I was responsible for the monthly operational expense budget-to-actuals analysis in accordance with the Sarbanes Oxley Act and forecasting based on those results. I performed the analysis for and created the monthly headcount report. Duties included ad hoc financial analysis and reporting in response to internal requests.

Outside Plant Fiber Optic Network Engineer

MCI Communications Services (dba Verizon Business Services) (Little Rock, AR: January 2018 –August 2018)

Part of a team that evaluated and planned capacity increases and densification of existing fiber optic networks and build-out of expansion networks. Focused on maximizing customer growth, increasing revenue, and ensuring continued reduction of expenses. Extensive vendor management including review and approval of permit packages, and applying pressure to meet goals. Role included calculating and purchasing necessary fiber cable sizes and lengths, and outside plant hardware such as fiber termination panels and fiber tails. Attended one-week intensive Fiber Optic Outside Plant training.

Wireless Project Implementation Engineer – Network Engineering & Ops

Verizon Wireless (Little Rock, AR: January 2009 - December 2017)

Project implementation and project management across a territory comprising 14 states and encompassing forty-two (42) mobile telecommunications switching centers. Intensive concurrent multi-project environment with tight timelines.

Successfully completed projects include:

Voicemail box migrations of millions of subscribers to new platforms, and decommission of retired platforms.

Designed and implemented expanded Voice Over LTE (VoLTE) reliability testing before launch.

Deployment, integration, and testing of Self Optimizing Network technology (SON.)

Installation and turn-up of 4G Commercial Mobile Alert System (CMAS) including three LTE in Rural America Participants/companies (LRAPs.)

LTE and VoLTE Analytics GeoBlade upgrades and new deployment.

Led team that analyzed expenses of fleet vehicles across 14-state area and made recommendations for cost savings.

Switch engineering duties for four formerly-Alamosa Lucent 5E switches.

Wireless Network Switch Engineer / Capital Budget / Project Implementation

Alamosa PCS (Leawood, KS: January 2004 - March 2006)

Capacity planning for Alamosa’s 14 switches including scenario analysis of new technologies. Capital budget creation for switch engineering. Project implementation of all switch capital projects, including CBRS. Engineering responsibilities for two switches. Created three-year pro forma capacity and financial scenario analyses enabling comparison of changes in outside vendors and technology. Alamosa PCS was a national wireless telecommunications provider. Alamosa was acquired by Sprint Nextel in March, 2006.

Regulatory Financial Analyst / Technical Expert Witness

Missouri Office of the Public Counsel (Jefferson City, MO: June 1995 - January 2004)

The Office of the Public Counsel is a Missouri state consumer advocacy office for public utility ratepayers. I was responsible for qualitative and quantitative financial and regulatory analysis of public utilities for cases before the Missouri Public Service Commission, including preparation of written direct testimony, rebuttal of opposition testimony, negotiations, and serving as a technical expert witness subject to cross examination by various parties. Highly independent position with focused interaction with other disciplines: legal, accounting, economics, and personnel from state government and high-level public utility management. Required interpreting and applying state and federal regulatory statues.
