Moreover, Mr. Avni developed performance measures and monitored progress which encompassed leading and lagging indicators such as pending claim inventories, back-office production and in-process as well as end-to-end claim processing cycle-times. Some of the tools utilized included 5S, standardized work, workload balancing, statistical process control, regression analysis and process simulation modeling. Finally, Mr. Avni developed and delivered multiple Lean Six Sigma training modules throughout the engagement.

Department of Veterans Affairs, Veterans Benefits Administration, Operations Center Support: Mr. Avni provided leadership in designing performance measures on some of the campaign plan initiatives aimed at reducing Veterans Benefits Administration disability claim backlog as well as hands on facilitation of pilot activities at select Regional Offices. Some of the specific deliverables included data collection plan and template development, database design and analysis, statistical data analysis, predictive modeling and simulation, executive dashboard design, and performance metric design and evaluation.

Emergency Department Patient Flow: Mr. Avni led the Clinical Performance Modeling and Improvement activities at the New York Kings County Hospital Emergency Center in Brooklyn, New York, which focused on wait time and total length of stay reduction through resource allocation, patient triage and non-value added activity elimination. The simulation model which included precise patient arrival behaviors and throughput time probability distributions for adult, pediatric, walk-in and ambulance patient groups, was extensively utilized to test improvement ideas through what-if analysis. Outpatient Process Evaluation: Mr. Avni played a key role in an engagement at the Massachusetts General Hospital Physical and Occupational Therapy Department, which resulted in assessment of current state, identification of improvement opportunities for a streamlined future state, cost avoidance, and increase in patient and employee satisfaction. At the scheduled outpatient clinic several improvement scenarios were evaluated: scheduling options, treatment performance improvement initiatives, use of Front Office Technologies (remote call center, kiosk check-in, pager activated check-in, web based initial evaluation patient information capture) and Back Office Technologies involving documentation, billing and care coordination. Throughout the engagement dynamic what-if based simulation modeling was utilized.. IBM Software Group CMMI Six Sigma Support: Mr. Avni provided Six Sigma Master Black Belt support to software teams deployed at the Federal Emergency Management Agency, the Department of Education and the Internal Revenue Service and played a critical role in successful certification of IBM in Software Engineering Institute (SEI) Capability Maturity Model Integration (CMMI) Level 5. Support included development and delivery of training materials on Statistical Process Control, Process Capability, Regression Analysis, Design of Experiments, Monte Carlo Simulation and use of Minitab. United States Citizenship and Immigration Services (USCIS) Transformation: Mr. Avni led the performance modeling and simulation proposal activities, which involved end-to-end analysis of citizenship application processes aimed at reduction of cycle time, backlog and cost.
