A term contract supporting the Department of Energy’s National Energy Technology Laboratory (NETL) in Morgantown, WV. The position supported a Federal Enterprise Architecture context applying the full spectrum of Clinger–Cohen requirements and all subsequent Federal EA, IT Capital Planning, Portfolio Management, and IT solutions or service delivery guidance. In this role, assisted in providing best practices expertise to instantiating an evolving EA Program backed by senior management and Business Center managers, and to systematically improve its EA Management Maturity as per GAO’s EA Management Maturity Framework. The effort included business driven EA methodologies using the principles of the Business Rules Approach, guidance from the Business Architecture Guild’s, Business Architecture Body of Knowledge (BIZBOK) and Capability Engineering.

Senior Solution Architect

A short term contract supporting the NIST Information Technology Laboratory’s Information Access Division (IAD) with Multimodal Data Analytics support as a Solution Architect and subject matter expert. The work constituted the Requirements Engineering and high-level design and specification of an innovative program to implement an Analytic Test Bench for Big Data Analytics. The system was being designed to not only support IAD researchers, but also as a potential resource for the new Data Science Program which was to establish external working groups to participate in the formulation of the program.

Supported the CIO and Component Chief Architect (CCA) for the Department of Homeland Security’s Domestic Nuclear Detection Office (DNDO.) Healthcare Architect, DoD Military Health Systems (MHS) TRICARE Management Activity in the office of the CIO’s Director of Enterprise Architecture which managed the Enterprise Architecture Program. The EA team goal was to develop more effective enterprise architecture to advance future military healthcare outcomes. Duties included developing guidance for making Enterprise Architecture information and work products more effective for a wider set of users, especially evolving the target architecture. Provided business development and marketing expertise to internal IT Consulting Divisions. Architecture projects included providing expertise for a winning proposal for an EPA EA Support Task. Provided guidance through data architecture, semantic interoperability, consensus-based standards, and governance policy for the EPA Office of Quality’s redesign of a Quality Glossary for its Agency-Wide program. Developed in-house SOA program to support Business Technology Solution Division practices, including teaming agreements; developed vendor-free training and professional service offerings using world-class independent SOA consultants. Created joint marketing agreements with revenue-sharing to support SOA adoption offerings. Created a SOA white paper to support marketing efforts; management recognized my achievement and encouraged me to publish the paper as a magazine article (See Publications.) Created a cross-agency task force to pilot a Department-wide EA Repository capability. Retired from Federal service at the end of this assignment.

On paid detail to the US EPA’s Office of Environmental Information, Mission Investment Solution Division until April of 2006, working for the Agency Chief Enterprise Architect. Contributed to the overall EA Program through the clarification and development of segment architectures. Assisted the Office of Solid Waste and Emergency Response by providing technical assistance for an Emergency Response Architecture focused on improving information sharing for first responders across EPA Regions. Provided Senior Enterprise Architecture guidance to the Office of Water’s EA Program. Functioned as a trained enterprise architect. Instituted the SEI Software Acquisition Capability Maturity Model, trained my IT team on the Rational Unified Process Framework, used Rational’s integrated toolset, and advocated robust requirements engineering to support all development, integration, and maintenance projects. Instituted the Bureau’s first chartered Investment Technology Review Board to support Capital Planning and Investment Control review methodologies in response to the emerging OMB guidance.
