Space Ground Systems Lead Engineer & Architecture SME, Mission Engineering Systems & Integration (MSE&I), Space Development Agency, 2020- present.

As the Lead Ground Systems Engineer, I manage a team of Integration specialists building the foundation for the Space Development Agency (SDA). Chief responsibilities include maintaining system interface action for Ground Entry Points (RF & Optical GEPs) Crypto, Tracking, Transport, Test and Evaluation, Warfighter, Launch, and Schedule (IMS/TIMS) for internal SDA design of inaugural systems as well as support systems within Lockheed Martin, Harris/L3, York, and Space X. This highly technical and demanding role includes coordination across all space defense agencies (Space and Missile Systems Center SMC, Missile Defense Agency MDA, DARPA, Air Force Space Command, Space Force, and OSD.

System Engineer & Technical Advisor (SETA) Office of the Chief Architect, Ground Enterprise Division (GED), National Reconnaissance Office (NRO) 2019-2020

As program deputy for the NRO Future Ground Architecture (FGA), I supported the delivery of technologies bridging overhead systems to mission partners, providing a foundation to preserve national security from current and emerging threats. This assures NRO capabilities through comprehensive System Engineering Plans enabling space protection through data visualization and close stakeholder & program office relationships supporting budget, contract management, multiple Prime and Sub deliverables, source selection, proposal consultation & strategy, Agile and SAFe development processes for the orchestration of elements guiding mission planning. Additionally, I support the augmentation of Intelligence though the use of systems supporting situational awareness, detection, monitoring/tracking, and providing metrics, scheduling, C2, and early warning systems, capitalizing on massive increase in data sources and volumes through integration with commercial, tactical, and non-traditional agile acquisition approaches.

As a Space Systems Engineer & Technical Advisor for the National Reconnaissance Office, Cyber Security Operations Center, I served as the lead SETA, managing the Cyber Defense Enhancement Initiative (CDEI), for the Defense Cyber Operations (DCO) for CSOC where I led multi-agency efforts in cyber defense modernization and strategy for space cyber defense for ground stations, launch sites, on-orbit Infrared launch detection, and next-gen equities maintaining, liaison & outreach, Intelligence Driven Sensor Management, Industrial Control Systems/SCADA. This pivotal role spearheaded a first of its kind integrated mission planning for systems across all NRO mission Directorates and Offices (DOs), incorporating outside the perimeter defense to COMM, Risk management, Gap Analysis, systems vulnerabilities, MOD, OS&CI, OS&L, MS&O ICS/SCADA, MDA, SMC, GeolNT systems, Exercises & system testing, and Mitigation Plan reform. As the Project led for the IT system design and Private Sector integration, my role encompassed standing up the newest FBI Office of Private Sector's (OPS) systems communications and Cyber Security data exploitation platforms. Among the systems projected for integration are: Cyber forensics digital exhaust exploitation, Cloud Integration/Icite, ServiceNow, Heat, Axios, HP, Going Dark, encryption, inter/intra agency coordination and data sharing, Metrics & Matrix formulation and requirements verification for collections platforms, and many others. As the Cl & Insider Threat SME/PM, to the DSS industrial security mission, I led a team collecting and tracking disperse information from various data sources, executing briefings for senior agency directors, designing case management CONOPS & SOPs, conducting investigations & interviews, and writing policy (most notably, the NISPOM Change 2). In addition to designing future IT systems for the DSS Insider Threat program, I executed the acquisition and installation of a first-of-its-kind user Monitoring System hardware & software while managing the IA accreditation for the Raytheon Tools monitoring over 1500 endpoints. Tightly coupled, I led a Joint task as the Sr. DSS Strategist to the National Insider Threat Task Force as a guest speaker and member of the Training and Implementation curriculum designing a NEW governmental insider threat professional career track.

As a SME for FBI task force for Insider Threat liaison officer to the NRO, I provided organizational SOP expertise for analysis and program system implementation to multiple agency User Auditing and Monitoring (UAM) programs as well as system architecture for collection and organization of re-engineered programs under Executive Order (E013587) for over 78 Non-Title 10/50 agencies and over 240 micro agency's insider threat programs. As an Intelligence Officer for the DIA Enterprise Management, Insider Threat/information Assurance Group, I led a team responsible for authoring policy comprised of DOD wide CI mission initiatives incorporating all intelligence sources SIGINT HUMINT ELINT MASINT...Editor and architect of congressional directed action (CDA) Comprehensive DOD Foreign CI Program (FCIP) Strategy, providing direct consultation service for CI budgeting to Congressional Intelligence Committees directly impacting Cl Campaigns, Analysis & Production, Operations, Cyber Crime Center (DC3), JITF, Research Technology Protection (RTP), Enterprise Information Technology (IT), under the auspices of Congressional Budget Justifications Board (CBJB) in addition to creating key leadership policy reforms and analysis studies for top five CI Campaign target countries. Lead Russian Strategic threat expert managing analysis of Russian intelligence threat to DOD Cl Operations through production of cumulative intelligence products outlining current Foreign Intelligence threats from Russian activities against U.S. interests. Special Agent, Counterintelligence Surveillance Operative, Surveillance Specialty Team (SST) AFOSI 3rd Field Investigations Squadron, Lackland AFB, TX (2010 — 2012)

