This vast array of professional experiences allows me to bring a wealth of knowledge and training to any position I would assume in any organization. My experiences also include a high degree of safety, management along with sales & marketing and leadership. I have extensive familiarity and awareness of local government regulations and needs working with all 2,564 municipalities in Pennsylvania. I have excelled in pavement preservation with knowledge of many types of roadway work, products and processes working with States nationally, local governments and the industry across the Commonwealth of Pennsylvania. I have previously worked in PennDoT’s, Construction Unit as a Project Engineer over seeing road and bridge construction projects with values up to 70 million dollars oversight of more than 30 bridge projects. As well as a Division Chief in Municipal Services over Engineering and Payments a 350 million dollar annual program Commonwealth wide of road & bridge engineering and construction projects for Pennsylvania Municipalities. Also 40 plus years in concrete design, estimating & construction of residential & commercial projects.

Fill a position requiring Bridge & Highway, Iron work, Bridge Jacking of two 3 Span bridges, Coatings Insp, with full containment paint removal and monitoring. Concrete parapet and deck repair Type-2 and 3 & Asphalt paving knowledge with Traffic Control. The project was a 3million dollar rehabilitation project of 6 PennDoT bridges on Interstate 0081.

Innovative Traffic Control short term long term lane closure practice to allow longer term work goals to be accomplished.

Jack existing steel superstructure to allow new bearing replacement and perform structural steel and splice plate repairs on girders.

Replace Rocker bearings with High Load Multi Rotational bearings & Elastomeric bearings also raise pedestals.

Full containment structural steel Bridge painting.

Replace expansion dam glands.

Install epoxy based surface treatment. Perform concrete repairs to substructure columns, Piers, box beams and deck as I sounded and deemed necessary.

In plan review found concerns & mistakes also able to point out value engineering prospective.

I did uncover a void 8x8x24 under abutment # 1 NB footing & approach, which we bored through the roadway and pumped with grout.

Quality Control Manager, Central Region

Hired to resolve on ongoing crisis in the Central Region of the

P3 Rapid Bridge Replace Program.

The largest Public Private Partnership (P3 project) in the Country consisting of replacing 559 bridges in 3 years. Resolving critical infrastructure needs.

Responsible for 200 plus bridge replacements.

Applied leadership, administration skills along with a higher level of quality control experiences to help allow the region to function properly with a higher level of quality control and quality assurance.

Accomplishments were to bring QC / QA, Engineering and Construction to a functional operational level that was in our client (PennDoT’s) best interest. Responsible for resolving engineering and design challenges with the program.

Also responsible for two separate bridge inspection programs 2016 (1) working with an engineering firm as PennDoT and 40 inspectors from multiple engineering firms to include scheduling, inspection QC/QA & documentation. 2017

(2) Working with an engineering firm and their responsibility to provide 60 inspectors to the region and provide acceptable & QC/QA.

Provided leadership, administrative, engineering and quality directives in the field and office all to allow the Central Region to perform well.

Working with Public Private Partnership program from the onset in other positions to present I possess a very good understanding of P3 and the successes and short falls of the program to pass on to others in the construction field or next projects.

Developed a Transportation Engineering subsidiary of Quandel Enterprises.

Working as an Engineering Operations Manager

my goal was to build the Transportation Engineering wing of Quandel Engineering. I developed an elite CI,CM staff and to later lead into bridge design/build.

I had written SOI’s rated in the top 3, gained contracts on major consultant agreements; two 5 year open end agreements.

A Federal Aid Municipal Project completed in Shippensburg. On going municipal agreements, contracted and bid a Quandel Construction union work force,

Performance Construction Services (PCS) on PennDoT projects…I held a salary position and made myself billable at times.

Maintain a legislative watch and communicate my findings of Acts, legislation, codes, specification changes and updates. Involved in P3 Program as it is developing.

I had gotten PCS and Quandel Construction prequalified to do PennDoT work and presently in the process of getting Quandel Construction prequalified to do PennDoT bridge construction.

Developed a Construction Inspection annual training program for Quandel in house support. Developing a Municipal Transportation Program to assist guide and help municipal governments

Position Accomplishments to name a few:

Starting with nothing other than a dream and a belief I developed the New Products Evaluation Program for Lower Volume Local Roads,PennDoT Publication #447. This process encompasses choosing products that are not PennDot approved but can be designed for, applicable to and cost effective for lower volume local roads in Local Governments. This allowed municipal liquid fuel funds to be expended on these products and processes when they were not PennDoT Materials approved or in Pub 408 but listed in publication 447.

I developed a testing procedure with two independent Laboratories, specification writing requirements, a review panel, a funding source, and a publication to house the materials and processes approved.

Assisted the Director in forming a Statewide LED Committee. The purpose was to bring about the awareness of LED Traffic signalization, needs and funding. Helped move along the approval of the yellow signal lense in Pa., searched out funding options and possibilities. Made contact and opened communication channels with State Representatives, the Public Utility Commission, statewide energy producers, ESCOS. Worked together on bringing the awareness, cost savings and benefit to municipal governments.

Digital Infrastructure Management Security System, DIMSS. This was a successful pilot program funded by PennDoT’s Highway Administration. The GIS/GPS program was piloted in 5 selected Boroughs; CampHill, Mechanicsburg, Middletown, Paxtang and Pennbrook with each Borough given a tablet computer to collect a particular type of infrastructure information. The hope was for a second pilot or continuation to upload or transfer this information to Counties, PennDot and surrounding municipalities.

Highway Transfer Program ( Turnback Program) This was an ongoing program I managed where the ownership of a State Highway is transferred to local government ownership and control. This included the review and approval of contract roadway & bridge construction work to put the roadway into an acceptable condition prior to transfer. Worked with 20 PennDoT District turnback coordinators across the Commonwealth.

Super Pave CD, Worked with a team to develop an educational tool from an interactive CD. This CD was used Commonwealth wide in the transition from marshal mix designs to SuperPave. 10,000 CD’s were distributed to municipalities, engineering firms contractors and associations.

Electronic Update and Change in Programs, Worked to bring new technology to the Department and Municipal participants. The move towards paperless programs without abandoning relevant information.

Bureau Finance, I have worked to minimize and protect Bureau spending and have managed a budget for the Bureau Division successfully.
