Performed monitoring and oversight of debris removal activities for five months after the storm. Coordinated with local, state, and Federal personnel to document proper vegetative debris removal and disposal by contractors.

Environmental Consultant, Dominion Renewable Energy Business Support, Richmond, Virginia. Project Manager – April 2017 – December 2020. Environmental Consultant performing site selection and analysis for renewable energy projects, including solar, wind, hydroelectric, and pump storage facilities. Required the coordination of multiple consultants in site selection, evaluation of best alternatives, permitting requirements and overall project management. Bear Garden Power Station and Gas Line Project, Buckingham County, Virginia. Project Manager, Earth Tech – April 2010 – May 2012. Project Manager responsible for site assessment and regulatory permitting for a new gas-fired power station in Buckingham County, Virginia. Performed due diligence and fatal flaw analyses during initial project development and planning stages. Worked closely with the design team to minimize environmental and cultural impacts including endangered species surveys, wetlands surveys, cultural resources assessment, and visual impact surveys. Performed linear permitting of an approximately 20-mile long new gas pipeline to the proposed facility.

Environmental Impact Statement, SEI Birchwood, Fredericksburg, Virginia. Staff Scientist, Earth Tech – May 2009 – April 2010. Lead Scientist performing field data collection and preparation of an EIS for a co-generation facility near Fredericksburg, Virginia, in accordance with NEPA requirements. Performed wetlands delineation and functional evaluation, an endangered species evaluation, and a noise survey for the site and surrounding areas. The EIS included an assessment of potential impacts to the Rappahannock River due to water withdrawal from the river, and effluent discharge to the river.

Responsible for coordinating with USPS representatives, developing scopes of work, and estimating budgets for a wide range of environmental services, including due diligence property transfers, site evaluations, National Environmental Policy Act (NEPA) documentation, and environmental remediation for major USPS facilities throughout the U.S. and territories. Potomac Yard Superfund Site, Alexandria, Virginia. Project Manager, Earth Tech – September 2001 – June 2005. Project Manager for assessment and response action at this former rail yard under an Administrative Order by Consent (AOC) with EPA Region III. Responsible for development of all work plans, resource allocation and staffing, and project performance. Work involved excavation and grading using heavy equipment in wetland areas to close ditches contaminated with petroleum constituents, metals, and other volatile and semi-volatile compounds. Contaminated sediments within a 78” drainage pipe were removed using a “guzzler” vacuum truck, then staged in three 7,000-gallon cells constructed at the site. The sediments were stabilized using kiln dust and then transported off-site for disposal. Responsibilities during the project also included preparation of status reports to EPA, cost tracking, and final site closure documentation. Completion of the response action and monitoring resulted in closure of the site by the EPA.

City of Richmond, Virginia. Program Manager, Earth Tech – December 1995 – April 2000. Program Manager for full scope environmental services contract with the City of Richmond. Responsibilities include multi-media sampling and analysis as part of Environmental Site Assessment (ESA) and Corrective Action projects throughout the City, as well as OSHA Health and Safety auditing; Provided senior technical review for closure reports, Site Characterization Reports (SCRs), and Corrective Action Plans (CAPs) for underground storage tank (UST) releases in accordance with Virginia UST Regulations (VR 680-13-02). Performed assessment and remediation of the East Richmond Road Landfill as part of an environmental audit. Perform emergency response and indoor air quality assessment due to release of hazardous materials within city buildings.

Investigation and Remediation of Groundwater Contamination at Leaking UST Sites, Virginia Department of Environmental Quality (VDEQ), Water Division, Program Manager. Program Manager, Earth Tech – December 1995 – April 2000. Served as Program Manager for state-lead contract for investigation and clean-up of petroleum releases from underground and aboveground storage tanks in Virginia. Coordinated staff assignments, developed budgets, reviewed all technical documents for quality and accuracy, and provided contract oversight and management. Performed hundreds of wetlands delineations of properties ranging from less than 1 to several hundred acres in size. Prepared wetland delineation reports for submission to the VDEQ and U.S. Army Corps of Engineers (USACE) for jurisdictional determination of the wetland/non-wetland boundary. Prepared wetland and stream impact reports to identify development and/or permitting constraints. Coordinated with VDEQ and USACE to prepare required permitting documents to avoid or minimize impacts to wetlands and waters of the U.S. When necessary, prepared wetland mitigation plans to offset proposed impacts. Emergency Response and Management Support:

