IT Enterprise Management - 2013 – March 2020

oSole manager of an Agency’s IT and network infrastructure for Access Control, consisting of five domains, server and client hardware, LAN and WAN networks, application configuration and management, system security, Accreditation, and end users.

oPlanned and performed multiple Windows and SQL version upgrades. Obtained $1.3 million funding for, and implemented, hardware refresh across all servers, clients, and network infrastructure (40 servers, 90 clients, 20 switches and routers).

oSolely responsible for all components of the Enterprise. Developed a team of four System Administrators who assist in the maintenance of Active Directory, DNS, DHCP, NEC Cluster, testing, software, and the continual patching and monitoring of the Enterprise.

oDeveloped and maintained System Security Plans and documentation. Achieved System Accreditation. Developed and implemented Change and Configuration Management.

oDoubled the size of the Enterprise through addition of a five building campus. Managed systems conversion adding over 100 direct users and over 4000 facility residents.

Application and IT Enterprise Development at Multiple Secure Sites 2006-2013

oBuilt prototype Enterprise system for US Government Independent Verification and Validation testing of software and hardware and gained Initial Approval to operate.

oBuilt Production Enterprise System. Initially installing application on 6 servers, and 25 clients. Deployed and maintained LENEL Enterprise software and hardware on LAN/WAN networks, growing to 1.6 Million cardholders, 2800 system users, 60 servers, and over 150 clients in five years. Led 7 application upgrades with 25 member teams.

oLENEL Interagency Enterprise Deployment support - Led 30 person technical working group on multi-agency migration to LENEL products. Key member of Badge Interoperability project - developed, tested, and deployed standard HID Corporate 1000 conversion for 17 agencies / 440,000 users; worked directly with Vendor during development of software interfaces across five configurations of access control and database software.

Integrated Security Management Systems 2002 – present;

oManaged $7 million integration of physical and electronic security improvements at Naval Station Guantanamo Bay 2002-2005.

oPerformed dozens of physical security assessments and developed project plans.

oImplemented corrective plans, including revision of Standard Operating Procedures, installation of badge readers, surveillance cameras, sensors, and software configuration.

oMultiple projects involving LENEL, video, communications, sensors, and ATFP.

oProjects:

oData Integrity – discovered data integrity issues within a 1 million record database. Developed constraints to prevent further issues, and mitigation methods to resolve existing data integrity items.

oEmergency Accountability – a ten year project which culminated in real time accountability of everyone in each facility for First Responders.

o Continuity Of Operations – in addition to hardware and software recovery, worked with leadership to develop prioritized restoration schedules.

oActive Shooter Response prototocols – worked with Security Forces and Senior Leadership to develop procedures and configure system for Response Teams.

oPerimeter Portal – ten year project leading to Access Denial capability based on badge access at the perimeter. Involved multiple presentations to departments and Senior Leadership. Have stopped over 240 deny access personnel since Apr 2018.

oCritical Infrastructure and Asset Accountability – implemented mitigation for single points of failure across the Enterprise. Configured database and application to allow for accountability of over 19,000 physical security assets.

oUser based feedback and system improvement – direct interaction with over 2000 direct end users enabled continuous improvement of the application and database.
