Alex has more than 20 years of IS consulting experience with ERP/E-Commerce technology, and also spatial information systems application development using object-oriented programming languages. Since 1985, he has worked with PeopleSoft, Kronos, GIS and web applications with a heavy emphasis on advanced analytics.
He has led implementations and upgrades of PeopleSoft HCM and Financials for multiple clients including all modules of PeopleSoft through v9.2 and ongoing PUMs after the initial release of PeopleSoft v9.2. On his most recent projects, as both Functional and Technical Lead, he provided advice and expertise for a major state and federal institutions requiring a public trust or secret clearances. 01/23-present: Florida State University (FSU), HCM Lead/SME – Reviewed existing Leaves processing Benefits Administration and Time and Labor to determine the source of leave hours that were creating additional hours of leave taken as well as accruing, both incorrectly. Analyzed leave data and isolated the problem that was caused by processing timing using the PSPACCRL Cobol program in conjunction with entering future dated leaves and changes of past leave hours taken. Wrote SQL blocks to identify problems and subsequently adjust and correct leave hours.
03/23-12/23: British Aerospace Engineering (BAE), HCM Lead/SME – Reviewed existing business processes for Talent Acquisition and Benefits Administration for a Re-Implementation from PeopleSoft v9.1 to v9.2 in the wake of a failed Oracle (OCI) Cloud implementation. Interviewed functional staff to determine acceptable configuration steps for the HR module and LCM modifications needed to lessen customizations of the NA Payroll and Benefits Administration modules. Analyzed custom PeopleCode in the existing PeopleSoft v9.1 instance and prepared it for migration for use in the PeopleSoft v9.2 environment by merging existing custom PeopleCode with new, delivered PeopleCode in the PeopleSoft v9.2 environment. Reviewed functional requirements for Absence Management Leave plans and created technical approaches for using Fluid UX. Used drop zones to add fields for leave balances, leave balances owed and significant dates to delivered pages controlling leave administration formerly handled by Base Benefits and the PSPACCRL Cobol. Event Mapping was used to add limited PeopleCode to support calculations of leave balance and payroll accumulator adjustments annually and at year end. Created additional documentation to support a scheduled PeopleTools v8.60 upgrade and created many Structure and Content and Related Content actions and navigation collections for the new Fluid user interface.
03/22-02/23: APEX, HR/Ben Admin, NA Payroll HCM SME – Reviewed existing business processes for HR and Benefits Administration for a new APEX acquisition, Creative Circle. Interviewed functional staff to determine acceptable configuration steps for the HR module and LCM modifications needed to avoid customizations of the Benefits Administration module. Reviewed and maintained employee level tax records including the tax distribution record to ensure that employee taxes were paid where traveling employees actually worked. Added a report run for hours worked out of state and the associated earnings that were subject to out of state taxes. Increased the number of report runs to a monthly basis from a quarterly basis to support timely remittance of taxes to states where employees had worked. Analyzed tax reciprocity rules between states to ensure that employee earnings were taxed correctly with respect to where an employee had worked. Reviewed functional requirements for Leave plans and created technical approaches for using Fluid and LCM tools to handle leave accruals and track leaves taken. Used drop zones to add fields for leave balances, leave balances owed and significant dates to delivered pages controlling leave administration. Modified delivered Fluid pages and added structure and content to monitor and adjust leave plan elections.
08/19-03/22: NFC, Senior Advisor, HCM SME –Performed a functional analysis of an ongoing upgrade project from HCM 9.0 to 9.2 including current PUMs. Used Scaled Agile methodology to create stories for users and enablers among others to develop a meaningful backlog of work items requiring customization given features delivered by Oracle did not satisfy Federal requirements at NFC. Created program increments and used Kanban to track customization progress. Increments included basic re-designs of functionality, configurations, underlying architecture and overall project management. Providing advice to senior management covering the impact of applying new functionality contained in 9.2 PUMs to replace hard coded customizations currently existing in the HCM 9.0 environments including FLSA calculations for Federal government payroll Titles 5 and 38. Created an inventory (crosswalk) that listed over sixty functions involving PAR transactions at NFC and correlated them to delivered functionality that required customization to be brought forward versus configurable features. Created comprehensive review of Test Plans and Security. Used AWE to create a set of routing rules used to assign actions by type to HR worklists. Created Fluid pages to display SF-50 forms online replacing hardcopies. Created other objects to support document attachments. Provided advice regarding bi-directional interfaces between PeopleSoft and the current mainframe Payroll system.
