Project Manager for Las Vegas Sands Corporation – Recently led the planning, design and pilot test phases of the global 'One Sands" Microsoft Active Directory (AD) and Exchange migration project for the Las Vegas Sands Corporation (LVSC). This project included the planning of the migration of over two thousand end user AD accounts and the testing of the user access of all (over 60) hotel and gaming applications from the new "sands.com" domain.

e-Commerce Project Manager for the Sony Corporation – Recently managed a global e-Commerce project for the Sony Corporation in San Diego. This project was planned to provide the complete business process re-engineering of Sony's e-Commerce marketing strategy. Managed over 40 technical resources in this enterprise-wide effort. This implementation focused on the utilization of the latest in IT marketing trends such as social commerce, mobile marketing and business intelligence & analytics.

Consulting Project Manager for MGM Mirage Corporation – Led an Infrastructure evaluation study for MGM Mirage in Las Vegas. The objective of the study was to evaluate the IBM System p (pSeries) ability to efficiently and reliably provide Oracle DB Server processing for a large Property Management System (PMS) Implementation serving seven Casino/Hotels from a single database. This engagement was initiated as a response to a significant HP-based system outage. As a result of this engagement MGM Mirage migrated to IBM technology for this mission critical hospitality application.

Executive Consultant for Hilton Hotels- Recently managed a strategic project with Hilton Hotels. The Global Infrastructure Assessment Project was a consulting engagement providing strategic direction to the re-architecting and modernization of Hilton’s data center to enable effective and efficient global IT expansion. This engagement resulted in Hilton Worldwide awarding IBM a 5 year, $160M global contract to enhance the hospitality company’s technology infrastructure and to facilitate the development and delivery of next-generation hospitality technology solutions.

Consulting Project Manager for Blue Cross Blue Shield of Minnesota – Recently completed a project management assignment for the development of a $2M fixed price healthcare claims migration project with Blue Cross Blue Shield of Minnesota. This project was a full lifecycle development project utilizing Websphere Message Broker (WMB), Websphere Transformation Extender (WTX) and Datapower SOA Web Services technologies. Joe received an IBM Service Excellence Award (SEA) for this assignment.

Consulting Program Manager for NASCO (A national healthcare claims processor) – Served as the Program Manager for the development of BeneFact a first of its kind (FOIK) Health Insurance Benefit coding workbench tool for a National Health Insurance Account serving various Blue Cross / Blue Shield affiliates around the United States. This custom Microsoft .net application development project utilized an agile project management methodology to get 6 months of traditional waterfall project work done successfully in 6 weeks. This application was delivered on time and under budget to a delighted customer user group – overworked benefit coders. Joe received a Service Excellence Award (SEA) for this assignment

Consulting Project Manager for the Social Security Administration – Recently managed a strategic application development project for the Social Security Administration (SSA). The application called the "Common Disability Case Processing System" (DCPS) replaces 54 state-based case processing systems with a single efficient SOA component-based implementation. This initial phase of the project focused on developing the executive vision, To-Be business process model, business & technical requirements and the SOA-Based architecture for DCPS. This pioneering effort is the first of many IBM initiatives at SSA that will transform the agency into a nimble citizen-centric service organization. Joe received a Service Excellence Award (SEA) for this assignment.

Consulting Project Manager for a Global Bank Data Center Migration Project – Recently managed a data center migration project for a global bank with the goal of moving all mission critical applications from four Hewlett Packard data centers to two IBM data centers in the United Kingdom. This PM position specialized in the migration and testing of target server content (operating systems, middleware and business applications) in conjunction with server build and steady state activities.

CMMI Appraisal Leader – Led a SEI CMMI (Software Engineering Institute - Capability Maturity Model Integration) Appraisal for a large IBM Healthcare account. Joe performed the lead appraisal role for 3 key CMMI process areas. These included Requirements Development, Requirements Management and PPQA (Product and Process Quality Assurance).

Executive Project Manager for NASCO (A national healthcare claims processor) - Led various successful B2B middleware development projects for a National Health Insurance Account. These applications provide vital mainframe data access to numerous Blue Cross/Blue Shield applications. This XML-based capability utilizes Websphere, MQ and MQSI messaging technologies. Joe also managed a large and highly complex VSAM to DB2 conversion project including the development of a series of websites providing data access in accordance with the BCBS Association’s specifications (Teams of 20+ managed).

Senior Project Manager for Internal IBM Supply Chain Project – Led the implementation of two major internal supply chain applications furthering the integration of the IBM Integrated Supply Chain (ISC) with its strategic electronic component suppliers. The Demand/Supply Integration (DSI) application provides server-to-server connections for forecast and supply commitments between IBM and its key suppliers. The Supply Chain Process Manager (SCPM) tool provides visibility into suppliers’ inventory and supply operations. These applications allow IBM to quickly respond to changes in customer demand by aligning forecasts with procurement activities.

Senior Project Manager for Carpenter Technology e-commerce Project – Directed the first major e-commerce project from requirements definition to production support for a large specialty steel manufacturing company in Pennsylvania. This engagement used the IBM Global Services Method to provide the first web-based customer relationship management (CRM) solution for this company. This portal enabled a new electronic ‘gold card’ customer service and support channel for its strategic market accounts. (Team of 34 resources managed).

Consulting Project Manager for the Commonwealth of Pennsylvania - Joe identified, marketed and successfully won a higher education services opportunity with a large Pennsylvania state-run trade school. Fulfilled the key roles of Proposal Manager, Consultant, IT Specialist, IT Architect, and Project Manager in the development of the first automated student registration and management system within the school.

Senior Project Manager for the Commonwealth of Pennsylvania - Led one of the largest IBM state government Application Development / Systems Integration projects in the northeastern United States. The implementation of this PA state worker compensation system was a complete reengineering and automation of all agency processes integrating client/server, image and groupware (Lotus Notes) technologies. Joe also provided the facilitation of the Change Management Consulting sessions within the engagement (Led team of 44 resources).

Consulting Project Manager for an Internal IBM K-12 Project - Led the successful implementation of a K-12 IBM Gerstner Grant ($2 million) project with the School District of Philadelphia. This grant supported the development of the Continuous Process Improvement (CPI) model utilizing Lotus Notes and other internet/intranet-based tools to enhance professional development (for teachers) and literacy skills (for students).

Consulting Project Manager for the Commonwealth of Pennsylvania - Led an Information Strategy Planning and Business Process Reengineering (ISP/BPR) engagement with the Pennsylvania Department of Labor and Industry. This project provided a new blueprint for the reengineering of all of the key business processes including Unemployment Compensation Taxes, Unemployment Insurance, Job Security and Employment Research & Statistics. Chosen the IT Specialist of the Year in 1994 for the IBM Services Mid-Atlantic Region as a result of this successful project.

Certified IT Architect for a large/complex project for the US Navy and the government of Saudi Arabia– For first 8 years of his IBM career Joe led the technical development of a foreign military supply logistics system in conjunction with the US Navy. At the time, this was one of the largest IBM services projects in the world - $100 million in IBM services revenue over 10 years. This portfolio of integrated material logistics projects included nine separate integrated subsystem implementations. Joe led the design and development of the following subsystems: Master Inventory Database, Automated Requisition, Repairable Management, Change Management, Automated Inventory and Shelf Life Accounting.
