PROFILE

A dedicated professional with over 20 years of management experience. I have been responsible for managing a municipality as well as several Correctional facilities and programs while supervising numerous employees and maintaining custody and control of offenders. Positions held have been Mayor, Chief of Police, and Board of Alderman member before joining the Louisiana Department of Corrections and working as Deputy Director of Prison Enterprises (controlling all farming and industries at all prisons in the state) Assistant Warden of Administration, and then Deputy Warden of Phelps Correctional Center, a 942 capacity male institution with 276 employees and a 23 million dollar budget, before becoming Deputy Warden and then working as Warden for Avoyelles Correctional Center, an 1808 man institution with 323 employees and a 27 million dollar budget.

Warden 3, Avoyelles Correctional Center - 2012-2016

Responsible for day to day operations of an 1808 capacity male correctional facility with a 27 million dollar budget, and 323 employees. Directly responsible for the operations of all aspects including security operations, all Culinary/Kitchen facilities and all culinary activities feeding three meals a day to 1808 offenders, a 24 hour medical skilled nursing unit staffed by a Doctor, and approximately 25 nurses, a mental health department, staffed by four social workers, and a maintenance department staffed by 7 maintenance employees who kept and maintained 66 buildings and 1200 acres. Other responsibilities included direct supervision of 2 Deputy Wardens, 4 Assistant Wardens, a Human Resources Department, a business office with a Program manager, and several accountants, and an investigative department. Also, directly responsible for creating and enforcing all policies and procedures as well as institutional directives, and maintaining compliance with all standards of ACA (American Correctional Association)

Deputy Warden 2, Phelps Correctional Center 2005-2012

Responsible for advising and assisting the Warden and acting in his capacity during his absence. Directly responsible for overseeing 3 assistant wardens responsible for administration, medical and security, a skilled nursing unit/ mental health department, a culinary department responsible for feeding three meals a day to 942 male offenders, and a maintenance department responsible for approximately thirty buildings, a warehouse, and approximately 900 acres.

Deputy Director, Prison Enterprises — 2001-2005

Responsible for assisting and advising the Director of Prison Enterprises in the day-to-day operations of the department and to act in his capacity in his absence. Prison Enterprises is responsible for the operations of all farming and industries at every penal institution in the State of Louisiana. Farming included approximately 3000 acres of row crops such as corn, cotton, wheat, soybeans, and milo, as well as vegetable operations providing a large variety of fresh summer and winter vegetable to the institutions for offender consumption, as well as managing a cattle operation of approximately 2600 head of cattle. Industries included mattress broom and mop plants, chair plants, license plate plant where we made license plates for several states, three garment factories making everything from t-shirts to towels to blue jeans and jump suits, a silk screen plant, a custom furniture plant,and a print shop where most of the printing for the Department of Corrections and several other state agencies were produced. Prison Enterprises has an annual budget of approximately 50 million dollars and acts as the ancillary fund for the Louisiana Department of Corrections.

Terminal Manager, Owner /Operator, A&R Transport — 1998-2001

Responsible for operations of a terminal of Dry Bulk owner operators transport drivers specializing in the hauling of plastic and PVC resin across the 48 state and Canada. was directly responsible for the hiring and firing of owner operators, as well as negotiations with plant officials concerning hauling contacts and hauling rates. The terminal was home base to approximately 60 Tractor Trailer rigs, and had a tank wash to clean bulk trailers to ensure non contamination of products.

Owned and operated tractor trailer rigs pulling bulk tanks carrying plastic resin across 48 state and Canada. Responsible for meeting deadlines loading and unloading and safely hauling bulk freight from place to place.

Chief governing elected authority of a Lawrisson Act Village with an annual budget of approximately 200,000 dollars. Responsible for presiding over Mayors Court for violations of local laws and municipal ordinances.