03/18-08/19: IPPS-A, Senior Advisor, HCM SME – Analyzed ongoing project progress including basic design functionality, configurations, underlying architecture and overall project management. Provided Business Analytics advice to OBIEE FMD staff on the use of Oracle BI Analytics. Created a comprehensive review of Test Plans and summary of work performed, problems associated with work effort to date and potential solutions, corrective actions to the Client. Mentored DoD staff with respect to methods of configuring/integrating Time and Labor, Absence Management and Global Payroll. Provided data and custom object migration plans to PeopleSoft DBAs to manage over four hundred and fifty plus (450+) environments in the DoD DISA enterprise architecture. Provided solutions for capturing Branch analysis requirements and communicating them to the Army effectively in lieu of a proper Fit/Gap methodology. Developed toolkits and data mapping for Strength Gain processes for 1.4 million Service Members. Identified savings of over $50M by changing the terms of the current contract from T&M to fixed price and by changing the ECR process to include functional reviews of impending customizations prior to unwarranted work moving forward.
07/17-03/18: IPPS-N, Tech Lead, Global Payroll/Absence Management – Senior Lead – Provided a comprehensive Test Plan consisting of detailed test scenarios cases covering six major areas of functionality including Data loads from Night-of-Arrivals, Recruit Receipts, Entry Level Attrition, Global Payroll and Leaves processing and Payroll to GL interface. Led the fit/gap testing sessions and provided an overall configuration design for the Global Payroll module. Created a comprehensive Test Plan regiment including data, integration, system and regression tests. Analyzed comparative test results between the legacy payroll system and PeopleSoft, provided corrective actions to the Client. Provided an organized approach for managing and migrating bolt-on customizations.
04/17-07/17: Dept. of Health and Human Services, Tech Lead, Absence Management/Time and Labor, Senior Lead – Reverse engineered existing Cobol programs that contained Time and Attendance rules reflecting existing Title 5, 38 and 42 compensation policies. Configured CRPs to demonstrate Time and Labor and Absence Management functionality to HHS management.
03/17-04/17: Daytona State College, Absence Management/Time and Labor, Senior Lead – Conducted workshops and mentored end user staff on running the AM and TL modules. Provided guidance on analyzing results and troubleshooting the current installation. Created a fifty (50) page, site-specific guide, outlining existing configuration problems with solutions of how to fix the system.
09/16-04/17: State of North Dakota, Absence Management/Time and Tech Labor, Senior Lead – Led the fit/gap sessions and provided an overall configuration and integration design for the Absence Management, Time and Labor and NA Payroll modules. Produced a full summary of the findings and conclusions and provided basic design parameters to support configuration. Managed data and custom objects migrations between environments for a split monthly payroll system.
12/15-09/16: DoD Army, Tech Lead, Global Payroll, Time and Labor SME/Senior Lead – Led the fit/gap sessions and provided an overall configuration design for the Time and Labor module. Created migration plans for Global Payroll and managed environments supporting dev, config, test and production environments. Monitored the design and configuration efforts of the main Vendor and provided design suggestions to the Vendor team. Determined End-User analysis requirements and dashboard design.
04/15-12/15: University of Connecticut, Absence Management/OBIEE, Overall Lead – Led the fit/gap sessions and provided full configuration for OBIEE portal and dashboard analysis and Absence Management modules. Mentored project management by providing project plans with tasking, resources, timelines and associated milestones. Led the functional design and technical development and of Time and Labor rules, both delivered and custom. Developed a leave tracking algorithm to facilitate the integration of regular and extended leaves with Time and Labor rules. Created a comprehensive checklist of approximately thirty (30) Year End payroll processes including but not limited to: W2 form orders, W4 info verification, W4 reports of exemptions claimed, Payroll configuration reviews for marriage equality, transit and fringe benefits, general ledger and bank reconciliations, gross-ups and tax advances, ESPP reporting and ACA (1095C) info reporting amongst many others.
11/14-04/15: University System of Georgia, Project Manager – Led the fit/gap sessions and provided full configuration for the ERP implementation effort. Provided detailed workshops supporting Time and Labor, Absence Management and Payroll functionality and integrations. Mentored Project Management by providing project plans with tasking, resources, timelines and associated milestones. Led the design and development and of the Kronos timekeeping system to integrate it with PeopleSoft payroll. Provided a functional design with technical specifications to integrate the UX front end of UKG (Kronos) WorkForce with PeopleSoft v9.2 modules AM, TL and payroll. Led the technical process changes associated with integrating the underlying data handling and processing between Kronos WorkForce and PeopleSoft. Oversaw the testing effort to ensure the integration worked well for all time entry validation, work schedules maintenance and leave program accruals. Created user stories and use cases, benefit programs and service plans for FMLA functionality.
