PROFILE

Mr. Shao is a PMP certified senior ERP project manager at CACI International and was an ERP program manager at GDIT and an Oracle/PeopleSoft senior project manager at IBM and Infosys for many years. He has over 20 years of experience in ERP/Oracle/PeopleSoft project management, implementation, upgrade, and production support. Led the effort to create Navy Education Training Center (NETC) Student Information System (SIS) Execution Strategy in PME. Managed a large team (employees and sub-contractors) and 30 million-dollar project to implement PeopleSoft 9.2 Personnel and Payroll system for the Navy Pay & Personnel (NP2) project. Led the efforts in the following areas: Transitioning and performing the requirement analysis and data validation, design, development, integration, testing, training, deployment planning and operational support activities to expand the current PeopleSoft HCM baseline. Performed system engineering requirement analysis for applicable requirements to include current DoD or DoN policies and instructions in support of the project initial operating capacity scope. Conducted the technical actions for and facilitated any inter-environment deployments for the project. Developed implementation plans that outline the scope, approach and execution planned for the deployment of a given software release. ERP Program Manager

Led a 20+ member team and managed a 8.3 million-dollar project to provide technical, functional, development, and administrative support services for the active, reserve, retired, and annuitant components of the US Coast Guard, US Public Health Service (USPHS), and National Oceanic and Atmospheric Administration (NOAA) combined Enterprise HR system. Tasks included: the operations, administration, maintenance, migration and implementation of the systems, environments, and applications that comprise the USCG Human Resources Management System (HRMS), known as Direct Access (DA). DA is comprised of the following: Commercial off the shelf (COTS) PeopleSoft products, PeopleSoft HCM 9.2 (including PeopleSoft Global Payroll), ConnectDirect file transfer software, ImageNow and constituent components of document imaging software, etc.

Responsible for daily PeopleSoft O&M/production support, customization/bolt-on implementations and PS v.9.1 to v.9.2 upgrade; assumed product ownership and became main point of contact for all aspects of PeopleSoft HCM; Led all application development efforts; Worked with client’s PeopleSoft and database hosting vendor ADDX for system architecture and DBA related matters; conducted program and project management including scope, time, risk, resource and budget, etc. Tracked tasks in the Remedy System.
