SSD Senior Preconstruction Manager – November 2014 – August 2019

Review all SSD Sites, Pre-construction issues, Local Jurisdiction Compliance, Landlord Lease Issues, SSD Compliant, Environmental Issues, preforming “Fit-Test, to ensure the structure does in fact work for the SSD needs and robotic deliverables. Working with the Amazon WWE Engineering teams to ensure convenience systems and equipment will actually fit within the structure to fulfill the needs and requirements of a typical SSD site. Preform a Traffic Study to ensure the employee’s parking requirements, truck inbound and outbound, and FLEX drivers satisfy the Amazon as well as the local jurisdictional requirements. Additionally, the Fire Protection engineering study to ensure that the current sprinkler system is compliant with the stringent Amazon requirements and protocol.

SNC Lavalin – March 2012 to October 2014

Sr. Construction Manager – FENIX Thermal Power Plant Project “520 MGW”

By aggressive scheduling, reviewing daily activity, and recognizing managers’ and workforce efforts to catch up and surpassed the original schedule. Enabled commissioning to proceed with the testing of plant systems 30 days before the testing was scheduled. As Sr. Construction Manager, I was assigned to take over the “Seawater Intake and Outfall System”. The SWIOS comprised of the underground Intake Basin, 156’ X 80’ X 54’, placement of two 2150HP Torishima main pumps, and two 1050 HP auxiliary Torishima pumps. With four 2000mm dia. by 1485 meters long excavated and buried on land extending to the beach where a 350-meter skirted trestle was constructed. Within the trestle the seabed material was dredge to a bottom elevation of minus 15 meters to the engineers designed elevation. On the beach side we constructed four rail lines to the trestle that would accommodate the intake and outfall pipelines for launching and connection within the trestle. The four offshore pipeline extensions were 2354 meters offshore. After the launching of the Intake pipelines the placement of two Intake structures 30 feet in diameter by 30 feet high were placed and connected on the seabed by divers. I oversaw the back-feed transmission tower erection and transmission line feeds of 90 miles. Additionally, I worked with our thermal power team assisting in the fabrication and placement of the boilers along with the main steam turbine installation. Our construction team compiled over 5 million man-hours without a lost time accident.

Turner International Middle East - April 2008 to March 2012

Director of Construction / Director of Logistics:

Director of Construction (Turner) for the “Bawadi Project” within “Dubailand”, the world’s largest real estate development project formed the core team of Directors of Engineering, Architecture, Project Controls, QC, Logistics and Master Planning. Overcame many legal and logistical obstacles for the first Green "LEEDS" city. Selected the best LEEDS formats from American, British, Australian and Singapore standards that worked best for the Dubai government’s needs.

As Director of Construction I was accountable for the development, coordination, and execution of the planning, design and construction management activities and personnel on a day-to-day basis. As part of the “Core Team” of Directors, we developed implemented and administered operational policies and procedures, controls and administrative systems necessary to meet contractual obligations of our client Emmar. My involvement consisted and not limited to, the Emaar-Bawadi Master Plan of 9 Districts, (over 925 hectares) or the equivalent of over 2,750 U.S. acres. Coordinating the feasibility & due diligence studies, defining project requirements, liaising with statutory authorities, managing design stages and consultants, tendering and negotiating with head contractors, administering contracts for the Emaar-Bawadi, Real Estate Marketing Program for the residential Villas, Town Homes the Trio Towers Residential Towers, and the destination Golf Resort. My team collaborated with the design engineers (NEB) for the Trio-Towers three 67 story residential towers with a 3-story podium through completion, within (District #3) resolving design issues, relating to the structural, architectural design and interior Design, value-engineering, MEP, coordination meetings, weekly progress meetings assuring that the as-build drawings were updated weekly. I oversaw the site Grading contractor, Ghantoot, and Parsons, Infrastructure Design engineers, on a weekly basses (Districts, #4, #7, #8, and #9). Coordination of the Infrastructure work with the contractor ERC (Emirates Road Contractors) developing their work program (schedule) for phases 1 through 6, within District #9, to ensure they would be able to meet their target dates of completion. In addition to the ERC, LOA (contract), I developed the Quality Assurance/Quality Control and Safety programs, for their deep and shallow utility services installation. In addition, the “red”-line as-build drawings were submitted on a weekly basses. Coordination of the District #9 construction phases, (1-6) with General Contractor, “Arabtec” in the sequencing of the Master Program (Schedule) target dates, as agreed upon in their LOA (contract), for the construction of 21,000 Townhomes and 2650 Villas. My team, worked hand in hand with Bawadi-Tatweer Master Developers, interfacing with their Master Plan, in regards to the domestic services and utilities, Power, Water, Sewer, District Cooling Plants, Tele-communications, Storm Drainage System. The team, worked with the following agencies, Dubai Municipality, DEWA, Civil Defense, RTA, and Du, Etisalat communication services. Interfacing with the individual, entities as aforementioned Water, Sewer, and Power to ensure these critical services were going to be delivered as agreed upon. Tendering the services mentioned for their constriction, along with the consultancy services necessary to the success of their on-time completion. Overseeing and coordination of the Design teams for the Trio-Towers redesign, villas, DEWA, the MEP contractors, Interior finishes, our in-house design team and overseeing the various components of the project including the Master Plan.

