Senior Technical Project Manager, DTMB EPMO, Supporting EGLE & MDARD

Lead on the Michigan Agriculture Environmental Assurance Program (MAEAP) verification system project which offers Michigan farms the means to demonstrate their compliance with best farming practices and provides detailed reporting for state and federal legislators. This includes budget control, requirements gathering, procurement process, planning, in-depth project documentation, business case creation, JAD sessions, User Story creation, Test Case creation and multiple levels of status reporting following the Agile methodology. Managed the development and initial implementation of the ASCAP Modernization project, replacing an aging case management system for MDHHS (Michigan Department of Health and Human Services) specifically dealing with ILS (Independent Livings Services), ACP (Adult Community Placement), and APS (Adult Protective Services).

Organized capture of requirements.

Mediated all alpha, beta, and final releases of software builds.

Developed use cases for design.

Worked with various State of Michigan agencies to ensure integration with ongoing Legacy systems as well as other new systems under development. Facilitated the build out of hardware infrastructure to support the new system, as well as remediating security concerns.

Created RFP, and reviewed vendor proposals.

Served as and lead project manager for Michigan State Police Cybersecurity Task Force, and implementation lead for State of Michigan Air National Guard/Army National Guard Cyber-Security Range. Managed the configuration, build, shipment, and installation of new switches and Windows servers, replacing Novell servers, Lotus Notes, and Windows XP across entire organization.

Efficiently coordinated data migration from old Novell servers to new Windows servers. Disaster Recovery planning.

Designed, developed, and tested the initial customer experience for ordering/re-ordering service with OnStar, by displaying all the possible options from GM and AT&T. This included the switch from Verizon’s CDMA infrastructure to AT&T’s GSM 4G LTE infrastructure.

Handled project scope, schedule, and budget under the auspices of the Project Management Office (PMO); and creep, changes, and budgetary issues reported up to PMO for consideration, remediation, or approval.

Began this project using the GM internal methodology, but it morphed into an Agile implementation. Used Planview for management.

Managed meetings between business analysts, vendors, and business owners (GM Infotainment), and managed preparation of developers, change management for testing group, and release management for all groups.

Troubleshot supply chain issues with Chinese firm who produced the new Onstar unit.

Resolved tremendously difficult challenge of keeping the various groups on the same page, each of whom thought their area was the only "important" one in the project, successfully garnering compromise between all of them.
