Intelligence Specialist Operations: Tactical Analysis Team US Embassy Guatemala City

Duties, Accomplishments and Related Skills:

Execute DoD liaison activities with Law Enforcement Agencies in the country team at the U.S. Embassy and with Partner Nation for Counter-Transnational Organized Criminal operations (C-TOC). Subject matter expert in Drug Trafficking Operations (DTO) Tactics, Techniques and Procedures in the region.

Proficient in providing verbal and written communication techniques to produce finished intelligence publications, prepare and present briefings, and participate in conferences and working groups in the Spanish language. Daily I use my linguistic skills communicating with Guatemalan Military and Law Enforcement counterparts (DLPT score is 3,3 and I receive FLPP).

Provide direct line of communication with the high-level host nation officials to plan for the possible daily DTO intelligence activities: I have a direct line of communication with the 5th Vice Minister (analog to the Drug Czar in CONUS) and we plan for end game operations for the possible daily DTO activity.

Applies conventional and unconventional Intelligence Operations practices, principles, and methods to detect and deter transnational organized criminal/illicit trafficking activities and operations: I coordinate with PN (Partner nation) operators and Intelligence personnel to organize a response to the impending air and maritime drug arrival by combining efforts of PN LEA and Military elements. I would in real time provide units with intelligence of the possible destination for the delivery to set up end game operations.

Track and monitor illicit commercial and non-commercial flights from other countries with potential illicit drugs. Coordinate with Partner Nation operators and Intelligence personnel to develop tactical intelligence operations plans. Responsible for the Intelligence command center operations during tactical air and ground operations. A similar effort takes place when maritime events take place.

Maintain liaison with domestic and international Intelligence analysts, Intelligence agencies, intelligence components of the combatant commands, law enforcement agencies and embassy country team to discuss mutual analytical problems and production requirements: I have daily interactions with DEA and HSI personnel both agents and analysts. I have produced products for ONI and DEA dealing with Maritime and Air Cocaine Flow. I have mentored new Analysts from both DoD and USLEA who deal with illicit flow and continue to supply them with information for their own analytical use.

I use GTM and US HUMINT and SIGINT to produce tactical intelligence products, disseminated to Country Team members and PN, as required. In addition, I work with DEA and HSI to provide actionable intelligence for ongoing operations such as Operation Homecourt (HSI). I write the TAT Activity reports compiling the week’s events which goes to the Command at JIATF-S and another version goes to the Ambassador and the Country Team.

Intelligence Specialist Operations: Senior Analyst Caribbean Cell

Duties, Accomplishments and Related Skills:

Daily interaction with the Tactical Analysis, Law Enforcement Agencies (FBI, DEA, DHS, HSI, NSA etc.) and Foreign Liaison Officers (French, Dutch and Colombian).

Briefed the J-32 (Operations/Intelligence) and staff daily with latest actionable Caribbean intelligence seeking force allocation for end game operations. Fused all source intelligence for greater clarity of DTO operations facilitating assessments for the targeting briefing.

Used my Spanish proficiency to interpret and translate reports from Partner Nation Agencies. Daily updated JIATF-S organic data bases such as HELIOS with intelligence updates and case results.

Contributed to CCDB (Consolidated Counterdrug Data Base) efforts, sharing case closure information and results.

Prepared the weekly activities report for the Director, JIATF-S which in turn gets disseminated throughout the Intelligence Community.

Intelligence Specialist Operations: Senior Analyst Container Cell

Duties, Accomplishments and Related Skills:

Worked in the Container Cell which was part of the Convergence Targeting Section. My duties included detecting and monitoring illicit trafficking using containers as a conveyance. Coordinate daily with CBP and other LEA personnel as I follow cases to an end game scenario. Use various analytical tools to track ships and containers as I also interacted with the Counter Threat Finance Cell since many TCOs use containers both for contraband as well as bulk cash

Used various data bases both Open Source and others for predictive analysis of DTO drug trafficking movements and then coordinated with operational units for interdiction and or reconnaissance.

I participated in daily targeting meetings where we fused intelligence information and decided where assets would be placed. When applicable I coordinated with Partner Nation Liaison Officers.

There was daily exchange and interaction with US LEA, DEA, CBP, ICE and FBI in support of their cases. In addition, I worked closely with US Coast Guard intelligence personnel on various efforts.

Intelligence Specialist Operations: Tactical Analysis Team US Embassy Guatemala City

Duties, Accomplishments and Related Skills:

Worked with Partner Nation and various US agencies in the Country Team, to include DEA, DHS, NAS, ORA and others involved in Counter Transnational Criminal Organizations (C-TOC) operations. I was the acting TAT Chief from October 2010 through August 2012.

I ensured that TAT was represented at all CT meetings, Law Enforcement Working Group meetings and any other ad hoc meetings the Ambassador convened. I briefed VIPs during their visits to Guatemala on the Cocaine flow.

I was involved in five major High Value Targets operations, providing tactical intelligence, combining partner nation, DEA, and ODA personnel. I was the operations coordinator for all DEA/JIATF-S cocaine seizures.

I played a key role in developing the training doctrine for the Guatemalan Navy Special Forces. With the help of the USMILGRP and DEA, identified the training and equipment gaps which were then addressed, along with advising for a persistent presence from US SBU training cadres the Guatemalan FEN has become a success example for others to follow.

I was part of the team which established the Guatemalan Maritime Intelligence Center (MIC), worked with NAS (INL) and DEA to man and set up a training program for selected PNC personnel. Advised DEA with the selection process for the operators and subsequently coordinated with JIATF-S for training support, throughout my tenure in Guatemala I interfaced daily with the MIC maintaining a strong and professional bond with the unit. During my tenure in Guatemala the MIC was directly involved in over 10 MT of cocaine seizures.

I was part of the team (DEA, MILGRP and TAT) which first conceived the current Guatemalan B-200 program. In conjunction with a Guatemalan representative, we picked out the aircraft from a group of seized airplanes. The B-200 is currently flying sorties in support of maritime as well as land-based targets. Our analysis was limited in country prior to this organic asset as the Guatemalans had no ISR capability, we approached the country team with the MPA/ISR concept sold it and as well to the Guatemalan Command; we extrapolated the enhanced results we could have with this aircraft and its capabilities and now it is a reality. As an ISR asset it provides near real time intelligence and with further training the PED capability will evolve.

Chief of ISRD; commanded the 601 AIS, a component of the 601 AOG (unit carrying out Operation Noble Eagle), for two years during a transition phase from a title 10 to title 32 entity. The division/squadron consisted of 29 personnel including an Analysis Correlation Cell, I and W cell, collection processing exploitation and dissemination section and OSI cell. The 601 AIS received an OUTSTANDING from both NORAD and Air Combat Command after an Operational Readiness Inspection and a NORAD Operation Evaluation in 2007, a first of its kind.

• Researched, developed and presented regional briefings to the Commander-in-Chief, 12th Air Force, on a weekly basis.

• Managed the Officer Exchange Program for Latin America, coordinating all aspects of quality care of 12 officers and their families.

In 2019, I received the Monja Blanca (White Orchid) medal from the Guatemalan government. This award is the third highest in the nation, usually reserved for citizens. I received this recognition for the contributions made for 2018, which was a record-breaking year for cocaine seizures almost totaling 30 metric tons.