Sr. Agent and Aerospace surveillance program manager for a team AFOSI Joint Surveillance Investigative Support Mission as well as the AFOSI program manager for Wideband SATCOM & wireless communications, as well as the Air Force frequency & spectrum management program for AFOSI. Duties included authoring articles and briefings addressing Cl, terrorism and geopolitical issues effecting U.S. assets abroad as well as maximizing effectiveness of clandestine movements on missions with tailored link analysis of FISS/FIE threats to DOD operations and U.S assets worldwide. Provided strategic surveillance intelligence assessments for all CCMDs as well as coalition partners during foreign exchanges. Produced Lead high priority NCS, FBI, and OSD directed surveillance operations worldwide encompassing over 4800 hours of on the ground surveillance operations. Special Agent, AFOSI Detachment 602 Andersen AFB, Guam (10/2008 - 6/2010)

Chief of Air Force Counterintelligence Program for the Island of Guam, and five Asian embassy locations managing a wide range of CI investigations for the largest area of responsibility (AOR) in AFOSI including HUMINT collections initiative during deployments to Pacific Air Force (PACAF) Secretary of Defense directed missions to 11 Asian countries. *The First AFOSI special agent operating HUMINT & SIGINT collections on the ground in Vietnam since Vietnam War in Air Force Cl capacity. Additionally, I was the Fraud Investigations Chief of Operations, Managing and conducting investigations and examinations focused on central systems and base level economic fraud for contract and acquisitions crimes against the DOD in the Pacific.

• Deployed to Kandahar Air Field (KAF), Afghanistan in HUMINT collections in support of Operation Enduring Freedom: Founder and Developer of Four Eyes (Canada Great Britain, Australia, U.S.) intelligence community fusion cell within KAF supporting sharing of inter-government security posture and intelligence / CI operations fast tracking information to the J2, JITF, Counterintelligence Coordinating Authority (CICA), and combatant commanders / battalion commanders (*including in person briefings for U.S. Air Force Lt. General Gary North, 9th Air Force Commander, Gen Norton A. Schwartz, USAF Chief of Staff, and subsequent commanders on the ground.

Special Agent, AFOSI Detachment 105 Robins AFB, GA/ Det 331 Andrews AFB, MD (2005 - 1998)

As Chief of Central Systems Fraud Program manager & Fraud Examiner for Warner Robins Air Logistics Complex (WRALC) and the Pacific Air Force Command (PACAF) with a sharp focus on Air Force installation security & Foreign Industrial Programs responsible for ensuring national security initiatives as well as expert Continuous Risk Evaluation for Air Force government contracting and Acquisition offices, I specialized in investigating cases of government fraud allegations investigations over 150 foreign military sales offices (FMS) and CI exploitation of asset contact with foreign government initiatives collecting against U.S. Open Skies treaty, and Program Threat Assessments protecting over $2B of DOD resources and assets resulting in felony investigations including crime scene searches, evidence collection and preservation, laboratory analysis, as well as testifying to PNG foreign bad actors. Testified in numerous court-martials, Felony trials, interviewed key witnesses, and performed interviews of persons suspected of committing major violations of the Uniform Code of Military Justice and U.S. code. Obtained prosecution of felony crimes including a base narcotics ring and contract fraud.

• Deployed to Ali AB, Iraq in support of Operation Iraqi Freedom: Directed Foreign Contract fraud investigations as well as HUMINT collections team conducting both inside and outside the wire missions through the use of human sources and Technical means providing CI support to battalion and installation commanders. Asa Dual-hated manager serving as Iraq geopolitical and terrorism all-source intelligence analyst for Ali ground Cl mission supporting AFOSI, USCENTCOM; producing intelligence products supporting JTTF national level initiatives. Responsible for maintaining and posturing protective assets on provincial and state sponsored terrorism activity. Combat tested experience with enemy TTPs in Iraq including Counter Improvised Explosive Device (CIED) and enemy IED development and tactics, lead Installation Insider threat investigations, and VBIED manufacturing exploitation efforts.
