Employment Experience

July 23 – April 24 Cutting Edge Modular, Project Manager/Estimator/Procurement Manager

I held three positions at CEM; I was the Project Manager for multiple current projects simultaneously, ensuring they meet schedules and budgets.

During my tenure as PM, I oversaw the completion of three high value projects; Timber Creek ($1.2M), Padilla ($544K), and Brisa Encina Duplexes ($2.9M), among several smaller ones.

As the Estimation Manager I conducted precise take-offs and cost estimates, supporting efficient planning and budgeting.

As Procurement Manager I procured goods and services cost-effectively, ensuring timely deliveries through vendor management. I managed to reduce materials cost by 20% through detailed estimation and cost comparisons.

In addition, I managed our subcontractors. I identified potential subcontractors, evaluated their skills and expertise, and negotiated subcontractor agreements, facilitating contract entry. I reduced our subcontractor expenses 30% by increasing our pool of subcontractors, establishing a bidding process, and conducting detailed examination of their quotes.

I also managed post-delivery customer service operations, ensuring prompt resolution of service orders and warranty issues. I implemented a quality service program that ensured service in a timely and more efficient manner.

Nov 20 - July 23 BrookTrout Design, Engineering Design Manager

My responsibilities included developing audio/visual systems that not only met but exceeded customer expectations. This involved creating detailed, high-quality AutoCAD drawings for the architectural team to aid in their design process, as well as generating shop drawings for construction teams to ensure precise equipment installation.

As the principal engineer, I assessed equipment thoroughly to maintain a strong knowledge base and provide suitable recommendations to fulfill customer requirements. I conducted inspections of existing facilities to gain insight into the physical environment and any existing equipment that needed replacement or integration.

I maintained direct communication with architects, permitting personnel, and project stakeholders throughout the process. During my tenure at BrookTrout, I spearheaded the design of numerous significant projects, including the (New) Napa County Main Jail, the renovation of the Redding City Council Chambers, the Berkley College Haas School of Business remodel, and the New California State Capital Annex in Sacramento.

Mar 20 - Nov 20 TempTel, Inc. / Mid-State Consultants, Outside Plant Engineer

My responsibilities spanned the entire telecommunications engineering process. This included high-level design of fiber optic and copper networks, including determining cable sizing and fiber/pair count requirements. I conducted preliminary design fieldwork, performed detailed low-level engineering design, and developed permitting and construction packages for various jurisdictions, all while considering the unique challenges of construction in Arctic environments.

I personally designed and managed the construction of a dozen projects, overseeing the installation of approximately 325 miles of telecommunications infrastructure across the State of Alaska.

Nov 18 - Mar 20 ITC Service Group, Production Manager

As the Production Manager for a 160 mile underground/aerial new build project in Concord, California, I oversaw all aspects of telecommunications production management. This encompassed coordinating and managing high-level network design, conducting field assessments, evaluating the feasibility of utilizing existing structures, securing long lead time permits for special crossings, performing detailed low-level engineering design, and developing construction and permit packages for multiple jurisdictions. Additionally, I managed the entire spectrum of job tracking and data collection activities.

To enhance efficiency and minimize redundancy, I implemented new processes and optimized existing ones. In instances where obstacles arose within our workflows, I conducted thorough research on the variables involved and proposed solutions to maintain productivity.

Mar 18 - Nov 18 ITC Service Group, Project Manager

I took on the role of Project Manager for a 200 mile underground/aerial new build project in Portland, Oregon. I revamped our processes and project controls, solidified our communications plan, and conducted a thorough project risk assessment.

I personally conducted interviews, evaluated candidates, made hiring decisions, and subsequently supervised five subcontractors: one MRE group, two Fielding groups, and two CAD/Design teams (one based in India). I held sole responsibility for delivering all project milestones on time, managing billing, and efficiently allocating resources while strictly adhering to budgetary constraints.

Upon project completion, I oversaw the closeout process and compiled a Lessons Learned package to document insights and improvements for future endeavors.

Mar 17 - Mar 18 ITC Service Group, Design Group Lead

I held the position of Design Group Lead within the Design Department, where I managed a team of approximately 12 design specialists. Collaborating closely with the Project Manager and the MRE and QC teams, I ensured that our projects were developed according to the specific requirements of our clients. While I contributed to numerous projects, my primary focus was on a 200 mile underground/aerial new build project in Portland, Oregon.

I spearheaded the design aspect of the project from its inception until I transitioned into the role of Project Manager midway through. Throughout this period, my team consistently exceeded the client's expectations in terms of quality, timeliness, and compliance with jurisdictional standards.

