mercury, NOx, SO2, fine particulate and chlorinated organics.

• 1986 -1996 Plant Manager, Project Manager, Process Engineer, WASTE MANAGEMENT, CHEMICAL WASTE MANAGEMENT, Vickery OH, Coatesville, PA, Successfully, designed, permitted, drilled and completed five UIC Class I deep injection wells and in an unprecedented manner disposed under high pressure 200 million gallon of RCRA hazardous waste (mixed acids - pickle liquor). Directed all capital expenditures. Managed massive surface liquid impoundments. Directed well workovers numerous times over a 10 year period. Conducted all seismic work required under UIC Class I well regulations. The wells are still commercially operated today for the disposal of pickle liquor.

• Also for Waste Management successfully designed, permitted and build a Hazardous Waste Treatment, Storage, and Disposal Facility (TSD) in a record 6 months. Managed the capital expenditure of a $33 MM TSD facility. Set up all Process Safety Programs for handling pyrotechnics, pyrophoric, hazardous and reactive chemicals. Set up and implemented Quality and Validation programs, staffed and trained all personnel and make a profit in 12 months. Lead the effort to design and staff and EPA certify a state of the art chemical laboratory. Lead the effort to staff, train and manage a customer service and sales department. I was involved in many other start-up ventures. Trash/energy; Strong “hand on” manufacturing/operating experience; Designed /planned equipment layouts; Complete Profit and Loss Responsibility.

• Prior to 1986 worked in the oil, natural gas, bromine rich and chlorine rich brines production industry. Great Lakes Chemicals – El Dorado, Arkansas – Marysville, Arkansas. For six years managed two of the largest bromine rich brine fields in the world with over 120 miles of sour gas pipe line, plus oil production both primary and secondary. Using large submersible pumps produced 20,000 bbls/day of bromine rich brine per well out of twenty 12,000 ft deep wells. Managed intensive workovers, including well fracing, rigorous acidizing programs, and production tubing (7” tubing inside various size casings), replacements, and REDA and Centrilift large downhole pumps and motors (680 volts) repairs and replacement. Managed over MM acres of mineral rights. Managed an operating budget of $50 MM/ear and directed all capital expenditures. Public relations played a key factor in this job position. Also responsible for certain EPA reports and Oil and Gas Commission reports. This position had the responsibility for the safety of all personnel, environmental compliance, including all Oil and Gas Commission, RCRA and UIC regulations.
