• Review quality system documentation, such as ITPs, quality control procedures, NDT procedures, work procedures, Method Statement, Technical Queries, Site Queries, and other documentation.

• Review the calibration status of any test equipment being utilized on the project, ensuring the equipment is within calibration before use.

• Witness all inspections, installation, and testing activities identified in the approved Inspection and Test Plan (ITP).

• Be proactive in ensuring effective ITP and related document use in all quality monitoring activities and effective implementation of non-conformance and deviation control systems.

• Witness and review Welding Procedure Specification (WPS) and Procedure Qualification Records (PQRs) for acceptance, including mechanical tests.

• Witness and review the Welder Qualification Test (WQT) for compliance with project requirements.

• Verify welding consumables control, welding control records, certificates, tools, and equipment to be used.

• Verify incoming material and equipment, transferring material heat no, and cutting material.

• Confirmation that the contractor/vendor has a current revision of project documents (WPS, ITP, drawings, etc.) that are approved and available at the point of use.

• Verify compliance with quality control procedures and systems for welding, PWHT, NDT, and material traceability control, including compliance with safety requirements.

• Check the rotating equipment for proper alignment.

• Witness starting up all motors, pumps, and other equipment to verify rotation, vibration, and temperature.

• Coordinate with all parties to ensure that all inspections are carried out expediently.

• Carry out inspections on Exception Items (EI) as documented and sign off a closed when the activity is complete.

• Record and document any deviations found during the inspection.

• Support and advise the construction personnel about the Project Quality Program and the Company’s Integrated Management System (IMS).

• Witness and review selected NDT activities/reports (Phased Array, AUT, UT, RT, MT, PT), radiograph film, and/post weld heat treatment reports for piping and structural joints.

• Witness UT thickness before weld overlay, Ultrasonic Lamination and disbandment, Liquid Penetrant Testing, UT thickness after weld overlay, Positive Material Identification (PMI), surface treatment and cleaning, hydro test, dimensional inspection, residual magnetism check, final visual, and marking inspection, packing, and shipping preparation.

• Monitoring weld overlay cladding and induction bend activities at PT. Cladtek – Batam.

• Monitoring API 5L line pipe manufacturing at PT. DSAW Batam.

• Witness final inspection to ensure pipe dimensions meet API 5L and client requirements (straightness, pipe length, roundness, circumference, end squares, bevel preparation, pipe weight) at PT. DSAW Batam.

• Inspect equipment to be used to apply coatings to ensure that it is functioning properly, such as spray guns.

• Witness qualifications of coating processes (painting, 3LPE, CWC coating, Weld Cage Test)

• Witness all inspections and testing activities identified in the approved Inspection and Test Plan (ITP), such as ensuring climatic conditions, salt tests, blasting cleanliness, visual inspections including DFT measurement, adhesion testing, holiday testing, cathodic disbondment test, and final inspection before handing it over to the next stage.

• Maintain a good working relationship with the contractor to ensure the fabrications and installations have been carried out by the procedure approved and to establish the quality of fabricated items within specific requirements.

• Attend daily/weekly meetings with all parties, technical and quality assessment on main-contractor/sub-contractors, fabrication shop, and offshore facility.

• Participate in contractor/vendor internal and external quality audits, such as Quality Plans and Procedures, calibration and certification records, control systems, personnel qualifications and records, consumables receipt, and tracking forms.

• Collaboration with vendors to ensure all items are delivered within the contractual date as agreed in the Purchase Orders (PO).

• Ensure that the vendor Bill of Material (BOM) is released. Sub-orders placed and orders expedited and received within the time frame will support the vendor manufacturing schedule.

• Review, discuss, and monitor production schedule as per vendor agreement.

• Monitoring specific supplier expediting plans and the plan for speeding up the progress.

• Anticipates delays and bottlenecks and resolves problems with suppliers or internally.

• Prepare, maintain, and issue Material Progress Reports regularly which reflect the progress of all purchased equipment and materials.

• Coordinating with the QA/QC team to ensure all procedures are followed and implemented by the vendor

(including Quality and quantity checks) and reporting for any over/under/shortage supply item.

• Highlight any unusual or potential problem regarding critical deliveries to the Project Manager and coordinate with them for any assistance/ guidance for resolving generic and specific delivery problems.

• Monitor preparation of shipping with the Surveyor (MWS) and other parties. Preservation

• Supervision of contractor technician resources.

• Ensure all preservation activities comply with the Preservation Procedure and HSE requirements.

• Ensure all preservation activities are fully documented in line with approved procedures.

• Oversee preservation surveillance/audit.

• Work closely with the construction and operation teams for the execution of the preservation activities.
