Senior Scheduling Consultant-Contract Assignment

• Florida High Speed Rail System Analysis, Mid/South Florida. Dec 2010 – Feb 2011 Responsible for the development of a Level I, analysis schedule, including the engineering, design and construction of a two phased, high speed rail project with a dozen stations, including three Multimodal centers, rail yards and maintenance buildings. The 1st, 83 mile phase was from Tampa to Orlando airport. The 2nd, 220 mile phase was from Orlando Airport to Miami Airport. The rail ROW of both phases required reconstituting miles of soil, building retaining walls both at grade and elevated, bridge construction/rehabilitation, as well dozens of miles of elevated viaduct over roadways and waterways.

Senior Scheduling Consultant-Contract Assignment

• Downtown Restoration Program, New York, NY. Sept 2009 – March 2010 Responsible for various scheduling assignments on the multi-billion dollar World Trade Center Redevelopment Program. Projects included, but were not limited to the following: WTC Early Works Package, which consists of the Memorial Spot Network (Electrical Substation) for the WTC Memorial; Design and construction of the Cortlandt Street Station, WTC Center Chiller Plant; PATH Hall Transit Yard and procurement of the WTC Systems Consultant.

Chief Scheduler

• In charge of 1-2 schedulers, developing the project’s Initial Schedule (1st 6 months) for Miami Dade’s new MIC-Earlington Heights Connector (elevated rail connector from a new rail station to an existing station as well substations and tie-ins to the an existing, operating rail system.

• Developed an overall Master as well as a Detail Schedule of the new station & substations, elevated guideway sub/superstructure for cast-in-place, as well as, segmental decks and the installation of guideway cable trays, rails, power, communications and testing.

• Responsible for the preparation of feasibility, conceptual and detailed engineering and construction schedules for multiple projects undergoing development by the Port Authority of NY & NJ (PA), at Newark Liberty International Airport (EWR), such as the entire Terminal “B” Modernization project, airport monorail system expansions, monorail station modifications, parking structures, central heating plant improvements, new cargo/administrative buildings, building relocations, roadway improvements and tide gate replacement.

• Review and analyze contractor’s initial baseline and monthly updated Primavera schedules. Conducted schedule and review meetings, insuring PA comments are incorporated into schedule updates and that updates properly reflect reality. • Responsible for the scheduling review and analysis of contractor’s construction claims on a wide variety of projects. Provide oral, graphical and written reports to clearly support our client’s position.

• Developed “earned value” project control techniques used in and with contractor schedules to permit the early detection and highlighting of potential problems in order to permit timely corrective action to be taken. • As a Project Manager, for a $200M underground utility replacement program, responsible for the Construction Management, coordination with the owner, architect, engineer and prime/subcontractors. Developed a cost loaded Project Schedule to plan and control tasks, track expenditures and forecast cash flow for the project. Responsibilities included establishing a field office, reviewing construction documents, establishing budgets, document controls, reviewing and evaluating contractor schedules, issuing purchase orders and reviewing and approving contractor requisitions.

• As Manager of Scheduling for a 3-4 person Home Office Scheduling/CAD Department, my department provided scheduling and logistical planning for projects ranging from $10M-$750M. Directly reported to and worked with executive management, project managers and superintendents in the preparation of summary and detail Primavera CPM schedules for industrial, office, residential, health care, retail facilities and airports. Detail level schedules provided breakdowns by work area and/or trades. Provided periodic and on site updating of LMB schedules and/or logistical plans. Provided home office technical support to all LMB projects. Developed and utilized standardized detail scheduling templates, subnets and coding structures to greatly enhance the speed and efficiency by which complex schedules could be developed and implemented by individual project managers. • As Manager onsite Scheduling for the $80M Electrification of the North Jersey Coast Line, supervised and developed detailed, CPM, cost/manpower loaded schedules for both the Owner's work forces and contractors. The continued operation of the railroad, during construction, was of paramount importance.

• Prepared detailed Primavera CPM schedules and coordinated with Owner's track and signal work forces and multiple contractors, including Earthwork, Structures, Power and Instrumentation. Updated schedules through independent review as well as conducting periodic progress update meetings.

• Provided independent analysis of contractor progress and performance utilizing Primavera and Spreadsheet software. Developed and used productivity and performance data, including an automated forecasting tool for forecasting final costs.

• Developed an in-house payment requisition system to enable standardized contractor invoicing to the Owner. Supervised the preparation and releasing contractor requisitions for payments to the Owner. Prepared bid specs, evaluated proposals and awarded computer hardware & software.
