Mr. Wells has more than 20 years’ experience in the construction and repair of petroleum refining, petro chemical, paper mill and power house facilities specializing in the fabrication, installation, and field routing of process and utility piping systems. Additional fields of knowledge and experience include installation and fabrication of structural steel, oil field fabrication and installation, and process heaters. He has worked for several clients including ExxonMobil, Conoco, Valero, B.P.Carson, B.P. Texas City, Western Refinery, Southern Power, Keystone Pipeline, Tesoro, Pandora, DuPont, Sinclair and Motiva. His duties have included procurement, planning, estimating and executing all mechanical aspects of a construction project. He is familiar with the Microsoft suite of programs.

Representative assignments include:

Sub – Contracting Coordinator, MOTIVA, Convent, Louisiana. Managed and overseen all construction activities for the entire Tank Farm. Redesign, and upgrade of the units overall capacity, volume flow, and environmental upgrades. Reported daily and on command to the Motiva project manager. Work as a Motiva employee and representation. Duties included all updates with engineering and contractors as well as troubleshooting and design or contractor situations.

Construction Superintendent, Chevron, Baytown, Texas. Scope included managing all crafts of new construction Refinery expansion. Reporting directly to Chevron constructing Management Teams.

Piping and Mechanical Superintendent. Methanex, Geismar Louisiana. Scope included managing all crafts of my specified job assignments. This project was a Methanol unit disassembly from Chile and rebuilding in Geismar.

Construction Manager / Q.A.Q.C Manager, Tosco Refinery, Houston Texas. Scope included. Overseeing all aspects of construction and creating Construction Packages. The project consisted of construction of a multiple liquid Loading Transfer Terminal. To follow all of guidelines of the refineries and companies contract and Safety programs. Finishing on time, under budget, and incident free.

Area Construction Manager, Keystone Pipeline, Cushing, Oklahoma. Scope included construction of the Cushing Tank Terminal, PS 32, Delivery Station, Plains Direct, Metering, and the Future Distribution. Responsibilities included proper allocation of manpower and equipment resources in co-operation with multiple contractors and company management teams. Analyzed man power and schedule, developed and implemented plan of corrective actions with concurrence of client to ready the Tank Terminal, PS 32 pumps and piping, Plains Direct piping, Metering Station Piping, Delivery Station piping, and the Future Distribution piping for startup. Coordinated all construction activities including pipe, structure, civil, millwrights, and electrical. Informed management of any problems, issues or concerns and provided feedback when additional action was required.

Multimillion-dollar construction of a Methanol Power Plant. Responsibilities included ensuring critical milestone activities were recognized and addressed related with the schedule and compliance to contractual requirements of the project. Overseen fabrication and installation of piping and supports in the Gas Recovery unit.

Pipe Superintendent, Valero Hydrogen Plant, Port Author, Texas. Scope included a multimillion dollar new construction of a Praxair Hydrogen Plant built inside of the Valero Refinery. Responsibilities included fabrication and installation of piping for the entire project. Coordinating work schedule and manpower placement for the critical milestones of the Project.

Turnaround Project Manager / Planner, FCCU, HCU. B.P. Carson City California. Scope included an air quality upgrade to the existing Wet Gas Scrubber for the Fluid Catalytic Cracker Unit # 3 (FCCU-3). The scope of the project included erection of two new Selective Catalyst Reforming Reactors (SCRs) during the preturnaround phase of the project. The replacement of the unit Flue Gas Ductwork, replacement of the Quench Water system and upgrade of the three existing CO Boilers. These activities consisted primarily of coordination and schedule development between Turnaround Welding Services, Altair Strickland, B.P. Turnaround Management Group and the subcontractors that were to perform the work; fulfilled an execution role and transitioned into the Site Manager position for Altair, T.W.S. to complete the project during actual outages.

General Piping Superintendent, FCCU, SRU, and 4 gas, Sinclair Refinery, Sinclair, Wyoming. Scope included piping upgrades throughout the Refinery. Replacement of two gas compressors in the HCU. Responsibilities included overseeing of all piping fabrication and installation for pre down and turnaround. Coordinating all craft departments to meet critical milestones.

Project Superintendent, Arc Light, Cogen Power Plant, Hobbs, New Mexico. Scope included new construction of a Cogen Power Plant. Arriving on site as subcontractor while project was projected to be one month behind schedule. Implementing a new document control program and setting up proper coordination with the onsite construction management team. Thus turning the project around and finishing one week ahead of schedule. Responsibilities included planning and coordination of the entire Power plant through all crafts.

Pipe Superintendent, Tesoro, Martinez, Ca. Scope included installing the Blow Down system per 2010 OSHA deadline. Responsibilities consisted of fabrication and installation of all piping on the blow down system. All pre down planning and scheduling, turnaround coordination, and hydro testing. Other duties were assisting operations on startup.

Planner / Superintendent, Methanex, Trinidad, Tobago. Scope of work was to assist the maintenance team on Plant repairs throughout the Plant. Responsibilities were to plan and execute the Maintenance shutdown. Supervising the local contractors during pre-down and during the shutdown. Implemented an employee training program and an up to date safety program.
