Summary of Relevant Qualifications

Venkat has more than seventeen years of experience in preparing permitting plan development, waste management plans, reviewing waste management practices, package water and wastewater treatment plants for greenfield LNG plants in Angola, Qatar, and Papua New Guniea. Provided air quality modeling support for chemical plant expansions in Saudi Arabia. Supporting environmental assessment reviews for waste and wastewater management for gas plant in Qatar. Experience in treatability studies and conceptual design of industrial wastewater treatment processes. Experienced in water quality evaluations for treated industrial effluent discharges in rivers, waste load allocations, and study on maximum discharge concentrations from industrial wastewater treatment system. Performed mixed-zone modeling, dissolved oxygen evaluation, and waste load allocation study.

Functional Manager/Deputy Program Manager/Project Manager – Parsons. Present – 2009, 2006-1994

Project Manager – CH2M Hill. 2006-2009.

As Functional Manager, manage and advise a team of nine environmental professionals (mid-level to senior). Responsibilities include career planning, professional development, goal setting and evaluation, compilation of annual assignment performance, and training.

Task lead for development of package water treatment and package wastewater treatment specifications for permanent residential housing for Angola LNG project in Soyo, Angola in West Africa with TIC of greater than $ 5MM. Responsibilities include analysis and evaluation of treatment technologies, development of basis of design, and procurement specifications for long lead items.

Project Engineer for development of package wastewater treatment plant design and specifications (TIC of $ 1.6MM) for upgrade of a municipal hospital in Soyo, Angola in West Africa Angola LNG in Soyo, Angola.

Lead Engineer for development of waste management plans, analysis of solid and liquid treatment technologies for temporary residential housing and analysis of logistical alternatives for conveyance of potable water to the temporary residential housing site for Early Works and Construction phase of ExxonMobil’s LNG plant construction in Papua New Guinea.

Lead Engineer for development of permitting strategy (labor, environmental, immigration, construction, etc.) for a greenfield LNG plant in Angola. Responsibilities included interpretation of laws of government of Angola, identification of activities requiring permits in the project, development of permitting strategy. Interaction with attorneys, EPC contractors, client government affairs group and permitting team.

Lead Process Engineer and Task Manager for Phase 3 of Wastewater Treatment Plant Upgrade (TIC of greater than $20MM) for Valero refinery in Houston, TX. Responsibilities included modifying and developing more than 40 P&ID sheets for oil-water separator covers, dissolved nitrogen flotation, biological aeration units, secondary clarifiers, and thermal oxidizers.

On assignment at Dow Environmental Technology Center as Improvement Engineer / Technology Representative for Capital Projects from July ’07 to April ‘08. Responsibilities included development and review of technology options; co-ordination with design, project management, and operations; presentations to the team on technologies; review P&IDs.

Project Manager for identification and control of cyanide in the Midwest based refinery’s process wastewater. Work includes managing the budget and schedule of the project, coordination of the work in field and with outside consultants. The objective of this project is to control the cyanide leaving this refinery's wastewater treatment plant to the water body nearby.

Project Manager and Lead Engineer for an air dispersion-modeling project for ChevronPhillips’ existing and new refinery and petrochemical facility in Al-Jubail, Saudi Arabia. Responsibilities included managing the project budget, interaction with the design team, and with in-house air dispersion modeling team.

Project Manager for performing field-studies to obtain site-specific biodegradation rate constants for thirteen compounds. Responsibilities include project budget, staffing, subcontractor, and client management. This project is being performed as part of demonstration of compliance of DuPont’s Chambers Works Wastewater Treatment Plant with OSWRO MACT.

Project Manager for preparing Spill Prevention Control and Countermeasures Plan and Storm water Pollution Prevention Plan for a large chemical manufacturing complex in Houston, Texas area. Responsible for field studies, report preparation, and budget.

Project Manager for managing Emergency Response Procedures and Spill Prevention Control and Countermeasures Plan for all the Air BP facilities in Midwest USA and Canada. Currently, preparing a SPCC plan for one of the Air BP facilities in Texas.

Task Manager for complying with the SOCMI HON provisions for wastewater regulations at a 20-MGD industrial wastewater treatment plant in Pasadena, Texas. Performed field studies to obtain site-specific biodegradation rate constants. Work included preparation of a work plan, mobilization/demobilization, coordination of analytical work, testing, preparation of a test report, and modeling using Toxchem+ using the new biodegradation rate constants to develop a range of conditions at which 95% cumulative removal of these compounds can be achieved in the WWTP. These tasks were part of the compliance strategy for MACT regulations. Developed biodegradation rate constants for fifteen compounds.

Project Manager for developing site-specific degradation rate constants for two industrial wastewater treatment facilities of Gulf Coast Waste Disposal Authority. Responsibilities included budget, personnel, and overall field activities.

Project Manager (technical) for detailed design of water system upgrade for Public Works Building of City of Houston. Responsibilities included design of the system, bid document preparation, management of personnel (engineer, program manager, and technical director), contact person for interaction with the City project manager, permitting, bidding, and the contact for the Construction Manager and General Contractor.

Project Engineer for reviewing water balance calculations developed for Valero Refinery in Aruba. Responsibility included reviewing water balance calculations and estimates of wastewater generated in the refinery.

As Project Engineer reviewed wastewater treatment as part of Environmental Assessment development for a gas plant in Qatar.

Lead Engineer in preparing the Conceptual Design for Suncor Energy’s API upgrade in Denver, Colorado. Responsibilities included evaluating and developing options for siting and treatment technology.

Developed Process Design Specifications for tertiary treatment of refinery wastewater to remove selenium. Responsibilities include developing pump, control valves, relief valves, and piping specifications according to Exxon's design practices for their refinery in Northern California.

Lead Engineer for renewal of air permit for boilers in a petrochemical facility in East Texas. Responsibilities include completing permit application for renewal, emissions calculations, and regulatory review.

Lead Engineer performing emission calculations for Title V, NSR Permits, and Emissions Inventory reports for a 20-MGD industrial wastewater treatment plant.

Lead Engineer for performing field studies for Abbott Laboratories, Illinois to obtain site-specific biodegradation rate constants. Work includes mobilization/demobilization, coordination of analytical work, testing, preparation of a test report, and modeling using Toxchem+ using the new biodegradation rate constants to develop a range of conditions at which 95% cumulative removal of these compounds can be achieved in the WWTP. The work is done as part of the client’s compliance strategy with PharMACT regulations as it pertains to air emissions.

Consultant expert to Merck & Co., New Jersey for field tests used in the determination of biodegradation rate constants for a list of Hazardous Air Pollutants in support of HON compliance for PharMACT regulations. Expertise provided in the areas of the methodology of the field tests and the air emissions modeling using Toxchem+.

Prepared and submitted Emissions Inventory reports and SARA Title III reports for a pipe coating company based in Houston, Texas for their facilities in Texas, Louisiana, and Oklahoma.

Prepared NPDES, wastewater and storm water discharge permit applications for ARCO Chemicals in Channelview, TX.
