PROGRAM OVERVIEW

*. Service Agreements

• Service Agreement for LMIA and CAQ processing services through Mercan Capital Ltd.

• Service Agreement for Recruitment services through Mercan Recruit Ltd.

• Review, sign, and date the Agreements and complete the Employer Registration Form then send it back to me by e-mail.

• Once the faxed copy has been received by Mercan, invoicing will begin. 2. Recruitment and Work Permit/Visa Processing Fees:

• Candidates can be selected in the following steps:

• Mercan sends C.V.’s to Employer.

• Employer reviews C.V.’s of candidates and selects workers for interview.

• Mercan schedules a ‘live interview’ on Zoom, Employer interviews several candidates on “Zoom” to select the best qualified worker. Notes:

• Average timeline to receive CVs: 30 business days upon signing the agreements.

• The more tasks and qualifications required by the employer, the longer the timeline to select workers.

• Our Recruitment Service Fee is $1,000 per worker. 3. Worker Selection

• Mercan will conduct background checks first then report to you before proceeding with LMIA, CAQ and work permit processing.

• Mercan will not refund fees or replace direct-hire workers. 4. Employer applications for government approvals (Processing time: approximately four months from submission date)

a. Application for Labour Market Impact Assessment (LMIA) Employers wishing to hire foreign workers must first get an approval from the government to ensure that the job is genuine, and that the foreign worker will bring significant benefit to the Canadian labour market. And LMIA is required for an application for a work permit by a foreign individual. Our LMIA Service Fee is $1,000 per worker. Mercan will be responsible for:

• Completion of LMIA paperwork (Mercan to complete and Employer to sign)

• Review and Submit the LMIA application

• Communications with Service Canada

b. Québec Certificate of Acceptance (CAQ) for temporary workers All applicants wishing to work in Quebec must obtain a CAQ. To do so, their employer must send a copy of the LMIA application to Immigration Quebec, along with the corresponding government fees. The CAQ application is processed on a per-worker basis. Our CAQ Service Fee is $500 per worker.

Mercan will be responsible for:

• Completion of CAQ paperwork (Mercan to complete and, Worker and Employer to sign)

• Review and Submit the CAQ application

• Communications with Quebec Immigration

• Receiving CAQ confirmation

c. Local Advertising (Additional Service)

• Employers hiring caregivers are required to advertise locally in government- approved platforms.

• Mercan can assist in posting ads for a fee. Nonetheless, Employers are responsible in screening candidates from local advertisements 5. Overseas WORK VISA/PERMIT Processing (Processing time: approximately 3 months from submission date)

• During the LMIA and CAQ Processing, the overseas workers complete the requirements for their VISA applications through the help of our processing office in the workers’ country of origin.

• Once their work Visas have been approved Mercan will assist with the organization of flights prior to their Deployment

6. Flights

Mercan can book the flights for you using a third-party travel agent or you can book your workers’ flights.

• If Mercan will book the flights, we send forward a ‘flight proposal’ stating the flight dates, times, and fees. (subject to change until booking is confirmed)

• If you book your workers’ flights, Mercan will not be responsible for communication between you and your workers.

o Since chefs are high-wage category, the workers can be responsible for their own airfare.

7. Government Processing Fees

• LMIA Government Processing Fee of $1,000.00 per position which is subject to change and for a maximum of ten (10) workers on LMIA application.

• CAQ Government Processing Fee $444.00 per worker

• $230 per worker visa application which may be born by the worker 8. Others:

• The foreign workers will get 2 year closed work permit. During the validity of their work permit, they may only work in your company and location.

• Average wage is $19.65 per hour as of January 2024.

• If married, the spouse may apply for an Open work permit and minor children can also come to study in Canada, free of tuition fees.

• The foreign worker may apply for permanent residency with a minimum of 1 year of work experience in Canada. This process takes 2-3 years.