Mar 16 - Mar 17 ITC Service Group, Design Specialist (Quality Control)

I served as a Quality Control Specialist in the Design Department, responsible for meticulously reviewing AutoCAD designs generated within the department. My role involved assessing designs for functionality, constructability, and adherence to both client specifications and jurisdictional standards before advancing them for permitting.

Mar 15 - Mar 16 ITC Service Group, Design Specialist

I held the position of Design Specialist in the Design Department, where my primary responsibility was generating AutoCAD designs tailored to meet the specific requirements of our clients. These designs encompassed various aspects of Outside Plant (OSP) infrastructure, including aerial, underground, green-field, and brown-field designs, as well as MDU (Multi-Dwelling Unit) design and traffic control layouts. My designs were instrumental in facilitating both construction activities and the permitting process.

Aug 13 - Aug 14 The Home Depot (District 0172), Tool and Equipment Rental Manager

I managed a tool and heavy equipment rental activity and an associated equipment repair facility. I managed nine full-time employees, an inventory of 500+ pieces of equipment, an inside showroom, an outside equipment yard, a repair shop and two equipment storage areas. Over a 1-year period under my leadership I increased combined gross income for the department from 950 thousand to 1.3 million dollars, a 26% increase. I increased the profit margin of the department from 44% to 57%, primarily through the implementation of a used equipment sales program. Due to this success, I was detailed with leading a district wide program to bring the other tool rental departments within the district up to this standard.

Between 2001 and 2012 I owned and operated a highly successful commercial martial arts training facility with a staff of 13 instructors and a student body of 250+ students with a yearly gross of approximately 250k. My daily duties were split between managing all operational aspects of the business and the instruction of the student body.

In 2008/09 the decline in the economy and the resulting tentativeness of people to spend on recreational activities made itself apparent and directly affected the continued viability of the commercial business. In 2012 I elected to close the commercial aspect of the business and continue to teach select individuals privately.

Dec 98 - Sept 01 Grimes Company, Production and Facilities Manager

I directly managed two distinctly separate departments with a full-time staff of 12+ employees and a part-time temporary staff of 250+ during peak production periods. I oversaw a 14,000/sq ft production facility and comprehensive computer network. I administered a combined yearly operating budget of approximately 1.6 million dollars.

Aug 96 - Nov 98 Harborage (America Live, Sacramento), Security Manager

Aug 88 - Jul 96 California Department of Corrections (Folsom State Prison, Sacramento), Correctional Law Enforcement Officer

I maintained security within a state correctional institution. Oversaw the health and safety of staff and inmates. Provided direct law enforcement support on and off prison grounds.

I served as a Special Emergency Response Team member, with the specific role of long-range marksman.

I served on two special detachments; I was a Campaign Against Marijuana Planters team member during the 1990 and 1991 marijuana growing seasons with the California State Bureau of Narcotic Enforcement, and in 1994 I served on a High-Risk Parolee Investigation detail in conjunction with the Los Angeles City Police Departments Community Resources Against Street Hoodlums program.

Trained in and maintained a high level of proficiency in all Special Forces war-fighting skills sets, with an emphasis on weapons employment and field communications. I supervised and employed the execution of highly demanding, conventional, and high-risk unconventional warfare tactics, techniques, and operations.

During my service I participated in seven combat deployments into five foreign nations, in both a direct-action role and as a Military Advisor to indigenous forces.

Hobbies and Interests

Private Pilot

I am currently pursuing a private pilot's license. I have wanted to fly and have had an interest in aviation for as long as I can remember. My goal is to eventually own an aircraft for my personal use.

Martial Arts

As a student of the martial arts for more than 45+ years it is hard to separate myself from it. It is such an ingrained part of me that I cannot imagine life without it. I personally train twice a week and teach one day a week. I participate in seminars and advanced training sessions with my peers as often as I can.

Long Range Marksmanship

I have been a shooter since a young age, having been taught by my father who was an exceptional marksman. There was a point in my military career in which I was recognized as a very proficient long-range shooter. In turn I was selected to attend the Army Long Range Marksmanship Course where I qualified as a Sniper. I furthered that professional skill set as a law enforcement officer assigned to an emergency response team. Since leaving the service and law enforcement I regularly practice the skill set as a hobby and regularly participate in NRA sanctioned rifle matches.

Amateur Astronomy

My wife and I are amateur astronomers. We are members of the Sacramento Astronomy Club and actively participate in regularly held group gatherings. We became interested in astronomy when we took classes together at American River College. Our interest led us to purchase a 10” telescope to pursue our hobby. Our specific areas of interest are inter-solar system objects, specifically the planets, their moons and long duration objects and the activity of our sun.
