I worked my way through college & I am proud of the people skills I learned during those formative years. I have extensive management experience handling multimillion dollar new construction, conversion and drydocking jobs involving over one hundred and fifty employees and their supervisory staff. I most recently took a major shift in career paths when I was offered the job of Public Works Director for Terrebonne Parish Consolidated Government. Within three years, I was promoted to Parish Manager and this is where I am presently employed. With that said, my passion still remains in the boat building, conversion and repair business. I am computer literate having hands-on experience with:

I am very happily married and my wife and I live alone, our children are all grown, successful and on their own, making me very flexible for any task given. Responsible for overall management of a 1,200 person government agency established by Parish Charter with a 316 million dollar a year budget. I worked directly under the Parish President and was responsible for the operations of the following Departments:

Public Works Director

February 2014 to July 2015:

New Generation Marine Repair/Shipbuilding, LLC – General Manager Completed fabrication and commissioning of a new 2,500 ton dry dock. Responsible for repair department sales, project management, bids, estimates, invoices, customer relations, coordination of subcontractor work, all USCG, ABS & other regulatory body compliance during repairs for customers and all OSHA and safety regulation compliance and enforcement. Also acted as Project Administrator for repair job for the sinking of a brand new 75’ push boat and completion of a 202’ aluminum fast response vessel. I was responsible for developing a Master Service Agreement and having all vendors sign and return same along with their Certificates of Insurance to protect the shipyard’s interests.

August 2009 to February 2014:

Thoma-sea Marine Constructors, LLC. – General Manager – Drydocking and Repair Division Built a repair crew from scratch to over ninety (90) people in four (4) years. Steadily increased repair and dry docking sales from $1.5 Million dollars the first year to $9.7 Million dollars in my last year. Responsible for overall management of four (4) floating dry docks, bids, estimates and invoices, all customer relations, equipment maintenance, all USCG, ABS & other regulatory body compliances during repairs for customers and all OSHA and safety regulation compliance and enforcement for this division. Also managed work output of the machine shop personnel and wrote all machine shop bids, estimates and invoices. Completed fabrication, commissioned and operated one (1) 8,000 ton dry dock during tenure there 2006 to February, 2009

Bollinger Amelia Repair – General Manager

Responsible for overall management of repair shipyard with three (3) floating dry docks and a crew of sixty (60) people. Built and installed jack up barge legs of up to 6’ in diameter x 120’ long along with the jacking towers and installed the legs and towers into the jack up barge structure. Converted a 180’ offshore supply vessel to a multimillion dollar yacht tender. Managed a machine shop that serviced all repair & new machine work items for Bollinger Amelia Repair, Bollinger Morgan City Repair and Bollinger Marine Fabricators, a new construction facility 2003 to 2006

North Florida Shipyards, Jacksonville, FL – Senior Estimator Responsible for all bids, project management and customer relations for shipyard with one (1) floating dry dock. Also responsible for all bids, invoices and customer relations for two (2) machine shops run by parent company, one (1) on site and one (1) off site.

1996 to 2003

Worldwide Tank and Marine Consulting – Owner

Represented a pneumatic tank fabrication company based in Texas and sold 40 PSI and 80 PSI bulk mud & drilling cement tanks to customer base of boat owners based along the Gulf coast. Represented boat companies as owner’s representative to assure their vessels were being built properly, in accordance with the specifications and drawings, in accordance with all ABS & USG rules and regulations, to “best marine practice” and that they were on schedule. I also represented customers while their boats were in the shipyards and on dry docks doing regular scheduled maintenance and yearly regulatory (USCG & ABS) inspections. Coordinated all subcontractors’ work with ongoing shipyard work. Surveyed vessels, made shipyard repair specifications, solicited and evaluated shipyard bid’s and make recommendations to owners as to what shipyard would give them the best value for their dollar. Reviewed and approved daily time sheets, bids and invoices from shipyards on behalf of my customers. During this time I represented a customer that had three (3) offshore supply vessels lengthened by the addition of a 50’ mid body section, was completely repowered with Z drives added and all of the interior work was redone, removing all of the wood and replacing it with joiner work to SOLAS class. I also saved one customer over one million dollars

($1,000,000.00) budgeted for eleven (11) offshore supply vessels during their scheduled USCG & ABS dry dockings. 1974 to 1996

Bollinger Machine Shop & Shipyard – Various capacities as noted below:

• 1994 to 1996 – General Manager of Bollinger Algiers – Managed a newly acquired repair shipyard with two

(2) floating dry docks, machine shop and propeller repair shop on the Mississippi River in New Orleans, LA.

• 1991 to 1994 – Machine Complex Manager – Managed machine shop which included the expansion by acquisition of six (6) CNC lathes for oil field machine work and for machining large quantities of specialty bolts, fasteners and miscellaneous parts used on the 110’ USCG Patrol Boat Project. Also managed the propeller repair shop and the hydraulic shop for which I designed and sold hydraulic steering systems and hydraulic winch applications. Hydraulic shop also had a service department which installed and serviced the systems we sold.

• 1989 to 1991 – Material Controls Manager – Implemented and managed a work order driven materials control department for all the parts needed to fabricate thirty three 110’ USCG Island Class Patrol Boats. I also negotiated all contracts with the major subcontractors involved with the project.

• 1986 to 1989 – USCG, 110’ Island Class Patrol Boat Project Manager – Responsible for building and commissioning the first sixteen (16) 110’ Island Class Patrol Boats of a forty nine (49) boat contract with the USCG. Coordinated work of all crafts; steel work, aluminum superstructure shop, electrical, joiner work, piping, sand blasting and painting and all subcontractors required to build & deliver these boats on schedule. This was a sixty four million dollar contract and we made a profit of over twenty million dollars.

• 1978 to 1986 – Marine Repair Coordinator – Responsible for the repairs to vessels hauled up on Bollinger’s two (2) end launch and two (2) side launch ways. During this time, I designed & we installed two (2) larger side launch ways. Was also in charge of the management of the electrical, carpentry, gas freeing, sandblasting and painting, machine shop, hydraulic shop and propeller repair shop.

• 1974 to 1978 – Engineering Trainee – During this time, I worked in the drafting department designing boats and barges and the lofting department where we laid out the boats full sized to prefabricate the frames and bulkheads of the boats being built. I also worked as a Project Manager in the New Construction department where we built tug boats, barges, utility boats, and steel hulled fishing boats EDUCATION:
