• August 2008 to Present - Assistant Operations Manager, Civil and Environmental Division, Land Development Services

Responsibilities for the direct supervision of the day to day operation of a 14 member Civil Engineering Group located in the Ebensburg, PA Office that specialized in municipal engineering, infrastructure design and site development engineering. Responsibilities include, oversight of production staff, manpower allocations, recruiting, personnel performance appraisals, annual operating budgets, profit and loss, business development including the preparation of proposals, client meetings to secure new work, and review of all work performed by other project managers in the group, and limited project management responsibilities.

• May 2002 to August 2008 - Senior Project Manager, Civil and Environmental Division, Land Development Services

My primary responsibilities are related to the preparation of land development plans, specifications, and the acquisition of project permitting in support of the Kimball Architectural Group. In this capacity, I am responsible for the oversight of eight land development staff members. I am responsible for product quality control including review of plans, specifications and reports prepared by other land development staff. I participate in monthly financial reviews. My business development responsibilities included the preparation of proposals, presentations and interviews with potential new clients, and participation in the decision to respond to requests for proposals.

• April 1999 to April 2002 - Senior Technical Leader, Civil and Environmental Division, Land Development Services

My business development responsibilities included development of the annual marketing and sales plans for the land development services area, preparation of proposals, development of promotional materials, presentations and interviews with potential new clients, and participation in the decision to respond to requests for proposals. I was responsible for the oversight of eight land development staff members at our corporate office in Ebensburg, Pennsylvania and two land development staff members in our regional office in Harrisburg, Pennsylvania. I was responsible for product quality control including review of plans, specifications and reports prepared by project managers in the group. I was involved with human resources development for the group including recruiting of new personal, manpower allocation and staff performance reviews. I participated in monthly financial reviews and I had limited project management responsibilities for land development projects including site planning and permitting.

• March 1998 to April1 1999 – Department Head, Civil Planning and Design Department

Responsible for the direct supervision of 20 member Civil Planning and Design Department that specialized in land development engineering. Responsibilities included limited project management responsibilities, oversight of production, manpower allocation, recruiting of new personnel, personnel performance reviews and performance increases, annual operating budgets, profit and loss, business development including the preparation of proposals, client meetings to secure new work, and review of all work performed by other project managers in the group. My responsibilities also included representing several municipalities and municipal clients.

• August 1996 to March 1998 – Assistant Department Head, Civil Planning and Design Department

Assisted in the day to day operation of a 12 member Civil Planning and Design Group that specialized in land development engineering. Responsibilities included project management, oversight of production, manpower allocation, personal performance reviews, business development including the preparation of proposals, meetings with clients for client maintenance and to secure new business, and review of work preformed by other project managers within the department.

My responsibilities as a municipal engineer included the preparation of construction plans and specifications for sanitary sewage collection and conveyance systems, and the design and analysis and preparation of construction drawings and specifications for water distribution systems. I also served as municipal engineer for several municipalities.

• July 1993 to August 1996 – Project Manger, Civil Planning and Design Department

Responsibilities included the preparation of land development plans for large and small land development projects. This included master planning, site design engineering, utility design, sewage facilities planning, preparation of erosion and sedimentation plans, environmental permitting, preparation of construction plans and specifications, preparation of construction cost estimates, preparation of highway occupancy permits, and municipal approval processing.

December 1990 to July 1993: McNaughton Company, Harrisburg, Pennsylvania

I was employed as a land resources development engineer. In this capacity, I was responsible for the preparation of commercial land development plans and residential subdivision plans including conceptual plan preparation, optimum land use evaluations, municipal ordinance review and preparation of plans for submission to municipalities for review and approval. I was also responsible for the evaluation of soils information related to construction activities, sanitary sewer collection and conveyance system design, preparation of Sewage Facilities Planning Modules, hydraulic and hydrologic design and analysis of stormwater management systems, and water distribution systems.

April 1988 to December 1990: Walter N. Hein Associates., Inc., Boiling Springs, Pennsylvania

I was employed as a staff civil staff engineer. In this capacity, I was responsible for complete preparation of land development and residential subdivision plans including conceptual planning, municipal ordinance review and site design, sanitary sewage collection and conveyance system design, preparation Sewage Facilities Planning Modules, hydrologic and hydraulic design and analysis of stormwater management systems, and water distribution system design. I was also responsible for the review of land development plans prepared by other engineering firms.

April 1984 to August 1986: Neilan Engineers, Inc., Somerset, Pennsylvania

I was employed as a staff civil engineer in the municipal engineering group. My responsibilities included the preparation of construction plans and specifications for sanitary sewage collection and conveyance systems; and the design, analysis, preparation of construction drawings and specifications for water distribution systems and the attendance of municipal authority meetings.
