WORK EXPERIENCE

Environmental Chemical Corp., Bridgewater, New Jersey (2007- 2009)

Senior Project Manager

Mr. Feiler was Project Manager for design and execution of sustainable remedial cleanup projects in New Jersey, Virginia and Hawaii using innovative groundwater remediation technologies.

• Remediation of the Kauffman & Minteer Superfund Site (Springfield Twp, NJ) Designed and implemented in-situ application of potassium permanganate, sodium persulfate and hydrogen peroxide for soil and groundwater remediation. Work involved preliminary baseline investigations including soil and groundwater baseline characterization and MIP investigations, design calculations to determine chemical dosing and layout and sequencing of injection wells and Geoprobe points.

• Investigation and Remediation Contract for the US Army Environmental Center. The work addresses contamination at eleven sites at Forts Eustis and Lee in Virginia. Specific activities on the contract included remedial design and actions to including sediment removal and in-situ chemical injection.

• US NAVY SBRAC (Various Sites, Oahu Hawaii): Work included design and O&M of a Soil Vapor Extraction (SVE) system at the site of a major petroleum spill at two former above ground aviation fuel tanks. Extracted petroleum vapors were catalytically destroyed on-site using a CATOX unit attached to the SVE.

PMK Group, Inc., Cranford, New Jersey (2005 –2007)

Manager, Geoenvironmental Services

Mr. Feiler managed 25 engineers and geologists executing investigative work as well as full-scale remediation in support of Real Estate Development and Municipal/County/State clientele. Designed, implemented and operated cleanup technology systems ranging from Pump and Treat systems for petroleum contaminated petroleum groundwater, HRC injection, excavation and vapor intrusion mitigation systems. Mr. Feiler has managed dozens of UST and LUST removals and remediation in New York and New Jersey.

• Directed and participated in the preparation of more than 300 PA/Phase I and over 70 SI/Phase II investigations in support of environmental Due Diligence related to Real Estate Development programs.

• Managed for the New Jersey Schools Construction Corporation (NJSCC) several School demolitions with subsequent soil and groundwater investigations and remediation including the Cicely Tyson Community School of Performing and Fine Arts on the site of the former East Orange High School.

• Through marketing and proposal development generated annual business revenue of $10 million.

IVI Environmental, Inc., White Plains, New York (2002 – 2004)

Director Environmental Engineering

Mr. Feiler designed over 50 ISCO remedies for the Geo-oxidation subsidiary company. He led engineers and geologists performing Phase I and Phase II investigative work and Phase III Remediation in support of Due Diligence for the Real Estate financing and transaction industry.

• Orchestrated the delivery and participated in the delivery of more than 1,500 environmental site assessments, as wells as dozens of subsurface investigations, regulatory reviews and analysis efforts.

• Provided oversight and progress review of a $66 million Remedial and Demolition Program at the Maxwell Place residential development in Hoboken, NJ.

Tetra Tech EM, Inc., Rockaway, New Jersey (2002)

Senior Program Manager

Managed Contracts and Task Orders related to realignment of the Picatinny Arsenal’s core armaments R&D mission.

• Executed the $650,000 contract for Master Planning at Picatinny Arsenal.

• Identified new stakeholders to complement the Arsenal core mission, resulting in innovative reuse of Arsenal facilities for civilian training and recreation.

• Evaluated potential alternative power solutions for the Steam Plant at Picatinny Arsenal.

Teledyne Brown Engineering, Inc., Huntsville, Alabama (1999 – 2001)

Director, Environmental Engineering

Mr. Feiler managed Teledyne staff in Huntsville and in the field at Deseret and Dugway, UT. Provided finance and promotion strategies for Teledyne-Commodore LLC, a subsidiary company that promoted the Solvated Electron Treatment (SET) process both domestically and overseas.

• Developed new environmental opportunities and provided management of a $120 million Environmental Systems Contract for the U.S. Army.

• Proposal Manager for reauthorization of the $300 million NSSP II (subsequently won by Teledyne).

BEM Systems, Inc., Chatham, New Jersey (1996- 1998)

Director of Federal Services

Program Manager with responsibility for delivery of services under two contracts ($55 million total) with the Air Force Center for Environmental Excellence (AFCEE). Work included Internal Combustion Engine (ICE) extraction for treatment of a jet fuel spill at Williams AFB.

• Increased performance scores from zero to 71% by resolving client issues on one AFCEE contract, ultimately generating more than $100,000 in additional Award fee.

• Doubled annual Federal Sector Revenues from 25% to over 50% of the total company.

Science Application International Corporation (SAIC), Reston, Virginia (1981 – 1996)

Corporate Vice President- Deputy Group Manager

Mr. Feiler created an environmental technology engineering capa¬bility at SAIC, and rose to Corporate Vice President at that firm. He consistently delivered on plan profits for 10 consecutive years, and developed a technical staff of more than 120 while establishing offices in five major cities.

• Wrote the proposals for and won more than $275 million in major Federal, State and DOD contracts.

• Established the Environmental Technology Business Area at SAIC with yearly revenue of $12.5 million.

• Secured three consecutive issuances of the EPA SITE Contracts, valued at $70M. Completed over 60 full-scale field demonstrations of innovative remediation technologies.
