Laboratory Services Manager/NPDES Regulatory Specialist 05/2001 to 05/2023

DUTIES AND RESPONSIBILITIES: Liaison between offshore field personnel and testing facility. Liaison between offshore Operators and the EPA. Interpreted government mandates and regulations for offshore Operators and field personnel. Assisted offshore Operators and service companies when preparing for safety and environmental inspections performed by BSSE. Monitored and tracked environmental test data for multiple Operators and assisted with inputting data into EPA’s Central Data Exchange. Assisted with preparing documentation for Operators to submit to EPA for incidents. Ensured that all company processes were being conducted correctly, test acceptability criteria were being met, and any outliers were investigated and addressed. Monitored turn-around time for all projects. Maintained contact with suppliers to ensure proper inventory would be available when needed. Identified and developed ways to resolve problems directly affecting the company’s goals and objectives. Directly managed 35-50 employees.

CONTENT STRATEGY:

Communicated daily with offshore Operators and service companies regarding environmental testing requirements and/or test results related to GMG290000.

Provided support in preparing documentation to submit to the EPA regarding one-time incident reports and/or 24-hour notification reports in the event of a spill.

Reviewed diagrams of proposed offshore systems and provided guidance as to what types of EPA test methods would be applicable.

Collaborated with the Offshore Operators Committee to discuss current and proposed GMG290000 requirements. Participated in gathering evidence against or in favor of changing requirements to present to the EPA.

Provided technical supervision for accomplishing the work of all seven divisions within the company including test set-up, monitoring, termination, and reporting, ensuring proper logistics of the samples or sample kits, addressing computer or database issues, sending out broken equipment for repair or repairing internally, and communicating sample issues with clients.

Performed the full range of administrative and human resource management functions relative to the staff supervised, including interviewing, hiring, training, behavior-based safety evaluations, and performance evaluations.

Collaborated with president of the company in planning and developing new test method offerings, quality assurance plans, and standard operating procedures.

Prepared and presented technical presentations on research projects, functioned as inside sales contact, conducted office visits with current and prospective clients.

Communicated effectively with multiple audiences using both oral and written presentations. Hosted training events and general meetings for staff. Presented budget-based reports and employee evaluations to company president.

Knowledge of and experience with ISO 9000 / ISO 9001 principles. Worked closely with the QC/QA supervisor to ensure that accreditation certificates were maintained and that all audit materials were submitted to the accreditation body as requested.

Performed internal safety audits, generated reports for findings, issued corrective actions, hosted department meetings regarding audit findings/corrective actions, and ensured that corrective actions were completed.

Performed QC/QA on all final reports before they were issued to clients.

Maintained the company website.

Organized and hosted employee and client appreciation events.

ACCOMPLISHMENTS:

Increased productivity by researching and purchasing equipment that would measure multiple functions versus a single function. For example, using three separate meters to measure pH, salinity, and dissolved oxygen which would require separate readings, verses an all-in-one meter which measured all three parameters.

Successfully trained employees on how to multi-task in order to increase efficiency without sacrificing quality, safety, or compromising test method procedures. For example, preparing and labeling test containers while the test sample was being homogenized by a stand mixer.

Decreased company spending by researching suppliers for various needs such as waste stream companies, sample container suppliers, glassware suppliers, and chemical suppliers, to find the best price available.

Effectively managed hours worked across three departments to ensure that minimal overtime was earned by utilizing cross-trained employees.

Conducted extensive research of EPA Method 1655, prepared a standard operation procedure, purchased the equipment, completed training from an external source, and implemented the test method as a new offering for clients. This method was a service the company lacked in providing and 75% of the clients needed this service.

Maintained acceptable turnaround time on all projects conducted during COVID by utilizing cross-trained employees, performing work remotely as much as possible, and utilizing CDC recommendations.

COLLABORATION ON CROSS-FUNCTIONAL TEAMS:

Contributed to responsive redesign of company database by collaborating with design and development companies to create a comprehensive custom-built control management system.

Convened with workgroups consisting of competitor laboratories, third party vendors, and government entities to ensure test methodologies were being performed correctly amongst all labs. Implemented recommended best practices to decrease test variability both intra and inter laboratory. Presented findings at round robin meetings.
