I am a very highly experienced program/project manager and quality assurance specialist. I believe that good communications and the ability to motivate, lead, and enjoy working with a diverse group of people is the foundation of excellence in program/project management. Therefore, I have been a Program/Project Manager and SW Development Manager for little over 22 years.

I do also possess the following skills: 1. Assist management in facilitating continuous improvement to assure customers that the quality of products and services are performed through processes which comply with documented standards of an established Quality Management System. 2. Perform complex analysis quickly and easily to get to the "why" behind an event or action to improve business performance. 3. Provide the core functionality to manage processes for communicating, monitoring and documenting compliance activities. 4. I, as Business Intelligence Analyst, created a proprietary Rapid Methodology Process (RMP) to develop business-ready, industry- and job-specific templates for analysis, monitoring, and reporting that quickly address the key issues facing our clients.

As IT Portfolio Manager/Quality Assurance Analyst managed the IV&V processes and coordinated multiple business and software development projects for Clients. I also served as the major IV&V point of contact for each assigned project throughout its entire lifecycle (LC) and facilitated the IV&V planning, management, coordination and execution of end-to-end business and development LCs. I acted as IV&V liaison between the client organization, contractor project teams, functional and technical test teams, and production support teams. I coordinated the efforts of peer SME (Subject Matter Experts) across the entire SDLC spectrum to ensure that IT projects meet standards for system requirements, architecture, security, interoperability, and performance. This will include participation in, and coordination of, SME assessments of applicable system documentation. In an IV&V role, coordinated and facilitated software LC milestone reviews. I wrote milestone review summary reports and certifications summarizing each review with any outstanding issues that need to be resolved.

Technical Requirements-

I do have strong client-facing skills; strong project management experience including the ability to manage multiple projects concurrently; Knowledge of business and software development (SDLC) methodologies; conversant in IT technologies across several platforms including Web, Client/Server, Mainframe, DBA, etc.; Excellent oral and written communication and presentation skills; proficiency with all Microsoft Office tools.

Set the strategic vision and objectives for a given program or project. Served as a team lead and my efforts were to build consensus through the organization to support the project or program’s objectives. I also provided clarity of the project vision, and directed the activities of the project team; and allocated funding and resources to the project; and provided executive authority necessary to overcome organizational obstacles and barriers. I also functioned as the guardian of the business case, and ultimately responsible for project success. I ensured that the project is delivered on time and on budget, and to the required quality standard (within agreed specifications). Working closely with users to ensure the project meets business needs

I ensured the project is effectively resourced and manages relationships with a wide range of groups (including all project contributors). I also was responsible for managing the work of consultants, allocating and utilising resources in an efficient manner and maintaining a co-operative, motivated and successful team.

I do also possess software development experience in military/DoD. I was software configuration control process and procedures manager of NFCS (USA NAVY Project) at Dahlgreen. I also have the ability to work within a team environment, often requiring long hours and potentially variable schedules.

I established and defined the Corporate QA policies, processes, and responsibilities to be used in accomplishing tasks under the Program (Project) Enhanced contract. I also conducted QA audits as scheduled in the Task QA Plan or as events dictate. (Example of event-driven audits are those associated with Physical Configuration Audits or In-Process Reviews); and maintained records of non-conforming items for reference and for "Lessons Learned" actions to prevent recurrence of discrepancies. Ensured appropriate QA findings and corrective actions are presented at reviews as scheduled in the Task QA Plan.

Finally, among the others things, I would like to let you know that I was responsible for Process Control which is making decision and examine and decide whether changes to requirements, system design, and so on, are cost-effective and to be pursued. I was involved in the Configuration Management activities such as baselining and Change Control. Baselining involves the managerial agreement on the content of an investment program or configuration item (e.g., Program Baseline, System Specification, Product Specification or a Specification Review Board). I was responsible for the process of developing, coordinating, approving, and documenting changes to configuration items throughout solution implementation and in-service management phases.
