Overview

I am a career Engineer who has been involved in the management of large power and production plants and their support equipment all my working life.

The last twenty years of this time has been in hydrocarbon related industries on FPSO’s or, Oil and Gas Tankers. Currently I work for Petroleum Technical Services Company of Vietnam, based in Vung Tau, as an FPSO Operations Management Consultant. The position entails reporting to and advising the board of directors and their delegates on most matters to do with FPSOs; Operations ,commissioning and start up, hook up & leak testing etc, liaising with the classification societies, clients , invitation to bidding and evaluating bids etc.

We’re having a challenging time at the moment our new FPSO Ruby II has been in operation for one year , so there’s never a dull moment. The usual issues with commissioning a new FPSO, Gas lift start up, Dehydration system problems, BS&W problems, equipment breakdowns, produced water problems etc.

In my recent employment, I have served as;

Operations Manager during the building, commissioning and start up of an FPSO.

Relieving Country Manager, FPSO Facility Manger, Commissioning/Start up Manager.

Operations Engineering representative during the building & commissioning phase of an FPSO.

In my oil industry career I have traveled extensively in Asia and Australia and have enjoyed working with teams from various countries. I have also supervised large scale equipment repairs and refits in Australia and overseas.

The part of my work experience that will be of most value in the role of Commissioning Manager or Start up Coordinator is my experience of working with teams to ensure high uptime and safe operations on FPSOs. Mechanical Completions, Hook up, Commissioning and Start up, and operating of FPSO equipment.

My last role for Prosafe Production services is Commissioning & Start Up Manager for the Cidade de Sao Mateus project. It’s a combined FPSO , (30 kb/day), and export gas compression plant for connection to the national gas grid in Brazil. ( 3 x 100 million SCF/day).

I also spent 2 months in republic of Congo on the Drilling FPSO “Azurite” as a commissioning consultant to finalize acceptance issues between Prosafe and the Client Murphy Oil. Mostly the issues related to a 100 ton heave compensated crane and power generation equipment.

In my previous role for Prosafe Production services as Operations Manager and OIM for the Tui Project , Umuroa FPSO I was the focal point for operations, liaising with the client, participating in the design review , front end engineering, design and operations safety case, Commissioning, hookup, and start up in the field. I was also the Commissioning Manager for the gas compression equipment.

During the building/ pre commissioning phase of the Modec MV9, I was the Chief Engineer representing operations to ensure mechanical completions were done with best practice, and worked directly with Modecs commissioning manager to assist with the plant start up. Also to ensure the plant and process was operational and reliable for future operations.

Other skills I can bring to the job as an Commissioning Manager or Start up Coordinator, is my experience with Safety Management Systems, Risk Analysis, as well as a good track record in building facility operating teams from scratch.

I have participated in the start up of three FPSOs in the last 6 years,

As Chief Engineer.

As Operation manager OIM, and Commissioning Manager.

As Commissioning and Start up Manager.

These have been an areas of great career satisfaction, in Brazil, ( Petrobras), New Zealand (Tui project) and in Vietnam, (Su Tu Den project), getting everyone focused on safety, while maintaining high levels of production and uptime.

My past clients Petrobras, Australian Worldwide Exploration, and Cuulong, (a joint venture between Conoco Phillips, Korean National Oil Company, and Petro Vietnam) have all been very complimentary about our achievements in starting up the field.

I will also bring to the job my past experience in operating a wide range of production and utility equipment and familiarity with project information management systems, PIMS and computerized maintenance management systems.

The aspect of my career that gives me the most satisfaction is working closely with the project manager’s construction team, the client’s operations team, and the commissioning team to deliver a safe and successful operating FPSO.

Assigned to Prosafes’ Drilling FPSO “Azurite” in Republic of Congo. Finalize acceptance issues related to a 100 ton heave compensated crane and power generation.

May 2008 to June 2009; Commissioning Manager.

FPSO “Cidade de Sao Mateus”.

Initially working during the construction and commissioning at Keppel Tuas yard in Singapore then travelling on the FPSO to Brazil and completing the hook up, start commissioning there, ( 6 months in Brazil).

Managing a successful commissioning organization of 120 men, plus vendors.

The FPSO, can process 30,000 bbls/day of crude oil, 6000 bbls/day of condensate and export 300 mill’ SCF/day of gas to the national grid in Brazil. Successful start up in June 2009.

May 2006 until May 2008. Project Operations Manager & OIM.

10 months in Singapore for the Umuroa FPSO the New Zealand Tui project.

Participating in the operations safety case, and ongoing design review,

Liaising with client on operational and technical issues and feeding back to the project group.

Liaising with local manning agencies for the recruitment of all the local operational staff for the facility.

Working with the integrated operations & commissioning team to commission the utilities & production plant up to departure from Singapore .

Joining the facility in New Zealand as facility manager (OIM), and contributing to the successful commissioning , hook up, start up and first oil production. ( last 4 months as OIM & Commissioning Manager)

Working with the operations team to build a functioning Safety management system and an operational Computerized Maintenance Management System.

Liaising with class to ensure statutory compliance issues were resolved to allow the certificate of fitness to be issued.

Working with the Country Asset Manager and finance department to prepare the operations budget for the project phase, and the first year of operation.

October 2003 until May 2006. ; Chief Engineer and relieving Facility Manager

Cuulong MV 9, working for Modec Management Services Pty Ltd, SR Vietnam.

From 1st oil until I left Vietnam was a challenging and rewarding role as Chief Engineer and relieving Facility Manager. We passed two important milestones, while I was there.

Two and a half years lost time Injury free, and 60 million barrels of oil exported from the facility.

For the last year of operation we have achieved in excess of 99.8 % uptime.

During this time we have commissioned the water injection package, (2 x 1500 hp water injection pumps), and two x 4000 kw Gas Turbine driven lift gas compressors.

The “Cuulong MV9” is a purpose built, 1 million barrel FPSO, with 2x 50,000 kg boilers, 3 x 5 MW Solar gas turbine generator sets, 2 x 4 MW Solar gas turbine lift gas compressor sets.

Producing 80, 000 bbls /day. The design is for 65,000 bbls/day.

June 2003 to October 2003. Chief Engineer

“Cuulong MV 9”; Modec Management Services Pty Ltd, standing by the building of the “Cuulong MV9” in Koje, South Korea as Chief Engineer.

This included assisting throughout the commissioning phase for five months in the dockyard and when the facility arrived in the field.

Also the Induction and training of Engineers and Maintenance Technicians from various Asian countries. ( Vietnam, Philippines , Myanmar, Malaysia, Indonesia.)

Writing and reviewing procedures for the safety management system.

Working with the vendor setting up the computerized maintenance management system.

Working with the commissioning manager during commissioning and start up of the utilities and topsides equipment.

Acceptance on behalf of the owner, of the plant from Samsung heavy Industries on completion of construction.

This entails planning of maintenance and service work for various types of equipment in an offshore hydrocarbon environment. That is apart from operating large boilers, turbine and engine driven generating equipment etc.

Details include: hydrocarbon process equipment, pipe line systems, boilers, diesel engines, compressors (hydrocarbon, service air, and instrument air), pumps, and the structure of the Floating and Offtake Facility.

My key responsibilities also involved promoting active safety awareness as well as monitoring and ensuring compliance with all OH&S matters. I have achieved great satisfaction by being proactive in promoting the growth in safety culture on the Timor Sea facilities.

I was a facilitator for the company’s in house safety awareness program, as well as being on the drug and alcohol policy implementation committee.
