Pacific Operations Group. These Projects are USACE Rapid Response. SSHO onsite for Hahaione FCP Repair in Honolulu, HI.

Hahaione – Clearing and Grubbing operations as well as Concrete demolition and new placement. Provided Safety oversight for entire Project which included Hawaiian Dredging as the Performing Contractor.

PHILLIPS & JORDAN INC

2018 – 2019 Water Resources Division. These projects involved water construction projects such as dams and reservoirs.

Lower Bois D’Arc Creek Reservoir and Dam – Honey Grove, TX. This project involves construction of the primary spillway and emergency spillway for is a 16,600-acre reservoir and construction of a 2 mile dam; intake tower; 78 and 90 inch intake piping; loading and hauling operations, heavy construction equipment, and cranes up to 200 ton. Safety oversight included construction of haul roads, concrete pours, heavy and light crane safety; heavy civil land development; and on-site concrete plant operation.

2019 Catawba Dam – Catawba County, NC – This project involved construction of a large reservoir, dam, and intake tower. Safety oversight included construction of haul roads, concrete pours, heavy and light crane safety; heavy civil land development; and on-site concrete plant operation.

2016-2018 Mountain West / Southwest Division Mississippi, Texas, Wyoming, Colorado, & Utah

These projects involved a variety of work in and around mines, including the Colo-Wyo Mine in Colorado and Rio Tinto’s Kennecott Mine in Utah.

2016 Colbert Fossil Plant Ash Stack 5 Final Closure Tuscumbia, Alabama.

This project involved the final closure of Ash Stack 5 at the Tennessee Valley Authority Colbert Fossil Plant. The scope of work being performed by P&J includes topsoil stripping, installation of +2M SF of both geotextile cushion liners and geomembrane, installation of geo-composite, and placement of capping cover soil. This project was under oversight of USACE and performed in accordance with USACE requirements.

2014-2016 Desert Wind Farm Elizabeth City, North Carolina

This project involved construction of the +100 turbine Desert Wind Farm in Elizabeth City, North Carolina. The scope of work performed by included site preparation, clearing and grubbing, substation construction, erosion control, and turbine erection.

Project Role: EH&S Manager

Responsibilities: Foster was responsible for ensuring adherence to construction site Occupational Safety and Health Administration (OSHA) mandated safety policies by employees and subcontractors, assessing compliance on all safety systems, assisting companies with compliance issues, overseeing safety loss control programs, evaluating client needs and acting as liaison between company safety and contractor, maintaining zero recordable injuries while focusing on risk management, and performing company site orientations. This project was under oversight of USACE and performed in accordance with USACE requirements.
