SUMMARY

This resume’ is focused primarily on the education and experience acquired with regard to the various facets of preservation, coatings, linings & membranes within the offshore, subsea, general construction & shipbuilding industries. Responsibilities included but was not limited to specification writing, estimating, planning, bidding, contract negotiation, application, project management, quality control/assurance, failure analysis and/or expert witness. The majority of the positions held also required background checks, DBIDS (or other base access requirement) and a secret security clearance. The purpose of this resume’ serves to secure a position within the industry that can best utilize my skills, knowledge, talents and contributions.

Apr. 2016 - CCAT Team Lead (Pearl Harbor, Hawaii)

As the CCAT Team Lead for Pearl Harbor, HI, Mr. Luke performs as the local technical expert for the CCAT team and provides technical knowledge and understanding of corrosion control issues, solutions, and requirements during all ship support periods. He has an extensive practical and theoretical knowledge of corrosion control technologies, preservation tools, coatings systems, and corrosion control procedures used on U.S. Navy ships. He is able to effectively communicate this knowledge to his team members, as well as Ship’s Force. The combination of his communication, leadership, and teaching skills enable Mr. Luke to assist in the planning and execution of Ship’s Force preservation efforts and corrosion control training. He has shown considerable skill and experience with understanding and overcoming the constraints associated with shipboard organizational level corrosion and prevention maintenance.

Mr. Luke designed, implemented and provided oversight for the company’s quality control program. He coordinated all shipboard work activities and provided oversight for safety, health and environmental (SHE) programs. He provided RFP & RFQ estimates & proposals, demonstrating his knowledge of the fiscal side of corrosion control. He also provided supervision and oversight on all deck covering systems scheduled for installation aboard U.S. Navy Ships home ported at Pearl Harbor. The deck covering systems included traditional non-skid, peel –n- stick, PRC, terrazzo, stratica, electrical matting, porcelain tile, and quarry tile. This project provided Mr. Luke with the opportunity to display his experience with new corrosion control technologies and his ability to demonstrate how they may be implemented on Navy ships.

Mr. Luke provided all oversight, scheduling, planning and guidance for preservation, passive countermeasure systems (tiles) and labor force. He provided overall supervision with regard to contractor implemented preservation requirements governed by NSTM Chapter 631, 634 and Standard Items 009-26 and 009-32. He was granted the authority to govern all aspects of preservation to include all critical coated spaces (Underwater Hull, Flight Decks, Forecastle’s, Vertical Replenishment Decks, Vent Plenums, etc.), all Weather Decks, Superstructure & Masts and all interior spaces (Bulkheads, Overheads, Decks and misc. appurtenances). This role gave Mr. Luke tremendous experience with the variety of spaces on U.S. Navy ships and allowed him the opportunity to better understand the different facets that compose a U.S. Navy ship.

Mr. Luke’s main focus of work targeted preservation of ships tanks (Potable Water, Fuel/Oil, Feedwater, etc.). He handled all aspects of the marine coatings division from submitting cost proposals to contract negotiation. He also supervised all aspects of contract implementation with regard to preservation and corrosion control processes including decontamination, surface preparation, coating application, chlorination and tank closure.

Mr. Luke managed quality control, planning and estimating. He provided ‘SHE’ oversight to Aircraft Carriers at North Island San Diego, CG’s, DDG’s, FFG’s and Submarines at Pearl Harbor and Submarines Point Loma, San Diego, all the while commuting regularly between Pearl Harbor, Hawaii and the southwest coast of California. He was directly responsible for work accomplished by both surface ship and submarine preservation teams. He was actively engaged with all aspects of planning, coordinating and scheduling of corrosion control and preservation required tasks on interior and exterior surfaces of U.S. Naval Surface and Underwater Fleet ships.
