As President, Human Engineering Associates, Inc., (1980 to 1987) partnered with EBASCO Services in a Joint Venture to provide HFE to nuclear power plants in the area of operational safety analysis and control room redesign that includes data sensor failures and misinformation as part of an HFE program. Clients included Waterford, STNP and Shoreham. Studied the causes and effects of Three-Mile Island and consulted with Electricite de France to determine its policy on human interaction with instrumentation and control systems including effects of information over-load on operators in emergencies. At NUS Corp, introduced table-top “task analysis” that utilized Industrial Psychologists to sample operator experience for “validation” of NUS proprietary training programs in non- nuclear plants to satisfy EEOC requirements after Griggs v. Duke Power Co., 401 U.S. 424. After TMI, concluded that operator driven task analysis was insufficient “up-front” to deal with the real time demands of nuclear power plant emergencies. Instead, it became clear that job design (a/k/a “task allocation”) was needed before operator feedback was taken into account in an iterative process in a simulator. This conclusion led to the EBASCO Joint Venture. Earlier, in the Navy, licensed as RO and SRO equivalents for a submarine under construction at Electric Boat. o Engineering-Operations separation is a historical remnant of dual licensing. Combined licensing begins to remedy this phenomenon but not completely. Look to the significant differences between NUREG - 0711 Rev. 2 and Rev. 3. Study the effects of the presence of Brookhaven N.L. on the HFE process for AP1000.

o Be aware that 10 CFR 50.34 § (f)(2)(ii) provides for INPO co- ordination. If by “co-ordination” is meant that INPO provides regulatory input into operator job design and training, that could violate the Energy Reorganization Act of 1974 since INPO is now under the authority of DOE rather than the NRC.
