Project Manager, Axiom Prime Contract
Accountable and manage Axiom’s e-QIP contract with the Defense Health Agency (formerly TRICARE Management Activity (TMA)). Ensure contract deliverables are met, including Quality Control Plan, Monthly Progress Report, and Subcontract Expenditure Report. Oversee Axiom's Personnel Security Division. This entails overseeing over 200 DHA contracting companies ensuring that each contractor has the proper and correct investigation requests to support DHA. Provide solutions to problems, strategic thinking and reasoning that are encountered during daily operations. Supervise the DHA e-QIP help-desk. Communicate, gather information, find solutions and strategic thinking with customers to solve their issues. Manage e-QIP formal training and developing others in sessions for managers and other DHA employees. Manage Personnel Security Office Record Management Program.
Manage the Real-Time Automated Personnel Identification System (RAPIDS) site. Duties include ensuring that the RAPID site is fully functional, operational, and adhering to the guidance provided by DoD for the issuing of CAC to valid and authorized DoD employees. Manage and supervise team.
Serve as administrator for Defense Information System for Security (DISS), and Secure Web Fingerprint Transmission (SWIFT) and DHA e-QIP. Duties include ensuring users have the required investigation and yearly required trainings. When needed, revoke, create and unlock DHA user’s accounts.

As a senior staff level TRICARE Management Activity (TMA) Security Specialist and Emergency Preparedness Coordinator, my employment involves detailed knowledge and awareness of all applicable Department of Defense (DoD) security regulations, including the Information Security Program (DoD 5200-1-R), and the Personnel Security Program (DoD 5200-2-R). Current duties also include having awareness and familiarity with current and past TMA annual security program assessment results provided by the Pentagon Force Protection Agency (PFPA). I have assisted the TMA Security Manager and the designated TMA Security Officer in the performance of their duties, including those associated with the Contractor Verification System (CVS) and administrative personnel records research linkage to the DEERS/RAPIDS program. My familiarity with both the CVS and DEERS/RAPID system is based on awareness, use, and application of the DoD guidance contained in AFI 36-3026 and DoDI 1000.13 as management tools to be applied when responding to TMA employees and senior managerial staff. For over 24 months I have served as a DoD certified Super Verifying Official and Site Security Manager and alternate CVS/RAPIDS access card processor in the absence of one or more of the three primary processors of the TMA CVS Program. TMA is implementing an e-QIP program. I am part of the e-QIP Interagency Working Group which is establishing the program DoD wide. My familiarity with the e-QIP Program is extensive and obtained as a result of my interest in processing security badge requirements for TMA employees. I am intimately familiar and formally trained, with a certification certificate, with the current 5 CFR 731, dated June 16, 2008, which delegates adjudication responsibilities to federal agencies and provides guidance on those responsibilities. My knowledge includes recent training in the following e-QIP certification courses: a) e-QIP Train the Trainer b) Suitability Adjudication procedures. I also, provide briefings, tabletop exercises, administrative, technical, and employee training addressing the safety and survivability of the government workforce for both natural disasters and unexpected regional or national terrorist events.
