Created an agile financial framework to meet evolving demands for the U.S. Department of State’s first Department-wide Chief Information Security Officer.

• Increased firm’s revenue by $5.3 million by implementing an internal collaboration project which built cross-functional team cohesion and increased client confidence.

• Planned, programmed, budgeted, and executed $28 million budget for senior executive; included contract management.

• Formulated $158 million cost estimate to address cyber security Executive Order requirements on entire Department of State; submitted to White House OMB. Department Head June 2018 – September 2021

U.S. Coast Guard Intelligence Coordination Center Washington, DC Directed 80-person cross-functional office of multisource intelligence analysts, data collection managers, report writing officers, print and publication managers, and a 24/7 operations center.

• Informed national strategies and operations through publication of 289 finished intelligence assessments and presentation of more than 800 executive briefs regarding illicit drugs, illegal migration, illegal unreported and unregulated fishing, critical infrastructure, cybersecurity, Arctic challenges, international port security, and terrorism threats.

• Established service’s first national level finished intelligence cybersecurity analysis office.

• Developed innovative staffing and budgetary options to initiate new service wide cybersecurity intelligence program and improve security of U.S. maritime ports.

• Introduced novel selection process to for hiring civilian personnel. Filled 12 high-level government civilian positions by absolute best candidates for skills and team integration. Fiscal Year 2018 Budget Coordinator June 2015 – June 2018 U.S. Coast Guard Headquarters Washington, DC

Coordinated formulation and defense of the U.S. Coast Guard's entire fiscal year 2018 Congressional Budget Justification; resulted in $12.3 billion final appropriation, the largest ever received to that date.

• Guided previous Coast Guard Commandant’s budgetary objectives with publication of budget article in U.S. Naval Proceedings.

• As subject matter expert, authored new financial policy for Planning, Programming, Budgeting, and Execution (PPBE) for the U.S. Coast Guard.

• Prepared Coast Guard Commandant for Congressional testimonies and personally briefed U.S. House and Senate senior staff members.

Integrated tactical and operational multi-source maritime intelligence support across 2,000 miles of Northeast U.S. coastline from the Canadian border to the Port of New York/New Jersey.

• Achieved regional efficiency gains of more than $1.5 million annually by establishing a structured daily process to enhance aerial intelligence collection efforts.

• Detailed as Remote Sensing Coordinator for Deepwater Horizon Oil Spill and Hurricane Sandy national incidents; led new technology assessments, documented processes, and directly informed the Service’s intelligence, surveillance, and reconnaissance policy.
