I currently serve as a Supervisory Branch Manager for Microelectronics Supply Chain Risk Mitigation (SCRM) Counterfeit Assessment Branch Manager with the Naval Surface Warfare Center (NSWC) Crane Division. The Supply Chain Risk Management (SCRM) & Counterfeit Assessment Branch is devoted to the identification, verification, and mitigation of threats to the critical design, manufacturing and distribution infrastructure of DOD Microelectronics.

The Branch Mission is to Provide National Leadership in managing threats to the DOD microelectronic supply chain. My Vision for the branch is to be the recognized DoD Center of Excellence for identifying, verifying and mitigating threats to the critical DOD microelectronic supply chains. My current activities include development of a novel database that incorporates Artificial Intelligence and Machine Learning that provides analytic and quantitative data on microelectronic parts manufactured in China and other suspect Countries. Database captures analytic data on manufacturers, Board of Directors, Education Bonafides, corporate legal actions, design locations, fabrication facilities, packaging facilities as well as collaborative efforts between manufacturers. My current responsibilities involve developing cyberspace plans, strategy and policy that support and align with Organizational Cyberspace Missions and Initiatives in the following areas: National Security, Emergency

Preparedness, Physical Security, Industrial Security, Communication Security, Operations Security, Cybersecurity, Security Architecture, and Signature Reduction. I recently submitted my branch business plan that established goals for growth and areas of technology exploration needed to establish branch capabilities as a National Center of Excellence for NSWC Crane Trusted Microelectronics.

I actively and successfully negotiate acceptance of recommendations with team leads and branch employees. Results also include changes to resources and/or ongoing projects and program support. I successfully discuss process improvement strategies to increase program efficiency with peers and Division Manager. Moreover, I successfully raise cogent arguments with peers to implement recommendations for organizational and management improvement.

Part of my daily duties and responsibilities include the evaluation of internal and external strategic factors that influence the scope of work performed by employees. I also work with employees and help propose solution strategies to improve customer alignment and value. I also propose solution strategies to improve work force learning and growth and have been proactive in implementing training ideas and strategies for new employees. My branch has also been actively involved in formulating and publishing guidance for Trusted Microelectronics Policy for NAVSEA and the Navy for Counterfeit Parts as well as having developed handling of counterfeit parts by implementing process procedures and updating changes to established procedures. • I coordinate program management administrative support activities for an organization (e.g., planning, personnel management, resource management, administration, facilities, logistics, contracting)

Senior Logistics Manager Spectrum Warfare Systems Countermeasures Design Branch IR/RF Systems Technology Division, Naval Surface Warfare Center Crane IN Directed worldwide logistics efforts, acquisition, and sustainment operations for over 65 configurations of pyrotechnic and pyrophoric flare types for air platforms. Oversaw Conventional Ordnance Deficiency Reports

(CODRS), CODR tracking, updates of outstanding and closed CODRS, Class 1 and 2 ECP Development, Notice of Revisions (NOR’s), Engineering Investigations (EI’s), and Ammunition Information Notices (AIN’s). Key Achievement:

• Successfully mitigated a serious issue involving ordnance issues of misfires and hang-fires onboard one of the aircraft carriers that could have been be a widespread issue affecting numerous ships. These defective flares could place personnel in danger from air-to-ground and air-to-air missile threats. I entered Ordnance Mishaps into the All Weapons Information System database that provided basic information, but not specific categorized information of flare decoys types, lot production dates, trending information and location of flares broken down by type and quantity. The data was stored in various locations and different classified/unclassified content management systems. Conducted an investigation to determine if it was a widespread problem or an isolated incident affecting one carrier. Identified affected lot numbers, production dates, and quantity of expended/unexpended units to specific flare decoy units. Discovered the problem was isolated to one carrier’s lot and was an isolated incident. I created a tool that showed trending mishaps and incidents. I also briefed the PM on the issue that eliminated the need for a Navy-wide Alert or

• Recalls regarding the flare decoys in question. Received a Letter of Appreciation for excellence in performance.

September 2009 - August 2011

Sr. Logistics Manager Surface Electro-Optics & Infrared, Naval Surface Warfare Center Crane IN Implemented the NSWC Crane logistics budgets and activities for the Component Electro Optic Laser Rangefinder System (CELS). Prepared the Program Objective Memorandum (POM) in preparation for NSWC Crane standing up laboratories. Estimated costs of lab equipment and employees needed to support maintenance. Developed Program

Review materials to show past performance and fiscal forecasts. Prepared budgets to ensure funds were available to finance the project. Utilized Project Management Software Tools to monitor the health of financial processes and established business rules to produce cost estimates of personnel requirements for current and out-year projects.

Key Achievement:

• Successfully identified logistics gaps for a customer that was inadequately prepared to provide organic logistics support to the CELS System and would require a large expenditure of funds by the PM to mitigate the open gaps. The solution was to withdraw participation for funding by NAVSEA IWS2 and establish Crane as the in-service engineering agent for the CELS System. March 2008 – September 2009

Senior Logistics Manager Team Lead, Airborne Electro-Optics Infrared Systems, CH-53K Marine Heavy Lift Helicopter, Naval Surface Warfare Center Crane IN Implemented and managed acquisition logistics support and policies to support Marine Heavy Lift Helicopter valued at $3-5M. Developed an acquisition and sustainment logistics plan to provide programmatic ILS lifecycle logistics support to NAVAIR PMA 26. Managed a coalition between Purdue University professors, scientists, engineering students, private contractors and government employees to develop Nano/Micro Electronic Mechanical Sensor (MEMS) for center of gravity studies, composite material repair and wireless MEMS condition based maintenance efforts. Acquired funding for the project by locating a government agency who could contract with Purdue University and provide money directly to the University. Managed daily activities and monitored project milestones from design to execution with successful completion on schedule and within budget.

Key Achievements:

• Successfully procured a CH-53 fuselage and transported to Purdue University. Only one commercial company; was experienced to manage the transportation but not authorized by DOT. Applied problem-solving skills providing a solution by using the private defense contractor who was providing labor support for the project to issue a sole-source contract to meet the project schedule and deadline. Received a Letter of Appreciation for the success of the project.

• Designed, developed, and prototyped a hand-held wireless detection system employing Microelectromechanical Sensors in determining rotor-bearing failures for Helicopters.
