I have over 25 years experience in the commercial and industry construction including estimating, bidding, value engineering. I have worked 14 years on commercial projects: schools, hotels, hospitals, airports, transportations, recreations, residential apartments, and 16 years on water and wastewater treatment plants, and is responsible for technical quantity take-off construction divisions 4 through 10 & 12 on all estimates or assigned projects, including masonry, metals, wood and plastic, thermal and moisture protection, openings, finishes, specialties, and furnishings.

EXPERIENCE

Balfour Beatty - Mid Atlantic Group Falls Church, VA Senior Estimator 2021 – March 2023

● Hazel National Landing – Arlington, VA - $240 million plus contract: This project scope size of 675,000 SF includes construction of the site work, retail, amenities, garage, building 1 with 304 unit mix of 305,000 GSF with retail 5,026 SF. Building 2 with 189 units of 215,000 GSF w/ retail 3,260 SF.

● 2000/2001 South Bell Street – Arlington, VA - $240 million plus 95% contract: This project scope size of 720,000 SF includes demolition of an existing 11 story office tower below grade parking garage. The project is anticipated to also include 2 residential towers. 2000 South Bell will be about 28 stories tall and 370,000 GSF, and 2001 South Bell will be about 23 stories tall and 350,000 GSF. The towers will be constructed on a new 2 story below grade parking garage that will act as the foundation and podium for this project.

Balfour Beatty - Civil Group Fredericksburg, VA

Senior Estimator 2011 - 2021

● Northeast WTP – Houston, TX - $300 million contract: Construction of north plan for the 320 MGD expansion of the City of Houston’s Northeast Water Purification Plant. Working under the progressive design-build model the work includes the flocculation/sedimentation, ozone treatment and gravity thickeners.

● Lake Kilby WTP – Phase 4 Improvement – Suffolk,VA - $38 plus million contract: The scope of work includes demolition of existing sedimentation basins and selected filters. Miscellaneous demolition of process piping and chemical feed systems. New settled water pump station. New Filter and administration building for 8 new deep bed filters and administrative/laboratory space. New sodium hydroxide and aqueous ammonia bulk storage and feed pumps. New polymer storage and feed system. Modification of existing control room. Miscellaneous electrical, instrumentation and control system upgrades and site improvements. New electrical building, filter backwash waste tank and mixing system and backwash supply storage and pumps. Existing filters to be converted. Deep foundation and excavation support systems for several structures as described above.

● Patapsco WTP – Baltimore, MD - $275 million contract: Three projects including Enhanced Nitrogen Removal (ENR), plant modifications to existing oxygen reactors, clarifiers and headwork’s facility and the addition of Nitrification Filters for the existing facility located on the Patapsco River. Projects are designed to reduce nitrogen and suspended solids into the river, a tributary of the Chesapeake Bay. The project’s architectural and structural scope include over 230 tons of structural steel framing, 237,000 of specialty coatings and all associated building fixtures.

Senior Estimator 2001 - 2011

● Galveston Main WTP Reconstruction – Galveston, TX - $73 million contract: Scope of work includes reconstruction of the main wastewater plant including demolishing the existing primary clarifiers, blower building, aeration basins, secondary clarifiers, chlorine contact basins, chemical storage and feed buildings, RAS/WAS pup station, lab building, storage building, and generator building and replacing with two multi-purpose operations buildings, bar screen modifications, new influent lift station, grit removal system, SBR basin, intermediate lift station, UV disinfection facility, non-potable water system, corrosion control system, and general site improvements of this plant. The project’s architectural and structural scope included two main precast operation buildings that included 25,000 SF of Masonry, 97,000 SF of Painting and 17,000 SF of all associated building fixtures.

● New Design WTP – Frederick, MD - $72 million contract: Construction of a new 16MGD water treatment facility; Construction of new Filter Building, Chemical/Residuals building, Pre-Sedimentation Basins, High Service Pump Station, Backwash Equalization Basin, Substation equipment pads and electrical gear and various miscellaneous structures; Startup and commissioning of both new and existing facilities; Renovations to the existing 8.8 MGD facility.

● Flat Branch Pump Station – Centreville, VA - $40 million contract for construction of a new submersible pump station; odor control facility; gravity sewer; a new electrical load center and emergency generators; refurbishment of the existing pump station facilities; and a new force main on the pump station property and at UOSA’s Regional Water Reclamation Facility.

● Arlington County Water Pollution Control Plant - Phase 7A – Arlington, VA - $136 million contract for construction of the plant has an average flow of approximately 30 million gallons a day (MGD) and a peak flow capacity in excess of 70 MGD. Phase 7A, valued at 132.7M is designed to institute an enhanced nutrient removal system in order to comply with the requirements of the Chesapeake Bay Watershed Nutrient Removal Assistance Act. This involves removing very high levels of nitrogen and significantly improving phosphorus removal.

● Broad Run Water Reclamation Facility – Contract 4 – Ashburn, VA - $14.3 million contract for the construction of a new laboratory building, Maintenance building and operations building along with associated site work, HVAC, electrical distribution and yard and gallery piping work.

● Kent Narrows/Stevensville/Grasonville Waste Water Treatment Plant ENR Upgrade – Stevensville, MD - $27.4 million contract. Construction includes septage receiving facility; influent screening and grit removal facilities; influent pumping station; activated sludge aeration basins; blower building; secondary clarifiers; flow distribution structures; return activated & waste activated sludge (RAS/WAS) pumping station; utility water pumping station; effluent pumping station and process building; solids handling building including sludge dewatering equipment, post-lime stabilization equipment; laboratory facilities; yard piping and site utilities; site improvements; plant outfall pipe (landside portion); electrical service entrance facilities; emergency power system; plant-wide computer control system; and all mechanical, structural, electrical, instrumentation/controls, HVAC and plumbing work associated with the expansion and upgrade of the wastewater treatment facility and all other appurtenant work.

● Broad Run Water Reclamation Facility – Contract 1 Master Site & Liquids Treatment Facility – Ashburn, VA - $89.1 million contract for the construction of new 10 MGD wastewater treatment facility, including a septage receiving facility, preliminary & primary treatment facility, carbon treatment, UV disinfection and post aeration facility, chemical storage and feed facility, equalization tanks, odor control facility, and electrical building.