Director of Logistics: As Director of Logistics for a 6-month period until the position was filled, I put together a very comprehensive Logistics Master plan covering the whole Emaar-Bawadi Development. This 68 page document covered not only the Master Site Program, I was able to break it down to each individual District, to customize them due to the constraints of the proposed construction plots and their limitations for lay-down and office areas required, this is a very efficient and effective tool for all contractors as well as the client, Emaar-Bawadi, and to the success of their individual projects, within each district. This document covered Security, Security Entry and Exit, of the site, Temporary Roads and maintenance, Environmental programs, Construction Waste Management, Emergency Medical Services, Civil Defense, Temporary STP’S (Sewage Treatment Plants) Temporary Electrical Services, Temporary Lay-down areas, Concrete Batching Plants, Labor Camps, HS&E (Health Safety and Environment) programs. All the documents for entry passes, Safety and Environment documents, Pre-Construction site take over check list, and numerous documents for different applications, along with Flow charts as instructions for these applications to simplify their use.

Al Habtoor Engineering/Habtoor-Leighton - February 2005 to April 2008

Project Director:

Averted disaster in multi-billion-dollar projects. Assumed Project Director duties of an Al Habtoor condominium project of six, 47-story residential towers that was in default / duress. Reconciling major discrepancies between marketing documents and design plans thus avoiding litigation. Upon completion, took over and turned around a project of 11 towers between 65 and 85 stories that was significantly behind schedule. Uncovered massive fraud where prior management fabricated non-existent contracts and purchase orders amounting to millions.

Over the course of the year I was deeply involved in a number of tendering’s and negotiations of high profile “Iconic Development” projects throughout Dubai, and the U.A.E. In addition, I was asked to assist our Corporate Director of Business Development and assist him in direct marketing and participate in project acquisition and negotiations and the tendering of a number of potential projects. I joined our development team to develop the Master Plan for the Lagoons (SAMA Dubai) this was an 8,000-hectare development within the Dubai Municipality. This development was designed as a city within a city, housing over 850,000 residence and businesses. Our team developed the complete infrastructure design, in regards to the domestic services and utilities, Power, Water, Sewer, District Cooling Plants, Tele-communications, and Storm Drainage System. The team, worked with the following agencies, Dubai Municipality, DEWA, Civil Defense, RTA, and Du, Etisalat communication services. This also included excavation of 15 million cubic meters of earth for the sea to reclaim, once these manmade islands were complete. In addition to this Master Planning, I was involved in the completion of numerous projects such as:

Skycourts (National Bonds) a combined six, 47 story 4 residential towers and 2 hotel towers, and a 4 story mixed use podium from design through completion. Project Value: 2.5 Billion Dhs.,

Al-Sufouh Rail Project, (RTA) of Dubai, this light-rail Master Plan, this project when complete, will be 37 kilometers in length with 19 transit stations, with multiple crossings, and master maintenance, switch yard facility. Project Value: 3.5 Billion Dhs.

The Sidra Medical Research Center, Doha Qatar, this massive complex consisted of the central hospital facility, separate clinic, central service center, 2000, car underground parking structures and underground pedestrian tunnels leading to the central University of Qatar campus complex. As; Project Director, my team put in place a very comprehensive, design team, value engineering and constructability of the project which is found in my methodology statement that I will issue upon request. Project Value: 12 Billion Dhs.

The Trump “5 Star Hotel” and Residential Twin Towers, Palm Jumeirah, (Nakheel) this unique iconic structure, with twin towers connecting at the 46th floor, 64 floors with a 12 story pinnacle taking the structure over 70 stories, in addition the massive podium, for parking and retail, restaurants. I was involved in the rescue and restructuring of 2 major projects the

Business Bay project of 11 office, hotels and residential towers ranging from 65 stories to 85 stories through their completion. This project was behind schedule and needed restructuring, and a complete recovery program that I developed that would ensure that the revised schedule would ensure the on-time completion date.

My biggest challenge was the Lagoons (city) Development I was appointed to develop the construction, risk analysis and logistic strategies for our involvement in this most prestigious development. My team worked with SAMA Dubai Holding and SAMA Contracting to develop the Master Plan for the construction of the Dubai Towers, in addition to 18 additional towers hotels, residential and commercial structures. These would be part of the three man-made islands. My architectural and engineering team traveled to Japan to work with our Design and Engineering partner to actually move forward with the design and modeling of these towers, there were four towers that spiraled as high as 110 to 89 stories. It was an incredible process and privilege to work on such a prestigious work of engineering and the design.
