Dec. 2010 to Present- Unemployed Retired Status

Dec. 2008 to Dec. 2010- Civilian Police International (European Union Rule of Law Mission in Kosovo)

• Selected on the 1st call for contributions for International Police Officers from the United States of America for this EU mission.

• Assigned as the Operations Advisor to the KP (Kosovo Police) at the Station Level at the South Police Station in Mitrovica, Kosovo. I monitored, mentored and advised the Operations Lieutenant on day to day issues within the Operations of daily Patrols, special events, escorts, and other police operations.

• Attended all required meetings at the station, regional and municipal levels with my KP counterpart.

• Monitored, Mentored, and Advised the KP Officers assigned to the station at all levels.

• Filled in as the Chief Station Advisor in his absence while he was on leave at which I time I also monitored, mentored and advised the KP Police Station Commander (Captain).

• Evaluated the performance of local Language Assistants assigned to work closely with us EULEX IPO’s.

• Evaluated the Kosovo Police Officers on their performance of their jobs, and recommended any improvements that they could make.

Oct. 2007 to Dec. 2008- Civilian Police International (United Nations Peacekeeping Mission in Kosovo)

• Worked as Team Leader (Supervisor) to 40 International Police Officers from all different countries assigned to the mission, and also supervised 10 to 15 local Language Assistants both Serbian and Albanian on the Enhancement-Force. This unit was responsible for responding to critical incidents within Mitrovica, Kosovo in the North and South of the region which included Riot Control operations at times.

• Maintained personnel files on all International Police Officers and Language Assistants.

• Did personnel evaluations on all International Police Officers and Language assistants under my command.

• At times filled in other positions within Mitrovica region while other Internationals Police Officers were on leave. (Station Commander in Vushtrii Police Station). (Deputy Regional Commander of Operations at Regional Headquarters).

• Attended all meetings station, regional and community meetings that focused on mission related activities.

Aug. 2007 to Oct.2007- Austin Independent School District worked at Bailey Middle School as Security Officer.

• Assisted Principal, Assistant Principals and the Austin Independent School District Police Officer assigned to this campus with criminal activities and safety issues of everyone at the school.

• Monitored the cafeteria during lunches to prevent any problems between students.

• Walked around the campus during classes to make sure students were in their assigned class and not skipping classes.

• Filled in the classrooms when teachers had to leave for a moment for a meeting with one of the Principals.

• Assisted students in opening their lockers when they had problems.

• Supervised, monitored, mentored, and advised the Criminal Investigations Colonel in charge of Investigations at the Jalalabad Nangarhar Province Police Station in criminal investigation matters.

Jan. 2006 to Mar. 2006- Austin Independent School District worked at Anderson High School as Security Officer.

• Assisted Principal, Assistant Principals and the Austin Independent School District Police Officers assigned to this campus with criminal activities and safety issues of everyone at the school.

• Monitored the cafeteria during lunches to prevent any problems between students.

• Walked around the campus during classes to make sure students were in their assigned class and not cutting classes.

• Walked the parking lots of both student parking and teacher parking areas to insure they were not being vandalized or broken into during school hours.

• Escorted students to the office when asked to do so by one of the Principals.

Dec. 2004-Dec. 2005- Civilian Police International (United Nations Peacekeeping Mission in Kosovo)

• Team Leader to International Police Monitoring Team at the North Police Station Mitrovica, Kosovo. Supervised 10 other International Police Officers from other countries and 4 Serbian Language Assistants.

• Evaluated International subordinates on their performance every 6 months on how they monitored the KP (Kosovo Police)

• Made daily monitoring reports on numerous KP Officers of Patrol of their performance into the KMIS (Kosovo Monitoring Information System).

• Evaluated the Serbian Language assistants in the performance of their assigned tasks.

• Monitored also the Investigations KP of the Zvecan Police Station and did daily monitoring reports as to their performance in the KMIS system.

Sept. 2004 to Nov. 2004- Austin Independent School District worked at the Alternative Learning Center (ALC) as Security Officer

• Assisted Principal, Assistant Principals and the Austin Independent School District Police Officers assigned to this campus with criminal activities and safety issues of everyone at the school.

• Monitored the cafeteria during lunches to prevent any problems between students.

• Walked around the campus during classes to make sure students were in their assigned class and not cutting classes.

