Served as principal officer for USAID Mission to Democratic Republic of Congo (formerly Zaire), preparing emergency assistance programs for displaced Congolese. Organized and implemented the close-out of the largest USAID Mission in sub-Sahara Africa, performing all contracting duties.

Prepared monthly option memorandums for Senior Management decisions to facilitate rapid implementation of re-engineered operational processes IT software/hardware. Led preparation of annual program and operating expense budgets, negotiated bilateral agreements with host government officials. Oversaw preparation and compliance with Agency’s worldwide program budget, working with each of the Agency’s geographical and technical bureaus.

Designed and implemented USAID/Malawi Bunda College of Agriculture Program which involved design, and constructions of classrooms, labs, student and faculty housing as well as auditorium and gym.

Designed and implemented Tanzania Village Midwife Training program in collaboration with the World Bank technical advisors,

Designed Rwanda’s Food Storage and Marketing Program which involved food silos which purchased and stored haricot beans during harvest and resold them where ever food shortages appeared throughout the country.