Federal Emergency Management Agency, Hurricanes Irma and Maria, Joint Recovery Office, San Juan, Puerto Rico. Project Specialist, Integrated Solutions Consulting – April 2019 – May 2020. Member of the Education Sector developing Damage Inventories, Scopes of Work, and project formulation for reimbursements of recovery costs for Private Non-Profit schools on the island. Required Site Investigations to document damages and develop hazard mitigation opportunities for resiliency and protection from future disasters. Trained in the use and implementation of the federal government’s Grants Manager process for disbursement of eligible funds for repair of damages from the two storms that severely impacted the island in September 2017.

Federal Emergency Management Agency, Severe Storms, Tornadoes, and Flooding, Joint Field Offices, Joplin and Columbia, Missouri. Project Specialist, Earth Tech – July 2017 – September 2018. Member of Debris Team monitoring debris removal and cleanup after an EF-5 tornado destroyed a large portion of Joplin, Missouri in June 2011. Transitioned in September 2011 to the Environmental and Historic Preservation (EHP) Team in Columbia, Missouri to perform as an Environmental Specialist for Missouri flooding. Reviewed hundreds of Project Worksheets in NEMIS for environmental, endangered species and floodplain/wetlands compliance in accordance with NEPA. Member of Debris Task Force responsible for development of scopes of work, costs, and regulatory permitting requirements for demolition of thousands of private structures in numerous cities and towns in eastern Iowa damaged because of the 2008 spring floods. Developed individual project worksheet templates for various demolition scopes dependent upon regulatory funding sources.

Federal Emergency Management Agency, Hurricane Katrina and Rita Response, Louisiana Joint Field Office, Baton Rouge, Louisiana. Project Specialist, Earth Tech – October 2005 – April 2006. Served as the Project Specialist in the Debris Operations group on a six-month deployment. Responsible for final approval of Project Worksheets (PWs) for funding of debris removal activities throughout the State of Louisiana. Performed Quality Assurance/Quality Control (QA/QC) reviews of PWs written by Project Officers managing debris operations. Coordinate with FEMA Division Mangers, debris monitors and applicants to determine eligibility of costs incurred, preparation of scopes of work for debris removal, and review of all documentation for cost reimbursement. STS–107, Space Shuttle Columbia Recovery, Palestine, Texas. Field Team Leader, Earth Tech – August 2004 – December 2004. Team member mobilized by U.S. Environmental Protection Agency (EPA) within two days to respond to the Space Shuttle Columbia accident in February 2003. Under Earth Tech’s Emergency Response and Remedial Services (ERRS) contract with EPA Region VI, Earth Tech personnel assisted recovery efforts in the screening and packaging of shuttle debris. Performed in the initial phases of the work as Forman organizing teams of Earth Tech personnel assisting with the recovery efforts. Coordinated recovery efforts with multi-agency teams including NASA, the National Strike Force, FBI and local law enforcement personnel. Later participated as a field team member in the organized grid search throughout a four-county area around Palestine, Texas for the systematic location and recovery of debris.

United States Postal Service, Emergency Management Support. Project Manager, Earth Tech – February 2011 – December 2011. Project Manager for supporting the USPS with development of their Integrated Emergency Management Plans (IEMPs) and Continuous Operations Plans for nine Districts in the Southeast Area. Managed personnel placed at District office locations to facilitate development of the emergency management plans. The plans were developed in preparation of the national deployment of the USPS Biohazard Detection System, and to respond to all other emergency situations.

Coordinated deployment of four teams of specially trained biohazard response personnel to sample 27 facilities on an emergency basis. Samples were collected for culture analysis of the presence of anthrax spores in accordance with U.S. Centers for Disease Control and Prevention (CDC) procedures. Coordinated with USPS representatives, the U.S. Environmental Protection Agency, local health departments, and other agencies to facilitate assessment activities.
