Ms. Haupt has over 30 years experience as a specialist in technical research, quality control, training, regulatory compliance, Quality Control/Quality Assurance on Environmental Impact Statements (EIS) documents for National Environmental Policy Act (NEPA) compliance, records management, copy editing, and editorial review. Her expertise includes finding hard-to-locate documentation, collection, coordination, document analysis, establishing and managing regulatory compliance databases, and writing several training and compliance manuals. PROFESSIONAL EXPERIENCE:

10/07 – Present: Senior Project Engineer, Performance Results Corporation (PRC)

Provided technical expertise in researching information on Three Mile Island as the information pertains to nuclear reactors in the Japan disaster/crisis.

Working with top level officials within the Department of Energy (DOE)/Office of Nuclear Energy (NE), regarding the technical/administrative procedures that need to be followed per Federal government records retention/disposition schedules, with respect to historical and National Archives Record Administration (NARA) requirements.

Reviewing/researching technical information as to the viability of maintaining this data due to its historical presence regarding nuclear energy/power initiatives.

Providing Records Management training to DOE NE staff, regarding Federal records requirements, according to NARA.

Inventoried over 500 cubic feet of information within the NE Group of DOE. On a continuing basis, working with all staff to eliminate/ reorganize and get information into databases to reduce non essential information which can be over 50 years old in the organization. In the review of all information have provided expertise in records management and have destroyed over 2 tons of non-record information as per NARA requirements.

Provided extensive research through technical documentation for litigation requests from the Department of Justice, per their specific requirements in the Environmental Management (EM) Records Center.

Reviewed documentation in 116 file cabinets to determine the information which existed in the Environmental Records Center DOE Environmental Management (EM). This information was documented to establish a general inventory, so that a file plan could be started to determine the disposition/retention schedule which will be put into the newly developed database (Livelink).

Coordinated a move between two DOE facilities in response to EM’s request to get the records center to an electronic database (Livelink) and to get the program tied into E-DOCS.

01/95 – 9/07 Environmental Analyst/Research Specialist, Science Applications International Corp. (SAIC)

Providing research regarding community activities in counties surrounding the West Valley Site. Also, researching hard to locate documentation which has been used in support for the revision of the West Valley Decommissioning Environmental Impact Statement (EIS).

Provided research support for the NORTHCOMM project. This project involved searching for different Agricultural and Food Surveillance Programs. This entailed extensive research to provide information, which is available for each individual program.

Chapter Lead for the regulatory section of the Site-Wide Environmental Impact Statement (SWEIS) for Los Alamos National Laboratory (LANL). Also, providing research and National Environmental Policy Act (NEPA) support, project analysis and project management for all staff on this SWEIS LANL Project.

Document manager and providing research/quality control/quality management in support of the USDA Food Safety and Inspection Service with regards to risk assessments of imported meat, poultry and egg product commodities in relation to food contamination.

Researched documentation related to the use of antimicrobial agents use for Pathogen Reduction; Hazard Analysis and Critical Control Point (PR/HACCP) Systems. The project was in support of the USDA Food Safety and Inspection service with regards to poultry processing. The project included finding technical documentation that was very difficult to locate published in the United States and internationally.

Provided Quality Control/Quality Assurance on a National Park Service Environmental Assessment and other smaller documents as per the request from the client.

Project coordinator for the Nuclear Air Cleaning Handbook for the Department of Energy. The project included research quality management and liaison among technical writers of DOE and subcontracts.

Researched published articles of the after affects of the 911 attack. Information included, the manner in which politicians and Federal agencies handled the media, the public and the overall opinion the country viewed this national/international disaster.

Provided quality control and document control, along with regulatory review on compliance issues for the Nuclear Infrastructure Environmental Impact Statement. Performed technical research to support the NI PEIS, including finding information that was very difficult to locate. Coordinated initial phases of tracking over 6,000 comments from about 3,500 commentor’s for the Final NI PEIS. This preliminary step was the basis for a sound comment response document.

Provided software testing, research and regulatory review for the Health Care Financing Administration (HCFA) contract.

Provided support for EM-15 for the EM Progress Tracking System (PTS) for Headquarters and Field Points of Contact. Maintained a database for the PTS project.

Served as the Organizational Conflict of Interest (OCI) Officer/Trainer for the EM contracts.

Developed/wrote the Annual Waste Generation and Waste Minimization Progress Report from 1993 through 1998 for U.S. Department of Energy (DOE) Headquarters. This document establishes waste reduction goals, and included: pollution prevention project data, including waste avoided and cost savings by DOE Operations Offices.

11/92 - 1/95: Senior Project Manager, Dynamac Corporation

Reviewed and compiled Environmental Compliance issues into a database for OCONUS and OCONUS activities at Federal Military Installations. The information was needed to put in the Environmental Compliance Evaluation (ECE) database. The database was used by the NAVY at the Marine Corps installations to determine if they followed Federal, State and local compliance in the areas of Air, Wastewater, PCB’s, Solid Waste to name a few.

For U. S. Marine Corps, managed staff to revise and update the Federal Environmental Compliance Evaluation (ECE) Guidance Manuals for CONUS and OCONUS activities.

For U. S. Marine Corps, managed staff to review, update and produce installation specific Environmental Compliance Manuals (ECE) for CONUS and OCONUS activities.

For U. S. Marine Corps, as a Task Manager, assisted in the development and production of the Emergency Planning, Preparedness, and Prevention (EPPP) Guidance Manual for Oil and Hazardous Substances Releases. Produced eight State Specific Supplements to the Manual.

For U. S. Marine Corps, as a Task Manager, prepared a manual on Morale, Welfare and Recreation (MWR), stating environmental compliance issues for CONUS activities.

For U. S. Air Force Center for Environmental Excellence (AFCEE) PRO-ACT clearinghouse, managed efforts to provide specific technical, administrative, and regulatory information.

06/89 - 3/92: Project Coordinator, Dames & Moore

For DoD compliance, involving National Environmental Policy Act (NEPA) and Council for Environmental Quality (CEQ) issues, managed and supervised task level assignments for environmental compliance for Federal, State, and local regulatory requirements involved with Environmental Assessment (EA)/EIS projects.

For DoD, managed compilation and production of a Technical Management Notebook which provided guidance and formats for all compliance deliverables associated with EA/EIS projects.

Scheduled and coordinated public scoping meetings for representatives of DoD.

Provided environmental health and safety training on Occupational Safety and Health Administration (OSHA) 29 CFR 1910.120 standards.

Wrote qualification statements and proposals for health safety training, asbestos training, hazardous waste site characterization and other environmental services.
