Dubai Central Laboratory Department (Dubai Municipality), Dubai -UAE (April 2004 till date)

Working as Specialist with Dubai Central Laboratory Department (DCLD), Dubai Municipality. Dubai Municipality is a Government of Dubai Organization having 27 departments. Dubai Central Laboratory Department is having around 600 employees in 5 sections, namely Food & Environment Section, Consumer Products Section, Engineering Material Section, Inspection & Certification Section and Metrology Section. DCL mission is to “Provide Product Conformity Assessment and perform Tests, Studies, Standards Development and Measurement Control. The objective is “Enhancement of Quality of Life in Dubai”. DCLD is an ISO 9001 and ISO 17025 accredited organization. The achievements and responsibilities at DCLD include:

Designing and Establishing Analytical Laboratories equipped with all the modern analytical instruments for Cosmetics, Perfumeries and Toiletries.

Resource planning, budgeting and setting up of strategic goals.

Review of international standards and specifications and formulate standards for Dubai Govt.

Review & commenting on Gulf and SASO standards.

Co-ordination with manufacturers, traders and government departments for the proper implementation of laws & regulations.

Method Development, Validation, and Determination of Measurement of Uncertainty.

Implementation of ISO quality Systems and procedures.

Preparation of SOPs, work instructions and laboratory guidelines.

Training the staff on the Instruments, Analytical Methods and Quality Systems.

Handling the internal and external quality system audits.

Internal auditor and technical assessor for accreditation laboratories.

Previous Experience:

1. Central Food Technological Research Institute (CFTRI, Mysore)-India (May, 2002 to March 2004)

Worked as a Scientist in the Food Safety and Analytical Quality Control Laboratory (FS&AQCL). CFTRI is a premium institute in Food Research. It is a Govt. Of India concern under the Council of Scientific and Industrial Research (CSIR). FS&AQCL is the Nodal Codex Food Laboratory and an appellate body for Indian Govt. under Ministry of Health and Family Welfare. The job responsibilities included:

Review of Codex draft standards for pesticide residues in food products and suggesting specification limits on the basis of Indian food habits.

Review of PFA and BIS standards and analytical methods.

Routine Analysis of food and related samples under Prevention of Food Adulteration Act (PFA) and analysis of various technical inquiry samples for various parameters using sophisticated instruments.

Analysis of Soft Drinks for pesticide residues under Joint Parliamentary Committee (JPC) probe on soft drinks.

Worked as a member of team in various research projects of the department.

Set up the laboratory for drinking water analysis as per WHO standards and specifications.

Organized the antibiotic residues analysis in meat and poultry products.

Preparation and maintenance of Technical Manuals, calibration records and Measurement of Uncertainty as per ISO 17025 laboratory accreditation procedures.

Worked on Food Quality and setting up of Codex Standards in India.

Training of personnel under short-term training courses and giving lectures to M.Sc. Food Science classes.

2. Food Research and Analysis Centre (FRAC, New Delhi) (May, 1999 to May, 2002)

Worked as a Sr. Analyst and Officer-in-Charge in the Laboratory. FRAC was an NABL accredited laboratory. Recognized by PFA, Bureau of Indian Standards, APPEDA and FAO and is sponsored by Federation of Indian Chambers of Commerce and Industry (FICCI) & Confederation of Indian Food Trade Industries (CIFTI). Job profile included:

Lead a team of five analyst of Instrumentation Lab as OFFICER INCHARGE

Quality assurance, validation and development of test procedures, calibration of instruments, analyzing various foods and other related products for pesticide residues, aflatoxins, natural toxins, elemental analysis including trace metals.

Successfully handled audits of BIS and NABL and other accreditation bodies as per ISO requirements.

Work involved Quality determination and advice to the industry with specific reference to WTO requirement for export and up gradation of small, medium and large scale industries in India.

3. Industrial Experience (Nov., 1995 to May, 1999)

Served as a Chemist in the R&D department of DS Group of industries at Noida for up gradation of few products. DS Group deals in Essential Oils, Catch brand spices and Tobacco based products (Rajnigandha Pan Masala and Tulsi Zarda) and Catch mineral water. The job responsibilities included:

Quality control and chemical analysis of essential oils, spices, water, flavours and fragrances.

Received the Annual Reward of performance for the year 1996 by DS Group in view of upgradation of product and process, which in turn resulted in increase in the industry in the very first year of my professional career.

PROJECTS:

1. “Quality Control of Pesticide Formulation of Lindane” QC and method validation of 5 samples each of pesticide formulation of Cypermethrin, Methyl Parathion and Chlorpyrifos as per International Atomic Energy Association (IAEA) guidelines using two columns by GC and HPLC.

2. “Organic Food Testing” Analysis of food products labeled as “Organic Food” for pesticide residues (Organochlorine & Organophosphorous). A project sponsored by MFPI.

3. “Survey of Selected Insecticide Residues in Food” 200 samples (20 samples each of Milk &Milk products, Fruits & Vegetables, Spices, Food Grains & Pulses, Packaged Drinking Water, Coffee & Tea, Soft Drinks and Fruit Juices) to be analysed for insecticide residues (Organochlorine & Organophosphorous) and 25 samples each of Soft Drinks and packaged Drinking Water of different brands for pesticide residues. A project sponsored by DGHS, New Delhi.

4. "Residue Monitoring Plan for Pesticides and Antibiotics Residue in Egg Products for Export to EU" sponsored by APEDA, New Delhi.

5. "Studies on Field Cultivation and harvesting of Seaweeds, Polyphyra, Enteromorpha & Euchema and their uses in processed foods." Samples cultivated were to be analysed for pesticide residues.

6. "Determination of acrylamide in heated oils and fried products" To develop and validate an analytical method for the determination of acrylamide in food products.

7. Techno-economic feasibility of Mineral water plant:

Seventeen brands were randomly selected. Three brands were found to be optimum based on the quality. Their chemical properties and marketing strategies were discussed.

8. Determination of quality of different brands of water filters available in India. Comparative study of 13 Water filters was carried out and filters were rated as per their performance in the interest of consumers.

9. Preparation of Chromium Ethanolamine Complexes with Chromium Nitrate and Ethanolamines. These complexes were analyzed by spectrophotometer and their mechanistic study was also done. The complexes are widely used as industrial dyes and mordents.

10. Shelf life of Pan Masala and Gutkha products by adding an appropriate anticaking agent.

11. Coordinated the project on the "Survey of Quality of Milk and Milk Products", a project sponsored by DGHS.

12. Coordinated the project on "Survey on the quality of a number of Food Products to be sold under BIS compulsory certification", a project of DGHS.
