Senior Logistics, Budgetary and Supply Chain Analyst Lead – International Bureau of Overseas Building Operations: Facilities and Maintenance

Daily analyze, initiate, oversee and execute the financial management and procurement objective spend for 228 International Embassies and Posts for the Department of State (DOS) without exceeding contract budget spend. This includes assisting in overseeing a $4MM budget and leading teams of engineering technicians to ensure affordability and technical value is achieved. When required, emergency budget discussions held with PM and COR for Bill of Materials that exceeded budget allotments. Utilize integrated problem solving and judgement while working with all members of Integrated Program Process and Planning teams to implement, improve and effectively support project goals and technical travel critical to mission success. Communicate efficiently with all key IPT stakeholders both domestically and overseas throughout all phases of technical assessment and review and document each post’s logistics and procurement process. Continually identified and analyzed requirement processes thru each stage of SOW/RFP/Procurement and Secure shipments with both internal and external stakeholders to reduce transport and travel costs to maintain budgets or notify senior leadership if added funds needed to accomplish objectives. Documentation continually reviewed and uploaded to Sharepoint digital repository to determine the Embassy’s construction and maintenance build of material parts and equipment requirements for government billing while also reviewing obsolescence, security, and program costs from cradle to grave. IPT teams include Foreign Field Supervisors, Technical Engineering Staff as well as Foreign Security at each Embassy to also perform risk mitigation and identify elements that are barriers to the program hitting milestones. Process and component risk mitigation is performed with a systemic review in effort to reduce cycle time where possible. Recognition of classified and secure parts and their shipment and movement inside safe zones conducted for all engineering components handled both within the Embassy and thru international customs and container additionally reviewed to reduce loss and scrap dollars to program budget. Creation of extensive Sharepoint DataBase undertaken and developed to facilitate the tracking of every work order created for each Embassy in work at concurrent times and in various states of project completion. Bi-Weekly roll ups and estimated costs of completion are provided to Senior Leadership meetings for review and discussion as required via Teams Meetings. Monitor and organize shipping plans and technician travel with budget coordinators, including emergency expedites when possible. Have a high ability for flexibility and adaptability with teammates to convene when Natural Climate disasters such as hurricanes or flooding occurs (or political turmoil) requires change in prioritization and aide to an Embassy. This required several meetings and constant communication as the need developed to shift funds and create a refreshed budget with COR analysis and to communicate back to the customer if a breach in contract might occur. Monitored free market trends domestically and sometimes internationally to provide acquisition strategies and justification documentation for government auditors to provide solutions and strategies in order to stay within budget thresholds or provide notice if budget cost, capabilities or execution of program schedule was at risk.

Acquisition SME Technical Analyst III – PM Soldier Clothing and Individual Equipment

Provide support and report directly to the APM and PM responsible for the management and oversight of the development, production, fielding and sustainment of multiple products. Assist, manage and oversee cost, schedule, and performance effectiveness of multiple ACAT III programs. Work directly with the US Army Infantry Center and other US Army Centers to analyze and implement efficient requirement development. Leadership Highlights:

•Served as subject matter manufacturing expert while working in tandem with program textile and design engineer for the new Army Greens Service Uniform that is being issued to all Senior Leaders and Soldiers in the US Army. Funding and contractual requirements will exceed $400MM with several design revisions incorporated as limited user evaluations are captured and analyzed.

•Provided primary support to Army Senior Leadership on a constantly evolving acquisition strategy regarding the issue of the Army Green Service Uniform through its various Courses of Action (COA) and acquisition milestones to be met.

•Analyzed uniform technical specs and reviewed executive and legislative policy to write new documentation for acquisition strategy for female maternity uniform being adopted by 2 other services (USAF and USCG). The uniform had not been updated since 1979.
