Specific Tasks
(1) To manage electrical installation works.

International Fund for Agricultural Development (IFAD) Ministry of Agriculture Kasama, Zambia
Position: Quality Assurance Engineer, Nov. 2015 to Mar. 2020. Engineer Chanda was responsible to the Local Agricultural Investments Manager
(LAIM) to efficiently design and supervise all infrastructural works in order to effectively contribute to the attainment of programme objectives. This programme was funded by the International Fund for Agricultural Development (IFAD) to help the Government of the Republic of Zambia eliminate post-harvest loses through the construction of storage sheds, feeder roads, bridges, weirs, rehabilitation of agricultural camp houses, farmer training centres, among others in Luapula, Muchinga and Northern Provinces of Zambia, covering a total of 24 districts. The project involved extensive travelling. The programme was implemented from 2012 through to early 2020.
Principal Accountabilities
Specific Tasks
(1) Supervised the rehabilitation and electrification of agricultural camp houses and construct new waterbone toilets and bathrooms.
(2) Prepared designs, working drawings and BOQs for the rehabilitation and construction works for tendering purposes.
(3) Provided Engineer’s project cost estimates for purposes of preparing Annual Work Plans and Budgets (AWPBs).
(4) Assisted the Ministry Procurement and Supplies Unit, at Provincial and National levels to prepare solicitation documents pertaining to the infrastructure works.
(5) Assisted the Ministry with the selection of Contractors.
(6) Ensured efficiency and quality of execution of works through close and regular supervision of works.
(7) Resolved contractor concerns related to signed contracts.
(8) Ensured that all works done by Contractors meet minimum standard requirements.
(9) Verified that Contractors carried out material tests according to standards, and ensured that the results such tests are credible.
(10) Ensured that standard operations are observed by Contractors and that Contractors had and used appropriate equipment.
(11) Ensured that Contractors observed safety regulations/standards.
(12) Reviewed and certified Contractors’ Payment Certificates.
(13) Reviewed, approved and oversaw Programmes of Works as prepared and submitted by Contractors.
(15) Participated in site meetings as were scheduled.
(16) Prepared and subjected for approval by authorities, issued Variation Orders relevant to the successful completion of works.

Position: Electrical Engineer/Team Leader, Sep. 2013 to Sep. 2015 Engineer Chanda supervised Rural Electrification Authority (REA) projects for the contract for the supply, delivery, installation and commissioning of grid extension lines and transformers in selected rural areas of Zambia (Mushindamo project, 41km, North-western Province, Namwala project, 56km, Southern Province and Samfya project, 34km Luapula Province). Worked with contractors, engineers, surveyors, foremen, technicians, linesmen to ensure projects are delivered on time and within budget and was responsible for safety, Factory Acceptance Test (FAT), construction supervision and project timescales.

(a) General Supervision of Construction
Executed, with close participation from REA the following:
(1) Preparation of the program of works; work methodology, safety policy statement, work schedule and other documents prepared by contractors according to the contract document.
(2) Adjusted and modified the scope of works to actual field conditions, whenever necessary.
(3) Monitored the daily work progress.
(b) Conducting of Factory Acceptance Test-FAT
(1) Jointly conducted FAT with REA to ensure materials and equipment procured are to the prescribed specifications.
(c) Construction Supervision
(1) Coordinated, supervised and inspected the construction activities conducted by foremen and linesmen.
(2) Issued instructions to foremen for the improvement of works subject to REA’s approval.
(3) Reviewed and checked quantities of works conducted and compared such to the timeline schedule.
(4) Prepared Contractor invoices and submitted to REA.
(5) Controlled progress of works and initiated corrective measures if required.
(6) Prepared daily, weekly and monthly interim progress progress reports.
