Business Experience

Town Manager - Town of St. Albans, Somerset County, Maine - September 2019 - November 2022

During my three years as Manager for the Town of St. Albans we accomplished the following:

1.Kept the Town under budget each year by a 5-10% margin, including through the Covid-19 pandemic, as Manager I was responsible for preparing the budget and for administration of the budget, all expenditures required my approval. I kept the office open to the public 95% of the time we were under Covid-19 restrictions.

2.Worked with elected officials to leave tax rate unchanged (millage rate did not change) through three fiscal years. As Tax Collector and Treasurer, my responsibilities included collection, issuing late notices, filing liens, and property seizure and sealed bid auctions, and working with the Town Assessor to determine the tax rate for next fiscal year.

3.Upgraded equipment and public works vehicles utilizing a 6-year plan I prepared and had approved by the citizens. The first significant upgrade in over ten years, by investing retained earnings in a capital reserve account and then purchasing new vehicles as time and earnings would allow, in accordance with the plan. This program resulted in reducing repair costs from eighty thousand dollars a year to thirty-five thousand dollars.

4.Provided significant merit raises and increased new salaries by 7-8 percent over three years, nurtured a team environment, including holding weekly lunch meetings with staff, and supporting through scheduling, a work plan based upon cross-training and shared training classes, whenever possible, working daily to keep employee morale high.

5.Successfully obtained Federal Grants for ADA building improvements, COVID-19 education, and Safety Gear for St. Albans firefighters.

6.Drafted, presented, and received Town approval to create and manage a Recreation Board for Youth Sports Activities. Through working closely with local civic leaders to bring back youth baseball, improving facilities and equipment, allowing the Board to field 4 teams by the second season under town control.

7.Developed and implemented a plan to reduce the town’s debt ratio, cutting their debt in three years from nearly 1.4 million dollars to under $600,000, while increasing their net worth by over $400,000 and improving two thirds of their plow trucks.

8.Using Capital Reserves with a fresh commitment from the citizenry, and with the energy and passion of individual firefighters, oversaw a resurgence of this often criticized Town Department, supplied oxygen tanks and gear for ten firefighters, at a cost of $70,000.00 and use ARPA (Covid-19 Federal Grant) funding to purchase 10 sets of turn-out gear, remodeled the building, with the number of active firefighters increasing from 10 to 35 members.

9.Prepared the Town Report, presented to the community at the annual town meeting in March, a 75-90 page booklet with annual committee reports, financial reports, and celebrating individual citizen achievements. Also responsible for the re-design and management of the town’s website.

Township Manager -Upper Mount Bethel Township, Northampton County, PA March 2016-September 2019

As Township Manager, oversaw the day to day operations of the Township, maintained budget control for all three years resulting in no increase in local taxes, successfully negotiated a new garbage contract that reduced the yearly cost to citizens by over twenty percent, was an active participant in labor negotiations with the Teamsters union, representing the full-time employees of the town. Paved over 17 miles of roads at a cost of over one million dollars, while increasing the net worth of the town by six hundred thousand dollars.
