Provide executive and operational experience in hardware and software training, testing, strategic planning, vision development, long-range resource analysis, strategic forecasting, international operations and management, systems and operations analysis, systems engineering, warfare gaming and analysis, technology planning, and inspirational leadership under demanding conditions.

December 2002 to December 2008. Chief C3/C4 Operations and Maintenance Instructor at the Air Defense Command Center, Riyadh Saudi Arabia and Software Support Facility ADFI Jeddah Saudi Arabia. Developed, maintained and updated POIs, Lesson Plans and other course material on the RSADF C3 and C4 systems. Advised the commander on the U.S. Government FMS contract with the RSADF to upgrade the present C4 System to incorporate PATRIOT and HAWK Phase III Systems. Maintained, Operated, Taught, and Tested the Redondo Systems Multisystem Simulator (MSS) simulating PATRIOT, HAWK Phase III, other AMDWS and SHORAD systems utilizing TADIL-J, TADIL-A/B, ATDL-1, FAADL, UDL and IDL data link protocols, the Radar System Simulator (RSS) and Data Link Translators based on Windows NT Operating System and all related test beds connected via LAN to insure the contractor had an operational system for test purposes. Reviewed for completeness and accuracy all specifications (SDD, SSS, SRS, SSDD, TIDP), test procedures, technical manuals, training, and logistics documents to insure they complied with the SOW. Performed data recording, data reduction, and data analysis of new software installed in the C3 system. Researched Link-16 for future integration. Mentored junior instructors and maintained and updated course material for above Systems.

September 1999 to November 2002. Chief C3/C4 Operations and Maintenance Instructor ASAS Universal C3 Wing Air Defense Forces Institute (ADFI). Maintained and updated POIs, Lesson Plans and other course material on the RSADF C3 and C4 systems. Duties included reviewing for completeness and accuracy all specifications, test procedures, technical manuals and training documentation to insure they comply with the Statement of Work. Also maintained and operated the TSQ-73, Multi-system Simulator (MSS), Radar System Simulator (RSS) based on Windows NT operating system and all related test beds to insure the contractor has an operational system for test purposes. Maintained and operated backup C2 System based on Unix Operating System built by Intergraph. May 1989 to December 1989. C3 Operations and Maintenance Consultant, Norconsult A.S. Riyadh Saudi Arabia. Monitored contract and contract closeout plan with Litton Saudi Arabia Limited ensuring contractor compliance with contract specifications and statements of work for the RSADF. Advisor to the RSADF on the installation of new systems performed IV&V on various Air Defense and Command and Control Systems that were integrated into the National Air Defense System ensuring contractor’s compliance with contract specifications and statements of work. Performed data recording, data reduction, and data analysis of new software to be installed in the C3 system.

February 1988 to May 1989. Branch Chief United Arab Emirates Training Developments HAWK Department U.S. Army Air Defense Center Ft Bliss Tx. Responsible for training development in both the operation and maintenance of the HAWK Phase III System. Developed Program of Instruction and lesson plans for training UAE nationals. Represented the HAWK department at semi-annual program reviews between the U.S. Government and the Government of the UAE.

November 1985 to January 1988. Chief Instructor TSQ-73 Command and Control System Depot Maintenance Course Litton Saudi Arabia Limited. Responsible for the development and administration of depot level maintenance training courses utilizing Automatic Test Equipment (ATE) GenRad 1796 and UTS-3000 for the testing and repair of elements of the Saudi Arabian Air Defense Command, Control and Communications System.

March 1984 to November 1985 U.S. Army. Branch Chief U.S. Army Air Defense Command and Control System Ft. Bliss Tx. Supervised the training of U.S. Army and allied officers and soldiers in the operation and maintenance of the TSQ-73 Command and Control System.