Apr. 2004 to Sept. 2004- Unemployed Retired Status

Apr. 2002 to Apr. 2004- Dyncorp International (United Nations Peacekeeping Mission in Kosovo)

• Team Leader in the Mitrovica Detention Center supervising 12 other International Police Officers on the team responsible for guarding both Serbian and Albanian prisoners inside the detention facility. (Did this for 3 months)

• Team Leader and supervisor at the South Police Station Mitrovica, Kosovo Patrol Team supervising both International Officers and KP Officers during routine Patrol duties and calls for service from the Community. Evaluated both International Police Officers assigned to the team and KP supervisors in their performance of their duties. (Did this for 7 months)

• Deputy Chief of Investigations South Police Station Mitrovica, Kosovo supervising both International and KP working in the Investigations Unit of the station. Acted at times as the Chief of Investigations in the absence of the Chief.

Responsible for insuring that follow-up Investigations on reports from Patrol were being conducted and that suspects and witnesses were being interviewed or interrogated in the proper way, and that their rights were being given to them both orally and in written form. (Did this for 14 months until ended mission)

• Successfully supervised 24 officers and 2 Sergeants working night shifts in Southwest Austin.

• Resolved conflicts within the patrol teams that I supervised.

• Maintained personnel files on all officers I supervised including the Sergeants of each shift.

• Counseled subordinates in professional, training and personal matters.

• Evaluated subordinates every 6 months in writing and went over evaluations with them so they knew where improvements needed to be made.

• Identified problems in the area of responsibility, diagnosed causes, and determined corrective measures to solve these problems.

• Provided assistance to the Commander over me and filled in for him in his absence at times.

• Chairman of the Probationary review boards conducted on all probationary officers under my Command when it came time for them to get off probationary status. Recommended remedial training if necessary and at times recommended termination of probationary officers when they did not perform up to expectations as a police officer.

The first year as a new Sergeant I was the Walking Beat Sergeant supervisor on 6th Street in the bar district of downtown, where both University of Texas students and other citizens of Austin gathered for dining and drinking. I supervised 10 Officers in this position.

Other areas worked as a Police Officer Prior to being Promoted:

• Prior to becoming a Sergeant worked as a Detective in the Burglary Unit, Juvenile Unit, and the Family Violence Unit.

• As Patrol Officer before becoming a Detective worked on Walking Beat, Motorcycle unit, and Patrol as patrol officer in each of these areas.

• Trained Probationary officers in the field on patrol duties as a field training officer when I was a senior patrol officer and before being promoted to Detective.

Jun. 1977 to Sept. 1978- Travis County Sheriff’s Department Austin, Texas

• Worked in the County Jail as a Correctional Officer responsible for guarding inmates awaiting trial or transfer to the Texas Department of Corrections State Prison.

• Worked as a turn-key for 3 months, then worked in transportation unit responsible for escorting prisoner outside of the jail facility to and from the outside recreation area daily. Also guarded prisoners who were in the local hospitals while they were being treated or kept in the hospital.

Mar. 1977 to Jun. 1977- University of Texas at Austin as Laborer after getting out of the U.S. Navy

• Worked in the Housing and Food Services Division where I was responsible for mowing grass, cleaning apartments, and picking up trash of residents in University Student housing areas.

U.S. MILITARY EXPERIENCE:

Apr. 1970 to Feb. 1977- U.S. NAVY as a Storekeeper (Supply Division) reached the rank of E-5 or 2nd Class Petty Officer before receiving an Honorable Discharge.

Education:

• Graduated High School from Radford High School located in Honolulu, Hawaii 1970

• Attended Austin Community College in Austin Texas majoring in Criminal Justice and acquired 72 Semester Hours equivalent to 2 years of College.

• Austin Police Academy Oct. 1978 to May 1979 taking relevant and required law enforcement classes to become a commissioned police officer in the State of Texas. Over 1100 hours of training in police related topics both in and during the Academy and yearly in-service training classes

• Attended the Basic Crime Prevention 80 hour class at Southwest Texas State University

• In the years 2002, 2004, 2006, 2007 attended Induction Training Classes for 10 days each year for either Dyncorp International or Civilian Police International companies to be an International Police Officer in Police Missions in both Kosovo and Afghanistan.

• Currently Hold a Master Peace Officers Certification issued by TCLEOSE.

International Police Officer Experience- 4 Police Missions total, 3 in Kosovo from Apr. 2002 to Apr. 2004 then from Dec. 2004 to Dec. 2005, and again from Oct. 2007 to Dec. 2010; 1 mission in Afghanistan from Apr. 2006 to Apr. 2007.
