Enclosed please find my resume, which includes my employment history. My titles and job descriptions include but are not limited to: HQS (Housing Quality Standards Inspector), Code/Zoning Enforcement Officer, Building Inspector, Fire Marshal, Appointed Fair Housing HUD Officer, Appointed Public Official, Peace Officer/Constable and the Planning and Zoning Board Secretary. I am a Public Servant so Customer Service is of the utmost importance. Maintaining a professional yet friendly environment is essential to my job and in the running of my department.
I performed all Administrative and Clerical duties in my office including but not limited to ordering and maintaining office supplies for the department, budgeting, greeting Residents, Contractors and Legal Representatives and perform the required errands for time pressed projects. I am able to multi-task and organize many projects and assignments simultaneously. I possess good judgment and organizational skills, critical and creative thinking. I maintained calendar and office schedules, organize meetings and events, schedule conference calls, compose letters and memos, prepare and submit office/travel expenses for reimbursements.
I performed security checks and investigated unsecured properties and assisted in the investigation process with appropriate police agencies. I included all reports and evidence acquired to the criminal court system and initiated all court and police agency actions involving theft, property damage and unsafe/unsanitary living conditions. The omission of specific job duties I performed or were expected to perform did not exclude them if the work was similar or related and was logical to the job description.
I was responsible in my former jobs for the issuance of plan reviews regarding all new construction. I performed all inspections at various stages of construction and verify compliance with the International Building Code. I also inspected properties for compliance with the International Property Maintenance Code, Municipal Ordinances pertaining to abandoned vehicles, weeds, nuisances and other related ordinances. In addition to inspections, I prepared and served notices concerning violations and complaints. I investigated those complaints and inspected properties for ordinance violations and contacted property owners of apparent violations. I processed zoning board appeals; special use permits and site plan reviews regarding minor and major land separations and subdivisions within the Municipality.
I was available to discuss the zoning ordinances or housing related ordinances for the public by maintaining office hours sensitive to different work schedules of the residents and performed all clerical and secretarial work including but not limited to; the composition and typing of letters and memos, legal notices, resolutions and special use permit certificates and served as the Planning and Zoning Board Secretary. I submitted zoning board variances, public notices and notification of the proposals presented to the Zoning Board of Appeals, as well as County Planning Board approvals for land development, DEC and Wetland information, and Health Department regulations.
Most recently, I have inspected rental homes, apartments and multiple family residences for maintenance of safe, clean and sanitary living conditions according to HUD rules and regulations using Housing Quality Standards for Quality Assurance Inspections, Inc.; a subcontractor for the Rochester, NY Housing Authority. I have provided written and handheld computer reports of violation findings and served as a lead worker providing up to 26 completed inspections on a daily basis for the contractual time frame. This 5 year contractual position was completed August 31, 2011.
I was a one person Planning/Zoning and Building Department and the liaison for current and potential residents for the municipality and guide them through the land development process to gain building lot approvals for the Planning Board; variance requests through the Zoning Board of Appeals as well as approvals to the County Planning Board, through the building permitting process, and the required inspections through various stages of construction, to the final issuance of the certificate of Occupancy/Compliance. Additionally, I possess a clean Class D NY state license and can obtain additional state licensing as appropriate.
I also have experience with maintaining familiarity with all city codes and ordinances and serves as liaison between all municipal inspectors and contractors, reviews and inspects a percentage of work performed by contractors, performs re-inspections of failing properties. I also have conferred with contractors on items of non-compliance and code violations, provided training for Housing Managers in determining a public housing unit's readiness for occupancy, investigates operational problems and hazards. I can provide mediation between owner and tenants about repairs and ordinances. I have the ability to read blueprints for compliance with the appropriate building codes, building envelope, HVAC, Plumbing, Mechanical, Electrical, and Fire Suppression,
Additionally, I am ready, willing and able to relocate at my own expense, if necessary, with minimal notice and can obtain additional certification(s) as needed for the job position if required. I am currently unemployed and will locate for the right position. If I were to be offered a position out of state, the salary requirements would depend on the cost of living in that part of the state.

Provide supervisory oversight by providing leadership, meeting with employees, addressing and resolving personnel issues and problems, representing employees in Citywide discussions, and leading efforts on hiring, training, and development.
I wish to assist in the direction of the City’s building permits and inspections and property maintenance code enforcement programs, sit on local and regional planning boards and councils.
I also will interpret and enforcing related environmental and property maintenance, oversee rental licensing, planning, zoning and vehicular codes; reviewing records and compiling information in the resolution of citizen complaints or inquiries; assisting the City Attorney and any other outside policing agencies in preparing violation cases and providing testimony in court cases. Provides daily supervision and guidance to Community Standards Inspectors; assists in the selection and overview of contractors, if applicable. In addition, I can:
1. Conduct examination of plans and specifications of new construction, additions and alterations to residential, commercial and industrial buildings; determine compliance with the provisions of applicable construction codes, ordinances and regulations. 2. Answer questions and provide information to the public, real estate agents, bankers, contractors, architects and homeowners regarding building codes and related issues; investigate complaints and recommend corrective action as necessary to resolve complaints. 3. Inspect existing buildings and premises for change of use, occupancy, or compliance with applicable codes and ordinances. 4. Inspect foundation, concrete, steel, masonry, wood construction, framing, plastering, and a large variety of other complex and routine building system elements. 5. Issue notices to comply concerning violations; maintain background records for possible legal actions. 6. Confer with architects, contractors, builders and the general public in the field and office; explain and interpret requirements and restrictions. 7. Maintain files and reports regarding inspection and plan check activities and findings. 8. Inspect fire-damaged buildings to determine if building should be demolished or restored; make appropriate recommendations. 9. Confer with inspectors and personnel from other departments and divisions to ensure consistent code and ordinance enforcement. 10. Prepare correspondence to homeowners, contractors, and others in violation of codes and ordinances. 11. Ensure safety at job sites; check for right of way obstructions; prevent construction sites from tracking mud and debris on city streets.
