Rev 1 Power Services 2010 to Present

NERC-CIP Compliance, Contractor Coordinator for Florida Power & Light/Nextera Energy. Monitored contractors on site to insure compliance of new NERC-CIP requirements of critical assets at Turkey Point.

Coordination of I & C related work with other disciplines. Coordinate and direct technicians performing check-out and commissioning of instrumentation including loop verifications of I/O to Ovation DCS. Generation and tracking of punch list items RFI’s etc. to complete turnover documentation to client.

Rev 1 Power Services 2007-2009

I&C Commissioning Engineer for American Electric Power at the Kyger Creek FGD Project. Installation and commissioning of Black & Vetch Wet Limestone Flue Gas Desulfurization System for a five unit coal fired facility in Cheshire, Ohio. Directed I&C work effort and interface coordination with AEP and Black & Vetch engineering for the installation and startup of this facility.

I&C Commissioning Engineer for Alstom Power. Installation and startup of new Dry Scrubber system at Mid America Energy facility in Muscatine, Iowa. Alstom supplied equipment with Ovation DCS.

I&C commissioning and initial operation on two GE LM6000 peaking units for Wood Group Power Operations Fresno,CA

Startup I&C Engineer for commissioning of new boiler for the University of Virginia Steam Plant.

Performed initial check out and troubleshooting of I&C related items through startup.

Responsibilities included verification of all instrument calibrations, wiring verifications, and loop checks through DCS. Formulation of startup documentation required to fulfill contractual obligations to the client.

Bechtel Corporation 1990-1996 Gaithersburg, MD

Sr. Startup Engineer with the Bechtel Startup and Operating Services Division of Bechtel Power.

Primary area was Instrumentation & Controls and also performed duties of system engineer, which included I&C, electrical and mechanical system components.

Present on all projects during the startup and commissioning phase. Responsibilities included the complete coordination and monitoring of instrument installations, preliminary and preoperational testing and verification of circuits and I/O testing/verification for several types of centralized control systems.

Managed and supervised in-house personnel and directed work activities performed by subcontractors and vendors.

This project was a 10 MW Molten Salt, Central Receiver power facility. Barstow, CA

System Engineer coordinating all work efforts involving mirror field controls, and the balance of plant systems and testing.

Tangung Priock Power Facility. Jakarta, Indonesia

A six unit, 140 MW/ea. Combined Cycle power generation facility Consultant monitoring ABB Commissioning Group for PLN, the Indonesian Power Authority.

Keystone Co-Gen Swedesboro, NJ

A pulverized coal, 230 MW facility for Monsanto Chemical Co., supplying steam and electrical power for Monsanto Chemical Co.

Instrumentation and control system startup engineer responsible for scheduling and coordinating instrument installations, calibrations, testing, and system integration.

Khanom Gas Terminal Khanom, Thailand

A new on-shore receiving and processing facility for offshore LNG

Representative for the Petroleum Authority of Thailand. Monitored commissioning activities and verification of contractual obligations of construction firm and monitored safe facility startup.

Chambers Works Co-Gen Carney’s Point, NJ

This was a 260 MW pulverized coal power plant supplying steam and power to DuPont Chambers Works Chemical Plant.

Sr. Startup Engineer for all I&C related components and Westinghouse WDPF control system.

March Point Co-Gen Anacortes, WA

This was three 100 MW GE Frame VI gas turbines with heat recovery steam generators supplying steam and electrical power to Texaco refinery.

Sr. Startup Engineer for I&C components and Honeywell TDC control system. Coordinated all work efforts, supervised in-house technicians, craft trades, and subcontractors.

Semass Waste to Energy Project Boston, MA

This was a 200 MW power plant using an alternative energy source.

Assisted startup group in reaching “first fire” milestone. Verification of control loops and assisting in troubleshooting of system problems.

Launch Complex 40 Cape Canaveral, FL

This project involved the demolition of the original launch complex and the construction and commissioning of a new complex for Titan IV/Commercial Titan Centaur rockets. Lead I&C startup engineer responsible for the installation, calibration, and testing of the vehicle support systems. Responsibilities included contracting and managing technical group performing the process monitoring instrumentation and tie-in to the central control system.

South Oak Creek Generating Station Milwaukie, WI

An existing four unit pulverized coal facility belonging to Wisconsin Electric. Milwaukee, WI.

Retrofit of existing plant with new WDPF II control systems and complete circuit verifications, calibrations, and startup. Contracted to Wisconsin Electric to assist in-house engineering staff. Responsible for I&C related work. Supervised in-house technicians and directed I/O testing, troubleshooting, and restart of all units.

Contract Engineer 1985-1990

Primary involvement was in process instrumentation and controls area. Activities included the managing and coordination of system components installation, calibration, circuit verifications, control system testing and tuning, vendor and subcontractor monitoring along with the supervision of groups at multiple skill levels ranging from construction trades and technicians, to engineering peers.

Projects included:

Guayule Processing Facility

Contract with Firestone Tire and Rubber in a prototype natural rubber extraction plant in conjunction with DOE and DOD - Firestone developed a solvent extraction process and the facility was to evaluate the process and its cost effectiveness as a commercial method for extracting and processing a readily available local supply of natural rubber.

On this project I was a shift supervisor/engineer. Performed evaluation of initial plant design, and monitored construction and startup. Authored operating and maintenance procedures and supervised operating crew through to end of project.

Palo Verde Nuclear Power Station 1981-1984

Three 1100 MW Combustion Engineering PWR Units.

Sr. Construction Engineer for Bechtel Power overseeing I&C field construction activities on all three units. Responsible for the review and approval of FCR’s, DCN’s, RFI’s, NCR’s, coordination of all safety related items with home office engineering staff. Supervised a design drafting group that produced all FGD’s and the construction instrumentation warehouse and calibration lab.

1985-1988

Sr. I&C Startup Engineer contracted to the client. Performed component test preparation and subsequent reviews. Performed loop testing package preparation and reviews. Preoperational testing on NSSS systems. Coordination of I&C work efforts with other disciplines

Employed by Stone & Webster and assigned to the Nine Mile Point Two Nuclear Power Project.
