PROFESSIONAL EXPERIENCE

COKER LOGISTIC SOLUTIONS (CLS), Reston, VA

CEO/Owner, July 1999 – March 2020

Founded, grew, and operationally sustained a multi-national small business delivering logistic and supply chain planning and analysis services, operations analysis, business and military wargaming and strategy, business intelligence and data analytics services, and geo-location technologies to the international public and private sectors.

Successfully won public and private sector business internationally in the UK (15 years), Canada (4 years), Australia (4 years), Germany (1 year), Spain (1 year), Israel (2 years), Singapore (6 months), to include business development, partnering, negotiating, capture management, proposal management, contract management and execution. Additionally, have worked in many more countries to include Mexico, Peru, France, Holland, Norway, Italy, UAE, Dubai, Thailand, Philippines, Guam, South Korea, Japan, and Hong Kong.

For 15 years, successfully developed, marketed, and delivered an in-house analytical capability to the Assistant Chief of Defence Staff (Logistic Operations), providing Operational Analysis to the UK Ministry of Defence, supporting Defence Reviews 2010, 2015, and 2020; redeployment planning from Iraq, Afghanistan, and numerous senior decision-maker level studies.

Successfully developed, marketed, and delivered numerous software analytical support tools to assist with UK defense planning, budgeting, and operations to include simulation of enterprise-wide deployment and logistic support to global operations.

Supported the UK Permanent Joint Headquarters (PJHQ), and Joint Forces Command (JFCOM), in developing and analyzing logistics support for upcoming global operations, to include logistical maneuver; convoys, logistic release points (LRPs), echelon trains (combat/field), to forward logistical element (FLE) placement, and brigade support areas (BSA).

Successfully developed, marketed, and delivered business intelligence and reporting solutions for the UK Army's Joint Asset Management and Engineering Solutions (JAMES) program, a 5-terabyte database containing all logistical info on one million Army vehicles worldwide. Using this capability, the UK Army was able to increase their vehicle readiness, lower maintenance costs, and increase efficiencies resulting in tens of millions of dollars in cost savings.

From 1999-2005, developed, marketed, and delivered four enterprise-wide joint and coalition logistic wargames for Joint Staff Director of Logistics (J4), the Focused Logistics Wargames (FLOW), the first ever of its kind in the history of the Pentagon. I founded, created, built and directed each step of the process, called the most successful and useful logistics wargames ever delivered. The results impacted logistics operations and programs across defense. FLOW's impact can still be seen today in doctrine, program, and execution of military operations.

Built and delivered two Naval Logistics Wargames (NAVLOG), hosted by U.S. Navy Headquarters and U.S. Marine Corps Headquarters at the Naval War College. Using approved Secretary of Defense planning scenarios, logistic support of operations were assessed for redundancies and deficiencies. The success of NAVLOG was the catalyst for FLOW.

Built and directed logistics wargames for the UK Ministry of Defence, Defence Equipment & Support (DE&S) organization (LOGWAR). Using approved planning scenarios, logistic programs were assessed for sufficiency with recommendations submitted for improvements to the various programs. The deficiencies identified during LOGWAR resulted in many programs being transformed, and tens of millions of pounds in cost savings realized.

Lectured on logistics issues and concepts to the Defense Science Board, Service Academies, Defense Advanced Research Projects Agency (DARPA), a Spanish military conference in Madrid, a Defense conference in Singapore, and various UK defence and industry days.

US NAVY
